CRITICAL AREAS RECONNAISSANCE REPORT: STUDY RFQUIRED
During review and inspection of the subject site, it was found that the site contains and/or is adjacent to
critical areas, including Geologically Hazardous Areas, pursuant to Chapters 23.40 and 23.80 of the
Edmonds Community Development Code (ECDC).
The subject property lies is just east of 83rd Ave W. The subject property itself is relatively level. On or
near the eastern property line there is a short rockery where land begins to slope up sharply to the east
According to the City's LIDAR data, this slope is approximately 6 1%. This qualifies the slope as an erosion
hazard and portions west of the residence as a possible landslide hazard.
This review applies to the entire subject parcel. Depending on the location and type of project proposed
relative to the identified critical areas, certain studies and reports may be required.
ALLOWED ACTIVITIES AND EXEMPT DEVELOPMENT PROPOSALS
Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.220. Similarly,
certain development proposals may be exempt from Critical Areas Requirements (ECDC 23.40.230). If you
have any questions about whether your proposed development qualifies as an allowed or exempt activity,
please contact a Planner for more information.
GENERAL CRITICAL AREAS REPORT REQUIREMENTS
Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject property that
may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from
your specific development proposal. If a specific development proposal results in an alteration to a critical
area, the critical areas report will also contain a mitigation plan. You have the option of completing the
portion of the study that classifies and delineates the critical areas and waiting until you have a specific
development proposal to complete the study. You may also choose to submit the entire study with your
specific development application.
Please review the minimum report requirements for all types of Critical Areas that are listed in
ECDC 23.40.090.D. There are additional report requirements for different types of critical areas
(see below).
Note that it is important for the report to be prepared by a qualified professional as defined in the
ordinance. There are options on how to complete a critical areas study, and there is an approved list
of consultants that you may choose from. You may contact the Planning Division for more
information.
General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110 through
23.40.140.
STUDY REOUIREMENT — EROSION HAZARD AREA
It appears that this property contains or is adjacent to an Erosion Hazard Area. Erosion Hazard Areas
include:
0 Those areas with Alderwood and Everett series sol Is on slopes of IS percent or greater.
Any area with slopes of 15 percent or greater and impermeable soils interbedded with granular soils
and springs or ground water seepage.
Areas with significant visible evidence of ground water seepage, and which also include existing
landslide deposits regardless of slope.
DEVELOPMENT PROPOSALS ASSOCIATED WITH EROSION HAZARD AREAS
Development within an Erosion Hazard Area must meet additional criteria.
0 For erosion hazard areas with suitable slope stability, the only critical area study needed is an
erosion and sediment control plan prepared in compliance with the requirements set forth in Chapter
18.30 ECDC as part of the construction documents. This option is at the director's discretion, per
Edmonds Community Development Code section 20.80.050.G.
0 In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will require a
report by a licensed Geotechnical Engineer or other qualified professional. Note that it is important
for the report to be prepared by a qualified professional as defined in the ordinance.
0 Report requirements are given in ECDC 23.80.050, and more generally in ECDC 23.40.090.D.
0 Development standards are given in ECDC 23.80.060 and 23.80.070.
STUDY REOUIREMENT — LANDSLIDE HAZARD AREA
It appears that this property contains or is adjacent to a Landslide Hazard Area.
A Landslide Hazard Area is any area with a slope of forty percent (40%) or steeper and witli a
vertical relief of ten (10) or more feet (except areas composed of consolidated bedrock).
0 Landslide Hazard Areas are further defined and illustrated in ECDC 23.80.020.13.
In addition to tile general requirements for Critical Areas reports referenced above, specific Critical
Area report requirements for Landslide Hazard Areas are provided in ECDC 23.80.050.
DEVELOPMENT PROPOSALS ASSOCIATED WITH LANDSLIDE HAZARD AREAS
Development is restricted within a Landslide Hazard Area and its buffer.
Projects that will intrude into these areas will require a report by a licensed Geotechnical Engineer.
0 The criteria that are applied depend on the amount that the buffer is reduced.
The buffer can be reduced to a minimum of ten (10) feet (with an additional 15' building setback per
ECDC 23.40.280) if a report is prepared that meets the standards listed in ECDC 23.80.050. The
alteration must also meet the requirements listed in ECDC 23.80.060.
In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the design
standards listed in ECDC 23.80.PA.3.

buffer recommendations, and recommendations for the infiltration of the surface water from the
proposed new deck.
The scope of work for this study consisted of reviewing the geologic map for the project site
area, a site visit on July 1, 2009, reconnaissance of the site and adjacent slope, the drilling of a
shallow hand auger boring in the vicinity of the proposed deck to evaluate the subsurface soil
conditions and infiltration potential, and the review of the deck site plan.

Site and Project Description
The subject lot is located in a residential neighborhood on the east side of 83' Avenue West,
approximately as illustrated on the Vicinity Map, Plate 1. The lot size is approximately 85 feet
north/south by 95.17 feet east/west. Topographically, the subject lot is relatively level. A steep
slope, approximately 18 to 24 feet tall, is located on the adjacent property east of the subject site,
with the exception of the southeast corner of the subject lot which includes a portion of the slope,
as illustrated on the Critical Areas Map, Plate 2, provided by the City of Edmonds. The toe of
the slope is generally located near the east property line of the subject lot and the toe is retained
by a small rockery. The gradient of the slope varies from about 43 percent to 70 percent based
on the Critical Areas Map, Plate 2. The slope is vegetated with native vegetation, including trees
and brush.
The subject house is a split level home constructed around 1979 and has a footprint of about
1,250 square feet. The house is connected to the sanitary sewer. Roof downspouts discharge to
83' Avenue West and the storm drain system. The west side of the house is setback about 40
feet from the toe of the slope (east property line). The proposed deck will extend from the house
16 feet and be located 24 feet from the toe of the slope, as illustrated on the Site Plan, Plate 3.
ASSESSMENT OF GEOLOGIC CHARACTERISTICS
Geology and Site Soils
According to the area geologic map the project site is mapped as Advance Outwash (Qva). The
Advance Outwash unit is described as consisting of clean, pebbly sand with increasing gravel
content higher in the section. The Advance Outwash was deposited by meltwater flowing from
the advancing front of the glacier during the Pleistocene Fraser glaciation period. The sand is
generally dense but is not cemented.

A shallow hand auger boring was drilled between the proposed deck and toe of the slope to
evaluate the site soils. The soils encountered consisted of 6 inches of fill underlain by brown to
gray, fine to medium sand with pebble gravel to the total depth of the boring (2.5 feet). The sand is
very dense, based on probing, and the fine gravels are subrounded. The sand encountered is
consistent with the Advance Outwash deposit described by the geologic map.
Hydrology
The Advance Outwash sand has a moderately high permeability rate and water readily infiltrates
into the deposit. According to the geologic map the Advance Outwasb deposit extends to the
southwest and is exposed along the Shell Creek drainage. No expressions of water seepage were
observed on the slope.
SLOPE STABILITY EVALUATION
The project site is not located in a known active landslide area. The dense Advance Outwash
deposits are generally stable in the absence of water seepage. No groundwater seepage or springs
were observed. The topography of the slope indicates that historically there has not been incising
into *the slope as a result of water runoff or springs. We did not observe evidence of current or
recent slope instability, such as soil tension cracks, scarps, slumps, or slides, on the slope above the
site. The slope is vegetated with native vegetation including brush and fir trees. In general, the
trunks of the trees are straight. It is our opinion that the slope is stable.
SITE VULNERABILITY EVALUATION
The slope appears to be stable and the risk is low for a deep seated slide to occur based on our site
reconnaissance observations, the geology, and hydrology. We do not anticipate naturally caused
slides to occur on the slope.
EROSION HAzARD EVALUATION
According to the Mr. Nicholson, he has not observed water on the hillside and water does not stand
or puddle in the yard area at the base of the slope, even in the wet winter and spring months. Based
on the geology and site conditions the hazard of water erosion is low.

DISCUSSION AND RECOMMENDATIONS
Based on the site conditions, it is our professional opinion that the construction of the proposed
deck will have no impact on the stability of the steep slope, will not increase the potential for
slides, and will not increase the potential for erosion, We conclude that the proposed deck will not
impact the geologic hazard area and no geological hazards will result from the construction of the
proposed either on the subject site or on the adjacent properties.
The new deck will be supported on a spread footing foundation consisting of column footings. We
understand the grade will be lowered about 2 feet under the new deck to provide more headroom
space below the deck. With the exception of installing an infiltration trench or drywell, minimal
site grading is anticipated.
STORM WATER INFILTRATION
We understand the City of Edmonds would prefer that the storin water runoff from the proposed
deck not drain out to the street and the storm drain system. The sandy site soils are conducive to
infiltration and we recommend the deck ston-n water be directed to either an infiltration trench or
drywell in the backyard area. We recommend the infiltration trench or drywell be located a
minimum of 10 feet from the toe of the slope (base of the rockery at the toe of the slope). The
perforated pipe in the infiltration trench should be installed level to allow water to be dispersed
over the length of the trench. Water can be input into both ends of the trench if desired. We
reconunend constructing the trench as illustrated on Plate 4 (Fig. C.2.2.A, January 2009, King
County Surface Water Design Manual, Appendix Q. Based on the presence of fine to medium
grained sand, the trench length should be 30 feet per 1,000 square foot of impervious surface area.
We understand the proposed deck will have approximately 3 10 sf of impervious surface area and
we recommend a minimum trench length of 10 feet.
MINIMUM BUFFER AND BUILDING SETBACK
Based on our findings and conclusions, it is our professional opinion that the non -disturbance
buffer can be reduced to 10 feet from the toe of the slope for the purpose of constructing the deck
and the infiltration of storm water off the deck.

DECK FOUNDATION RECOMMENDATIONS
It is our professional opinion that the proposed deck can be supported on a conventional spread
footing foundation consisting of column footings with a minimum lateral dimension of 24 inches.
Footings should be supported on the dense, undisturbed soil or on structural fill to minimize
settlement. If loose soil is present, the loose soil should be compacted. If the loose soil is greater
than about 12 inches thick the loose material should be removed down to dense soil and replaced
with compacted fill meeting the compaction specifications for structural fill. We recommend an
allowable soil bearing design pressure of 2,000 psf, including all dead and live loads, if footings
are supported on dense undisturbed soil or on structural fill. The post -construction settlement is
estimated to be less than V2 inch provided footings are supported as described above.
A one-third increase in the above allowable bearing pressure can be used when considering short-
term transitory wind or seismic loads. Lateral loads can also be resisted by friction between the
foundation footing and the supporting compacted fill subgrade and by passive earth pressure acting
on the buried portions of the foundations provided the surrounding soil is compacted to a dense
condition. Our recommended parameters are as follows:
Passive Pressure (Lateral Resistance) = 350 pcf equivalent fluid weight
Coefficient of Friction (Friction Factor) = 0.35
STRUCTURAL FILL SPECIFICATIONS
Structural fill is defined as fill soil that supports foundation loads, floor stabs, patios, porches,
retaining walls, sidewalks, and pavements. The sandy site soil should be useable as structural fill
provided it is free of organic material.
Structural fill material should be placed and compacted at or near the material's optimum moisture
content and in lifts that are 10-inches thick or less. Below foundation footings, concrete slab
floors, patios, walkways, or other structural elements, structural fill should be compacted to a
minimum of 95 percent of the material's maximum dry density, as determined by ASTM Test
Designation D- 15 57 (Modified Proctor).

EROSION CONTROL AND MITIGATION RiEcomMENDATIONS
The construction of the deck, excavation below the deck, terracing of the excavated soils, and
excavation of the infiltration trench should cause minimal site disturbance. No mitigation
measures are recommended. It is our opinion that it is not necessary to install erosion and
sedimentation control measures, such as a silt fence down -gradient from the disturbance area,
provided the site work is perfon-ned and completed in the dry summer months. The sandy site soils
will provide infiltration and runoff control.
REPORT PREPARATION
The services described in this report were prepared by Mr. William Chang, P.E, senior
geotechnical engineer and principal of GEO Group Northwest, and by Mr. Wade Lassey, a licenced
engineering geologist. Mr. Chang has 30 years of experience as a geotechnical engineer and Mr.
Lassey has been practicing 19 years as an engineering geologist.

This report has been prepared for the specific application to the subject project. The findings and
recommendations stated herein are based on our field observations, our experience, and judgement.
The recommendations contained herein are our professional opinion. No warranty is expressed or
implied. It is understood that constructing on, below, or above a steep slope has inherent risk and
the property owner assumes the risk.
In the event that soil conditions vary during site work, GEO Group Northwest, Inc. should be
notified and the recommendations herein re-evaluated, and where necessary, be revised. GEO
Group Northwest, Inc. should be retained to review the final design plans to confirm the validity of
the reconunendations contained in this report if there are significant changes to the project as

BOARD OF ADJUSTMENT'
GENERAL INFORMATION
The Board of Adjustment meets the third Wednesday of every
month at 7:30 p.m.*in the City Council Chambers. The
Board reviews all applications for variances using the
conditions and criteria set forth in the City Code. All
decisions of the Board are effective five days after the
meeting. A Building Permit, Certificate of Occupancy,
or other documents, must be obtained within one year from
the effective date of the variance.
Ii. SUBMITTALS - The application must be submitted three weeks
in advance of the meeting, with the following attachments:
A. Plot Plan showing all existing structures, proDerty lines,
required -setbacks, the variance requested; indicating
the north point, and drawn to scale. (see example below)
B. Vicinity Sketch showing the location of the subject property,
surrounding streets; indicating the north point, and
drawn to scale. (see example below).

III. APPEAL 7 12.16.130(C) - The action of the Board of Adjustment
sE-aTT-be final and conclusive unless, within ten days from the
date of action taken by the Board of Adjustment at a public
hearing, the original applicant or an adverse party makes
application to the Superior Court of Snohomish County for a
writ of certiorari, a writ of prohibition, or a writ of mandamus.
IV. REPRESENTATIVE - You or your representative must appear at the
meeting so Board can ask questions about your application.
Should you or 'your representative be unable to attend the
meeting, or if you wish to cancel your application, please noti-
fy the Planning Division at least one day before the meeting.
