Dear Mr. Ganter:
As requested, The Riley Group, Inc. (RGI) has visited the subject site and observed the site
condition oil September 28, 2009. We also reviewed the reference letter prepared by the City of
Edmonds and the client's plans prepared on October 4, 2009. This report surmnarizes our
observations and recommendations. The original reported was submitted oil October 5, 2009.
This report is revised after receiving the City of Edmonds review comments dated October 12,
2009.
Project Background
During yard maintenance on the southeastern portion of the property (Figure 1), the client
discovered that a short retaining wall, consisting concrete blocks and timber lagging, was in poor
condition (see attached Plan View). The client removed the deteriorated timber lagging and
spread the soil behind the retaining wall in order to create a level area in the south portion of the
site.
The work was shut down by (lie City of Edmonds due to the site grading/excavation was close to
steep slopes. Based oil the city's LiDAR mapping (Figure 2), the areas to tile east and south of
the site are classified as Geologically Hazardous Areas (Landslide Hazard Area). Figure 2
indicates that there is a steep slope approximately 52% across the eastern portion of the property
and a slope approxiinately 73% along the southwest portion of the property.
The city requires that a geotechnical crigincer evaluate the site condition and make
recommendations for the project. RGI was contacted by the client to provide necessary
geoteclinical services.

Site Observations and Evaluations
On September 28, 2009, RGI's principal engineer observed the site condition. The subject site is
bound by a steep slope approximately 50% to the east, a timber.retaining wall approximately 6
feet tall to the south, a single-family residence to the west, and an unpaved alley to tile north. A
single-story.residential structure is located in the middle of the site.
Based on our observation, RGI agrees with the LiDAR mapping about the slope to tile east of the
property Which is classified as steep slope. The existing slope is covered by s rnall trees, bushes,
and blackberries. We didn't observe any obvious sign indicating a landslide or major slope
movement, Slope creep was observed that is very common for steep slope in the region. The
client indicates'that he - did not experience any slope movement activities in the last four years.
Overall, the slope to the east of the site seems to be marginal stable condition. RGI believes that
the slope will remain this condition unless the vegetation is disturbed or major site grading from
above occurs. The client removed a deteriorated timber wall along the toe of the slope in the
so . uth portion of the site and performed limited soil grading (as shown on Grading 1). The blocks
are piled up on the top of an existing Winsor (or Keystone) block wall south of the residence.
The retaining wall is east — west direction. The remainder of the slope was untouched. The
exposed soil in the toe of the slope is sand with some silt which is relatively permeable and well
drained. RGI believes that the activity will not have any impact to the slope stability. RGI
recommends that a Winsor (Keystone) block retaining wall be built in the area near the existing
toe of the slope. The location of the new wall as shown on attached Grading 2. The new retaining
wall will provide better support to the slope. Other retaining walls will not be. affected.
To the south of the site, there is a timber retaining wall. and a cut slope on the top. RGI did not
find the "approximate 73% slope" as shown on the UDAR map. RGI believes that the so call
73% slope on LiDAR map is actually the retaining wall and the cut slope on top of it. RGI
evaluated the retaining wall and did not observe any obvious signs indicating a wall or slope
movement. The slope on the top of the retaining wall is covered by heavy black berries. The
retaining wall seems to be in stable condition. 1ZG1 11rdelstands

RGI also observed tworetaining walls along the western properly line. A concrete lock wall
approximately 4 feet tall and a 2 feet tall timber lagging / wall in the western portion of the site
(see Plan View). Both retaining walls seem to be in acceptable condition. The client proposes to
plant a row of trees along the top of the retaining wall to prevent people from falling down.
Conclusion and Recommendations
Based on our observations and evaluations, RGI believes that the overall conditions of the
existing slope to the east of the property and the retaining wall to the south of the site are in
acceptable condition. The proposed site grading/retaining wall construction will not affect the
site stability. At the time of visiting the site, the soil was exposed in the south portion of the site.
RGI recommends that the construction be completed before the wet winter, All exposed soil

should be covered or vegetated before October 31, 2009. The following are detailed
recommendations for the projects:
Complete the Winsor (Keystone) block wall (using the existing block onsite) along the
eastern slope as shown on Grading 2. The new location will provide better support of the
existing slope. The Keystone wall section detail is attached in Figure 3. The foundation
pad of the retaining wall should consist of compacted crushed rock base of 24 inches
wide and 6 inches thick. Drainage should be installed behind the retaining wall. The
drainage should consist of perforated PVC pipe surrounded by pea gravel or clean
drainage gravel and wrapped with geotextile fabric. Typically, a schedule 40 PVC
drainage pipe can be used. The hole size should be 1 sieve size smaller than the size of
the drain rock. The drainage pipe may be day lighted if there is not proper discharge
place. RGI recommends that the maximum wall height should be limited to 4 feet. The
retaining wall should be backfilled with native sandy soil. The native soil which sand
with some silt should be suitable for backfill. The backfill should be properly compacted
in layers less than 12" to avoid settlement. The slope above the retaining wall should be
graded to match the existing slope profile. The slope surface should be properly vegetated
at the end of the construction. A geotechnical engineer will be onsite to approve the
material, observe the construction, and test the compaction.
2. RGI believes that trees can be planted along, the western property line along the existing
C)
short retaining wall. The trees should be at least 2 to 3) feet behind the retaining wall to
avoid surcharge the wall face or disturb the wall during construction. RGI would be
available to observe the wall installation, soil backfill, and test compaction if needed.
RGI recommends that the earthwork should be completed before the wet winter.

"During normal yard maintenance on the South side of my house, I discovered that the pre-existing wall
"C" needed maintenance. Wall "C" which was composed of a combination of 12 " Winsor blocks and
wooden timber (in region "D'). Ae wooden timber was in a bad state ofdecay. Iwasintheprocessof
repairing wall "C " in the region of timber "D ". I am intending on using Winsor blocksfor this repair as
they are more robust. Ipartially removed wall "C " and completely removed region "D " * I displaced the
dirt (approximately 20-22 cubic yards of dirt) in region "D " to the location between wall "C " and "A " to
allow better accessfor maintenance and repair of wall (noting that a crushed rock base is suggestedfor
Winsor block). "
On Attachment "Plan View", the general layout of the site is given in the original site
condition.
On Attachment "Grading I/Soil Regrading Areas", the existing wall on the SE comer of
the site was built composed of wooden timber and Winsor block. The wooden timber
areas were showing major areas of rot. As a homeowner I was interested in repairing my
wall. The soil from the striped hashed area (about 250 sq. ft) at an average depth of 2.5
feet (totaling 625 cubic ft or about 23 cubic yards) was distributed into the "+" hashed
area (about 1200 sq. ft). This results in an even distribution of approximately 6.25
inches of soil on average. This soil redistribution allowed for the removal of all rotten
timber and other buried debris (located during regrading).
On Attachment "Grading 2/New Wall & New Contours", on the advice of the
Geotechnical Engineer, the owner was advised not replace the existing wall in its original
location but rather locate the wall closer to the base of the hill (near the East end of the
regrading areas). This wall will be a Winsor block wall less than 4 feet tall, It will be
constructed as per advice of the Geotechnical Engineer. As a result of the regrading
and the construction of the wall, the landscape as presented by contours (98', 100', 102')
will be adjusted as per advice of the Geotechnical Engineer.'

The building division upon review of your application for a new single
family residence at the corner of Bell and 7th Avenue North; has been
informed by the Fire Department that the home that sits adjacent to
your lot is addressed incorrectly. According to City water billing

The building division, working in conjunction with the Fire Department
strives to adhere to the established County addressing system. When
