The Critical Areas Checklist contained on
this form is to be filled out by any person
preparing a Development'Permit
Application for the City of Edmonds prior
to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable
City staff to determine whether any
potential Critical Areas are or may be
present on the subject property. The
information needed to complete the
Checklist should be easily available from
observations of the site or data available at
City Hall (Critical Areas inventories, maps,
or soil surveys)i
An applicant, or his/her representative,
must fill out the checklist, sign and date it,
and submit it to the City. The City will
review the checklist, make a precursory site
visit, and make a determination of the
subsequent steps necessary to complete a
development permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map
or plot plan for individual lots of the parcel
with enough detail that City staff can find
and identify the subject parcel(s). In
addition, the applicant shall include
other pertinent information (e.g. site
plan, topography map, etc.) or studies in
conjunction with this Checklist to assist
staff in completing their preliminary
assessment of the site.

The regular meeting of the Edmonds City Council was called to order at 7:00 p.m. by Mayor Larry
Naughten at the Library Plaza Room, 650 Main Street, Edmonds. All present joined in the flag
salute.

Mayor Naughten commented on the reception just prior to this meeting which commemorated the sign-
ing of the sewer treatment facility agreement with Mountlake Terrace, Olympic View and Ronald
Sewer Districts. He presented a plaque to each of the participants in the agreement and ex-
pressed the City's desire for continued cooperation with this agreement over the next 30 years.
Iry Potter, the representative from the Ronald Sewer District, said they appreciated the coopera-
tion of Mayor Naughten and Peter Hahn, who worked with them on the project. He said that all of
the agencies will benefit from this agreement.
Mayor Naughten read the plaque which says, "In recognition of the long-term cooperative effort to
protect the water quality of Puget Sound."
John Fischer, the representative from Olympic View Water and Sewer District, expressed his desire
for continued cooperation of all partners so the system will serve the area well.
The representative from Mountlake Terrace was not in attendance.

Mayor Naughten informed the Council that City Attorney Snyder requested Item (D) be removed from
the Consent Agenda for further clarification.
Councilmember Hertrich requested Item (F) also be removed from the Consent Agenda.

HISTORY AND SUMMARY STATEMENT:
Due to a misunderstanding in regard to the location of a walkway and
waterline easement on Lot 9 of the Plat of Pine Ridge Estates, a house
was built on the lot with a corner of the house infringing upon the
easement. We have reviewed the situation and have determined that there
will be no impact to either of the uses if this small portion of the
easement is vacated.
RECOMMENDED ACTION:
Staff -recommends that the Mayor be authorized to sign this quit -claim
deed vacating the 2 foot by 3 foot portion of the easement.

As agreed upon, enclosed is a Quit Claim Deed on the above
referenced property which will release a portion of the easement
where the existing house encroaches on the easement. This
portion of the easement was engineered by Lovell-Sauerland &
Associates Inc. Pacific Northwest Escrow Corp. confirmed with the
Title Company that this would eliminate the encroachment.
Please have the Quit Claim Deed signed and return to me. I will
have it recorded and return the original documents. We would
like to have this resolved as soon as possible.
For the record, I am enclosing a copy of the approved Plan which
shows in the Revisions that the Walkway was suppose to have been
moved to Lot 8 and Lot 9 of Pine Ridge Estates. The scale on the
Lot Plan shows a five foot easement on Lot 9. 1 am also
enclosing a section of the approved Water Plan which indicates
the easement on both Lot 8 and 9.

READ THE FOLLOWT,.NG AND SIGN:
a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be'employed to
construct side sewers in the� public' right-of-way.
b. The side sewer contractor assumes full reponsibility for each
installation for one year.
c. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure. 0
e. Side sewer lines must be laid at a minimum grade of 2% (1.15
and maximum grade of 100% (45'). 0
f. No turn in side s8wer greater than 45 (1/8-bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and wye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel,A*s require d for bedding when installing sewer lines
through other than 'ranular soil.

i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 1001 along sewer line run.
j.. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible for right-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered until inspected and approved
by the City.

days notice required.
