Subject: Alternate subfloor material for proposed deck at 20430 82nd Avenue West
Enclosed is a letter from Glenn and Wendy Werner requesting approval (per UBC 104.2.8) of Durabord, a
recycled plastic product, to be used for their deck subiloor. UBC 2326.9.1 sets forth the requirements for
wood subfloonng. I have compared the physical properties of IHF#2 and Durabord plastic lumber and
found that Durabord plastic lumber exceeds the strength of HemFir except for the Modulus of Elasticity:

UBC Table 23-I-Q allows 2" decking to span 48" (LL=40, E=512,000). To compensate for the low
modulus of elasticity, the manufacturer recommends placing the plastic lumber decking on wood joists
spaced 16" o;c. and 12" o.c. for I" wood decking. I contacted Gordy at Metro Plastics (makers of
Durabord), and asked him for the engineering calcs or test results showing that the recommended joist
spacing is adequate for the material. He said that there was no engineering done, and testing has only
been done by trial and eff6r. W said the product has been installed at the recommended spacing for many
years in Montana, Idaho, California, Washington and Oregon and no problems have been observed. He
did say that in hot climates there have been problems with the I" decking placed 24" o.c., but Western
Washington does not get hot enough to be a problem.
Based on the above information, I recommend approval of the product for use as decking subfloor,
following mfg. recommendations, placing the 2x decking on wood joists spaced 16" o.c. for the above
noted project. It should be noted on the face of the permit that the deck area shall not be enclosed into
habitable space unless the subiloor material meets the UBC requirements.

During review and inspection of the subject site, it was found that the site contains an Erosion
Hazard Area and a Wildlife Habitat Area pursuant to Chapter 20.15B of the Edmonds
Community Development Code (ECDC).
Waiver Criteria (all criteria must be found to apply):
X There will be no alteration of the Critical Area or its required buffers pursuant to
the requirements of Chapter 20.15B;
X The development proposal will not impact the Critical Area in a manner contrary to
the goals, purposes, objectives and requirements of the Critical Areas ordinance;
X The development proposal meets the minimum standards of the Critical Areas
ordinance;
X The above findings are based on the following conditions of approval:
1. Alterations within identified Erosion Hazard Areas shall not be authorized
without an approved erosion control plan pursuant to ECDC Chapter
18.30, which includes staged clearing, where appropriate. The erosion
control plan must be approved by the City of Edmonds Engineering
Department.
2. Clearing or disruption of the soils within an Erosion Hazard Area shall be
kept at the minimum necessary to provide reasonable use of the site.
3. Any project shall be constructed in compliance with the City of Edmonds
approved plans and code requirements.
4. A Tree Clearing Permit shall be required for trees proposed to be cut on
any portion of the lot that has slopes exceeding 25 percent.
Based on the above findings and conditions, the requirement for a Critical Areas Study
associated with this development permit is hereby Waived, as authorized by Chapter
20.15B. 150 (B) of the Edmonds Community Development Code.

No bends in grade sharper than 1/s will be permitted.

failure due to improper work which may develop within one yeax of completion.
