Subject: TREE REMOVAL AT EDGEWOOD BAPTIST CHURCH, 20406 76 T' AVE. W.
Dear Mr. Brandal:
I am writing this letter to let you know' my findings in response to your request to remove trees at
Edgewood Baptist Church. I have reviewed the most recent letter from your arborist that describes the
conditions of and recommendations for the trees and have taken this into account along with the other
materials that have been submitted to date.
I feel that the arborist has been able to communicate an emergency situation that warrants immediate
removal for trees 1, 2, 4, 5, 6 and 7. Howev6f; b . ecause of ihe high visual impact to the site of the
removal of trees 1, 6, and 7, 1 am requiring replacement of these trees with.another tree of a species of
your choice. Finally, the immediate removal of tree 3 does not seem warranted. This tree not be
removed but have proper crown thinning as recommended by the arbprist as an alternative to its.
removal.
In choosing replacement trees for the three trees that are to* be replaced, I expect that your arborist will
be able to recommend suitable tree species for the specific locations. You may also want to refer to the
list of street trees that I'm attaching for your reference. These are trees that have been selected as
desirable for a number of reasons as street trees including their hardiness in local weather conditions,
resistance to breakage, pests and disease and non-invasive roots. Some of these same qualities may be
desirable for trees on this site, especially in locations that are close to buildings, sidewalks and parking
lots. The replacement trees shall be installed at a minimum size of one and one-half inches caliper for
deciduous trees and six feet in height for evergreen trees.
As this approval acknowledges that there is an emergency situation on the property warranting the
removal of these trees as detailed above, I expect that both the removal and the replacement of the
specified trees will be done in an expedient manner. Please call me when this is complete and I will
conduct a follow-up inspection. If you have any questions in the meantime, please feel free to contact

water runoff and diversion;
G. To aid in the stabilization of soil, and to
minimize erosion and sedimentation;
H. To minimize the need for additional
storm drainage facilities caused by the destabi-
lization of soils;
1. To retain clusters of trees for the abate-
ment of noise and for wind protection;
J. To acknowledge that trees and ground
cover reduce air pollution by producing pure
oxygen from carbon dioxide;
K. To preserve and enhance wildlife and
habitat including streams, riparian corridors,
wetlands and groves of trees;
L. To promote building and site planning
practices that are consistent with the city's nat-
ural topographic and vegetation features while
recognizing that certain factors such as condi-
tion (e.g., disease, danger of falling, etc.),
proximity to existing and proposed structures
and improvement, interference with utility ser-
vices, and the realization of a reasonable
enjoyment of property may require the
removal of certain trees and ground cover;

of land in the city of Edmonds.
18.45.010 Administering authority.
The city's planning division manager or
his[her duly authorized representative is
hereby authorized and directed to enforce all
the provisions of this chapter.
18.45.020 Permits.
, No person shall engage in or cause any land
to be cleared without first obtaining a land
clearing permit from the planning division
manager or his/her designee.
18.45.030 Exemptions.
The following shall be exempt from the pro-
visions of this chapter:
A. Clearing on a developed single-farruily
lot or clearing on a partially developed single-
family lot, which is capable of being divided
into one additional lot, except for:
1. That portion of the lot that is located
in a designated environmentally sensitive area;
2. That portion of the lot that is located
within 25 feet of any stream or wetland;
3. That portion of the lot that has slopes
exceeding 25 percent;
B. Undeveloped lots which are not capable
of being further subdivided, except for:
1. That portion of the lot that is located
in a designated environmentally sensitive area;
2. That portion of the lot that is located
within 25 feet of any stream or wetland;
3. That portion of the lot that has slopes
exceeding 25 percent;
C. Routine landscape maintenance and gar-
dening;
D. 'Removal of trees and/or ground cover
by the public works department, parks depart-
ment, fire department and/or public or private
utility in situations involving danger to life or
property, substantial fire hazards, or interrup-
tion of services provided by a utility;
E. Installation and maintenance of public
utilities, after approval of the route by the plan-
ning division manager or his or her designee,
except in parks or environmentally sensitive
areas;
F. Emergency situations on private prop-
erty involving danger to life or property or sub-
stantial fire hazards. [Ord. 3507 § 1, 2004].
18.45.035 Procedural exemption.
Projects requiring the approval of the
Edmonds architectural design board ("ADB")
under the provisions of Chapter 20. 10 ECDC
shall be exempt from the application and pro-
cedural requirements of this chapter; provided,
however, that:
A. Clearing on such projects shall take
place only after ADB approval and shall be in
accordance with such approval. Violations
shall be subject to the remedies prescribed by
this chapter. See ECDC 18.45.070.
B. ADB review of clearing proposals shall
be consistent with and apply to the standards
established by this chapter. [Ord. 3507 § 2,
2004].

To whom it may concern:
On Wednesday the I 01h of November, I was asked to perform a climbing inspection of
some trees that I previously completed a written ground assessment of. In my report I
recommended removal of trees 1-7. 1 was told that a closer inspection of trees 1,3,6 and
7 was needed. Trees 1,6 and 7, have been previously topped and have re -grown to the
approximate height before topping. These trees are more dangerous now than before they
were topped. I began by climbing tree 1. At approximately 35 ft. up, I reached an old
topping wound. I took an increment borer sample at the union in question and I
determined that the wood present at the.time of wounding has begun to decay into the
center of tree 1. Based on the core sample, I believe that tree 1, has compartmentalized
its topping wound fairly well, effectively stopping, or stalling decay from spreading into
new tissue. This barrier zone that was set up after tree was topped, is somewhat strong at
pre I venting decay and pathogens from spreading to new tissue, but is structurally weak. If
this was just an old branch wound, and not an old topping wound that is decaying down
the center of such a large double lead tree, I would not recommend removal. Considering
the leverage caused by these two re -grown tops, the decay right down the center of the
union and the high target area (pedestrians, vehicles and building) I still recommend
removal of tree I in favor of'planting a more suitable tree species for this site.
I then went on to inspect tree 3. 1 did not do a climbing inspection of tree 3. 1 am
not familiar with the guidelines that merit the removal of trees in the city of Edmonds, the
only conflict for the church that I see, is the sidewalk damage and ensuing liability, and
building damage caused by falling limbs and debris. I recommend a proper crown
thinning of tree3 if not removal of tree 3 in favor of a more suitable tree species to plant
in this area.
As stated in my previous letter tree 6 has been topped and is being suppressed by
trees 5 and 7. Phototropism is causing tree 6 to stretch to the east, reaching for sunlight.
Trees 5 and 7 not only block sunlight, but also protect tree 6 from wind. Considering
tree's 5 and 7 block a great deal of wind from the north, south and west, and that tree 6 has
over 80 % of its foliage on the east, removal of trees 5 and 7 would leave tree 6 totally
unprotec ' ted and leaning to the east. If trees 5 and 7 are to be removed, I still recommend
removal of tree 6, which would be a hazardous leaning solitary tree.
I finished my inspection by climbing tree 7 and found approximately 35 ft. up an
old topping wound, stress cracks and included bark from dead branches. From this area
there is a substantial amount of sap exuding to the ground. I then took a core sample and
found included bark and insect frass. Considering how close this tree is to the church, it's
condition (stress cracks, included bark double lead re -grown to approximate height before
topping) I still recommend removal of tree 7 in favor of a more suitable tree species.

25,350 square feet, or 0.58 acres.
B. EXISTING DRAINAGE
Due to site topography and the existing building, no off -site water appears to enter the site.
The majority of the site and building drainage d4scharges to an existing storm drainage system in 77th
Avenue W. 'The site area east of the building and the mansard roof on the east side of the building
are not presently picked -up by an on -site drainage system. The drainage from this area apparently
either flows overland to the adjoining street or Is absorbed Into the ground. No problems from this
method of drainage was observed In the field. The existing drainage system and topography is
shown on sheet C2.
C. PROPOSED DRAINAGE
The proposed drainage system for the now development will discharge the majority of the
development site to the existing drainage system In 77th Avenue W. through a new drainage system
for the new development. The existing drainage system west of the building will remain as now
exists, except that drainage from approximately 2,600 square feet of the existing building will be
diverted from the existing system to the new system in order to compensate for approximately 950
square feet of new Impermeable area that cannot feasibly be intercepted in the new system.
It is proposed that drainage from an area of the mansard roof totaling approximately 560 square feet on the
east side of the building be.discharged to splash blocks. The remainder of the approximately 1,200 square
feet of roof to be constructed east of the existing building will be discharged to the new drainage system.
The approximately 560 square feet of mansard roof not to be served by a storm drainage system replaces
approximately 819 square feet of mansard roof and concrete walk together with approximately 400 square
feet of planting area not presently served by a drainage system.
The proposed drainage system Is shown on sheet C3.

SIDE SEWER PERMIT REQUIREMENTS
1. Side sewer permits shal-l-be qosted,at job-site,and available to
inspector at time of inspec-ilon.' Jnspe�ction duhng*6ormal working

2. Property owners can obtain a permit to install side 'sewers on
private property. Licensed side sewer contractors must be
employed to construct side sewers in the City right-of-way.
Invasion into City right-of-way requires a separate permit.
3. The side sewer contractor assumes full re.sponsibility for each
installation for one (1) year.
4. Trenches within Ci.ty right-of-way must be restored to original

We are. pleased to present this geotechnical engineering
reconnaissance for the proposed church additions to be
constructed in Edmonds, Washington. The purpose of our work
was to provide foundation and earthwork design criteria
recommendations based on a site reconnaissance. The work was
authorized by your acceptance of our proposal, P-9525 dated
May 20, 1991.
The general location of the site is illustrated on the
Vicinity Map, Plate 1. Based on preliminary plans,furnished
to us, we anticipate that the additions will consist of a
multi -purpose classroom, foyer, and office. The additions are
to be one to two stories, and of wood -frame construction. we
understand that a portable classroom located west of the
existing church building is to be removed.
Devel,opment of the p . roper ty is in the planning I stage,
therefore only conceptual plans were available. to us. The
site. plan given to us included the footprint of the proposed
structure, located the existing structures, and 'provided
topographic information.
SITE CONDITIONS
The site is an L-shaped parcel covering about 2.7 acres at
20406 76th Avenue West in Edmonds. Currently, there is an
existing church building on the northern portion, and parking
on the southern portion of the property. The area to the west

of the existing building, where most of the additions are to
be made, is covered wi.th native trees and grasses. The site
�lopes gently downward to the west. Total topographic relief
is on the'order of 15 feet.�
The subsurface conditions -were explored with two hand -auger
borings at the approximate locations shown on the Soils
Exploration Plan, Plate 2. The hand -auger borings encountered
two to three feet of loose topsoil overlying medium -dense
sands. Underlying the sands, our explorations encountered
medium -dense to dense silty sands at depths of from three to
four feet. The dense silty sands have been glacially
compacted and are referred to in this report as glacial till.
The final logs, shown on Plate 3, represent our
interpretations of the field logs. The stratification lines
on the logs represent the approximate boundary between soil
types. Actually, the transition may be gradual and subsurface
conditions may -also vary between exploration locations. The
relative densities and moisture descriptions indicated on the
hand -auger logs are interpretive descriptions based,.on* the
conditions observed during excavation.
Groundwater seepage was not observed, however, the excavations
were shallow and left open only for a short time. The lack of
seepage levels on the logs does not necessarily indicate that
groundwater will not be encountered. it should be noted that
groundwater levels vary seasonally with rainfall and other
factors. We anticipate that groundwater could be found
between the near surface weathered soil and the underlying
glacial till and in more permeable soil layers or pockets
within the till soils.
CONCLUSIONS AND RECOMMENDATIONS
The proposed additions may be supported on conventional
continuous and spread footingsbearing on the medium -dense
sands or medium -dense to dense glacial till. Some
overexcavation may be necessary to expose bearing soil.

our design criteria recommendations are based on. a site
reconnaissance and knowledge of the area. Regardless of the
soils �xploration program, there is always some. risk that
unanticipated subsurface conditions could be encountered.
However, as our study was limited to a site reconnaissance
with shallow hand -auger boring tests of the subsurface, this
risk is increased. -Therefore,, we recommend that the
subsurface conditions be verified at the.time of excavation.
Geotech Consultants, Inc. should be given the opportunity to
review the plans and specifications as they are developed to
verify that site specific subsurface requirements are met.
The proposed structure may be supported on conventional
continuous and spread footings bearing on undisturbed, medium -
dense sands or medium -dense to dense glacial till, or on
structural fill placed above these competent native soils.
See the later sub -section entitled, GENERAL EARTHWORK AND
STRUCTURAL FILL for structural fill placement and compaction
recommendations. Continuous and individual spread footings
should have minimum widths of sixteen (16) and twenty-four
(24) inches, respecti,vely, and should be bottomed at least
eighteen (18) inches below the lowest adjacent finish ground
surface.
Footings constructed according to the above recommendations
and bearing on the medium -dense sands or on structural fill
placed over bearing soi.1 may be designed for an allowable soil
bearing pressure of two thousand (2000) pounds per square foot
(psf). Footings bearing on the medium -dense to dense glaci.al
till at least three feet below existing elevations may be
designed for an allowable soil bearin?pspressure of four
thousand (4000) pounds per square foot f). A one-third
increase in this design bearing pressure may be used when
considering short-term wind or seismic loads. For the above
design criteria, it is anticipated that total post -
construction settlement of footings founded on competent,
native soils. or on structural fill up to five (5) feet in
thickness will be about one-half inch, with differential
settlements on the order of one-half inch.
Lateral loads due to wind or seismic forces may be resisted by
friction between the foundations and the bearing soils, or by
passive. earth pressure acting on the vertical, embedded
portions of the foundations. For the latter condition, the

foundations must either be poured directly against -relatively
level, undisturbed soil or level structural fill must be
placed around the outside of the foundation. We recommend
the following design values be used for 'the foundation's
resistance to lateral loading:

We recommend that a safety factor of at least 1.5 be used for
design of the foundation's resistance -to lateral loading.
The building floors may be constructed as slabs -on -grade . atop
the existing soils following removal of the surface organics.
The subgrade soils must be in a firm, non -yielding condition
at the time of slab construction or placement of underslab
fill. Any soft areas should be excavated and replaced with
select imported structural fill. The slab subgrade should be
observed by a representative of Geotech Consultants, Inc.
All slabs -on -grade should be underlain by a minimum four (4)
inch thickness of free -draining granular structural fill with
a gradation similar to that discussed later in PERMANENT
FOUNDATION AND RETAINLNG WALLS. in areas where moisture is
undesirable, a vapor barrier such as a 6-mil plastic.membrane
should be placed beneath the slab. Additionally, sand should
be used in the fine grading process to provide uniform support
under the slab.
Retaining wallt backfilled on one'side only sh . ould be designed
to resist lateral earth pressures imposed by the soils
retained by 'these structures. The following recommended

design parameters are for walls less than twelve (12) feet in
height which restrain level backfill:

For restrained walls which cannot deflect at
least 0.002 times the wall height, a uniform
lateral pressure of one hundred (100) psf
should be added to the active equivalent
fluid pressure.
The Values given above are to be used for design of permanent
foundation and retaining walls only. An appropriate safety
factor should. be applied when designing the walls. We
recommend using a safety factor of at least 1.5 for
overturning and sliding.
The above design values do not include the effects of any
hydrostatic pressures behind the walls and assume- that no
surcharge slopes or loads will be placed above the walls ' * If
these conditi.ons exist, then those pressures should be added
to the above lateral pressures. Also, if sloping backfill is
desired behind the walls,' then we will need to be given, the
wall dimensions and slope of the backfill in order to provide
the appropriate design earth pressures.
Heavy construction equipment should not be operated behind
retaining and foundation walls within a distance equal to the
height of the wall, unless the walls are designed for the
additional lateral pressures resulting from the equipment.
Placement and compaction of retaining wall backfill should be
accomplished with hand -operated equipment.

Retaining Wall Backfill
Backfill placed behind retaining or foundation walls
should be free -draining structural fill containing no
or?anics. This backfill should contain no more than five
(5 percent silt or clay particles and have no particles
greater than four (4) inches in diameter. The percentage
of particles passing the No. 4 sieve should be between 25
and 70 percent. Due to their high silt content, if the
native sand soils are used as backfill, a drainage
composite, such as Miradrain or Enkadrain, should be
placed against the retaining walls. The drainage
composites should be hydraulically connected to the
foundation drain system. The purpose of these backfill
requirements is to assure that the design criteria for.
the retaining wall,are not exceeded because of a build-up
of hydrostatic pressure behind the wall. The top foot to
eighteen inches of the backfill should consist of a
relatively impermeable soil or topsoil, or the surface
should be paved. The sub -section entitled GENERAL
EARTHWORK AND STRUCTURAL FILL contains recommendations
reg�rding placement and compaction of structural fill
behind retaining and foundation walls.,
in no case should excavation'slopes be greater than the limits
specified in local, state, and national government safety
regulations. Temporary cuts to a depth of about four (4) feet
in unsaturated soils may be attempted vertically. Based upon
Washington Administrative Code (WAC) 296, Part N, the soil
types at the site would be classified as Type B for the� soils
above the glacial till and Type A for the glacial till, and
therefore slopes greater than four feet cannot be excavated
steeper than 1:1 (Ho.rizontal:, vertical)...
All permanent cuts into native soils should be inclined no
steeper than 2:1 (H:V). Fill slopes should not be constructed
with an inclination greater than 2:1 (H:V.). Water should not
be allowed to flow uncontrolled over the top of any slope.
Also, all permanently exposed slopes should be seeded with an
�ppropriate species of vegetation to reduce erosion and
improve stability of the surficial layer of soil.

Water should not be allowed to flow uncontrolled over the top
of any temporary or permanent slope. All permanently exposed
slopes should be seeded with an appropriate species of
vegetation to reduce erosion and improve stability of the
surficial layer of soil.
We recommend the use of footing drains at the base of all
footings and backfilled earth retaining walls. These drains
should be surrounded by.at least six (6) inches of one -inch -
minus washed rock wrapped in non -woven geotextile filter
fabric (Mirafi 140N, Supac 4NP, or similar material). At the
highest point, the perforated pipe invert should be at least
as low as the bottom of the footing and it should be sloped
for drainage. All roof and surface water drains must be.kept
separate from the foundation drain system. A typical dra-in.
detail is attached to this report as Plate'4.
The excavation.and site should be graded so that surface 'water
is directed off the site and away from the tops of: slopes;
Water should not be allowed to stand in any area where
foundations, slabs, or pavements are* to be constructed. Any
exposed slopes should be covered,with plastic to minimize
erosion. Final site grading in areas adjacent to buildings
should be sloped at least two.(2) percent away from the
building, except where the area is paved.
We recommend that the building and pavement areas be *stripped
and cleared of all surface, vegetation, topsoil, and other
deleterious material. It- is extremely important that any
foundations and slabs for the existing portable schoolroom and
any . sidewalk slabs or stairs in the area in which the
additions are to be constructed also be removed. The stripped
or removed materials should not be mixed with any materials to
be used as structural fill.
Structural fill -is defined as.any fill placed under the
building, behind permanent retaining or foundation walls, or
in other areas where the underlying soils need to support
loads. . Geotech consultants, Inc. should observe site
conditions during and after excavation prior to placement of
any structural fill..

All structural fill should be placed in horizontal lifts with
a moisture content at or near the optimum moisture content.
The optimum moisture content is that moisture content which
results in the greatest.com-pacted dry density. The moisture
content of fill soils i� very important and must be closely
controlled during the filling and compaction process.
The allowable thickness of the fill lift will depend on the
material type, compaction equipment and the number of passes
made to com act the lift. in no case should the lifts exceed
twelve (M inches in loose thickness. The following table
presents recommended relative compaction for structural fill:

Where: Minimum Relative Compaction is the ratio,
expressed in percentages, of the compacted
dry density to the maximum dry density, as

Use of On -Site Soils
if grading activities take place during.wet weather, or
when the silty, on -site soils are wet, site preparation
costs may be higher because of delays due to rains and
the potential need to import granular fill. The on -site
soils are generally silty and thus are' moisture
sensitive. Grading operations wi'll be difficult when the
moisture content of these soils exceeds the optimum
moisture content, and it will become verydifficult to
adequately compact these soils.
Moisture sensitive soils may also be susceptible to
excessive softening and "pumping" from construction
equipment traffic when the'moisture content is greater
than the optimum moisture content.

The analyses, conclusions and recommendations contained in
this report are based on site conditions as they existed at
the time of our exploration and -assume that the soils
encountered in the hand -auger borings are representative of
the subsurface conditions of the site. ' if, during
construction, subsurface conditions are found which are
significantly different from those observed in the
explorations, we should be advised at once so that we can
review these conditions and reconsider our recommendations
where necessary. Unanticipated soil conditions are commonly
encountered on construction sites and cannot be fully
anticipated by merely taking soil samples in borings,
especially when explorations are limited to those of a site
reconnaissance. Such unexpected conditions frequently require
that additional expenditures be made to attain a properly
constructed project. ' it Js recommended that the owner
consider providing 0 contingency fund to accommodate such
potential extra costs.and risks.

general review of the geotechnical aspects of the final
design and specifications to verify that the earthwork and
foundation recommendations have been properly interpreted and
implemented in the design and project specifications.
it is also recommended that Geotech Consultants, Inc. be
retained.to provide geotechnical consultation, testing, and
observation services during construction. This is to confirm
that subsurface conditions are consistent with those indicated
by our exploration, to evaluate whether earthwork and
foundation construction activities comply with the intent of
contract plans and specifications, and to provide
recommendations for design changes in.the event subsurface
conditions differ from those anticipated prior to the start of
construction. However, our work will not include supervision
or direction of the actual work of the contractor, his
employees or agents. Also, Job and site safety, and
dimensional. measurements, will be the responsibility of the

plantings withinthe public right-of-way. These plantings sometimes
become overgrown and create a sight distance hazard.

QUOTATION FROM THE CITY CODE REGARDING IMPROVEMENTS
11.02.025(f) Utilities and Street Ipgrovements. No building permit shall be
issued for the construction of any building or structure of any kind or
description unless the plans and specifications include the construction for
curbs, gutters, sidewalks, paved streets, necessary water lines, sewer lines, and
storm drainage necessitated by the new construction or improvement, to be built
to applicable City standards, provided, however, if found by the City Engineer
to be impractical to construct at the -time of application for said building permit,
construction may be waived by the City Engineer and in lieu thereof a performance
bond filed with said engineer to cover the estimated cost of construction to City
standards for said improvements, provided further, in areas zoned single family
residential at the time of said application for building permit in which the
applicant has received final approval for a plat or sub -division and has compiled
with.requirements therein compliance with this subsection shall be deemed by -
compliance with the sub -division or plat requirements.

of its property. Only a small nortion was in L.I.D. 131). There-
fore, a connection charge is due in the estinated amount of �3,000.
3. The Official Street Map calls for an additional 10-r-oot right-
of-way on 203d St. S.W. Vie plan submitted shows parking facilities
and t4e landscaping in the future right-of-way. Since the plan
does not conform to future requirements, the area along 203d St.
P,hould be redesigned.
4. Wat-er service requirements sliould be submitted by fne architect
in order to give him fartijer information on the size of water
meter and service to the pronertv line.
S. A sewer lateral was extended from 7Cth Avf..nue to the property
at the approximate location shown on the drawing. The estimated
depth is 6 Ift. below sidewalk grade.
6. All drainage on the site nmst be contained within the site and
discharged through piping to the existing storm sewer system.

The Edmonds Planning Department has reviewed the site plan for the pro-
posed church. Due to the fact that we do not have on file at this
moment the plan for the existing building, we are unable to calculate
the number of parking spaces required,for the structure. rrom an exami-
nation of the existing building, however, it appears that the 47 parking
stalls will probably be adequate. When the building plans are returned
to us, we will determine the precise parking requirement and will notify
you immediately if this requirement exceeds the 47 spaces proposed.
Since you wish to install only a temporary parking lot, we request th*t
you provide us with a cost estimate for the paving and planting areas.
We will examine the cost estimate for accur4cy and a bond will be
required covering the estimated improvement costs. This bond need not
be submitted prior to the issuance of a building permit.
