N. Edmonds, WA. 98020 RE: CONSTRUCTION OF "RIGHT OF WAY" WALK PATH ON 88TH AV W (20400 BLOCK) I wanted to let you know of a condition I believe to be against the ADA and other construction codes. The re -construction of our public path on 88th Av. W , if completed like it is graded, is too'steep for people to walk up or down. I may be notifying you prematurely, (since the path is not completed) however, I wanted to be sure the City was aware of the fact that the grade for the path is in excess of code! When our PUD was put in, much attention was given the path and its design to make the grade from 881h to 207th Pl. Since the road doesn't go through, the path had to follow the hill on the west side of the street from 2051h to 2071h. It rose at some grade less than 12% and was comfortable and safe to walk up or down. When the current contractor cut through his drive to access the new homesites he is buildin& from 881h instead of from Maplewood Drive (as was originally planned and approved), he cut through the path. I wondered how he would make the transition si i nce the drive dissected the path about 5 feet above the street grade. When, one of the workers said it was, to begin from the south side of the access drive and reconnect to the existing, I thought it would be quite steep. Though it is not completed, It appears as though the contractor is planning to replace the old walk with one that exceeds 12% in slope. I think that would be illegal. If he finishes the path as it is now "roughed in", it will be something for the City to fix. (it looks as though it rises over 20% currently) How did the contractor get approvals for this access point without dealing with the path? Anyway Jim, I would like your timely reply explaining how this path problem is going to be resolved to be legal and safe for the residents. The issue that was expressed at the June 1988 Hearing was whether 88th Avenue should become an arterial street which is connected to Main Street. The public opposed this, and the Council passed a motion stating unequivocally that 88th Avenue should not be a major arterial connected to Main Street. This is a closed issue as far as the Department is concerned. The above motion does not address, nor was it intended to address, how any undeveloped property becomes developed according to City development standards. These include access (width and paving) and drainage. Although 88th Avenue will not become a major connector arterial, it will still need to provide access for property owners who wish to develop properties on the unimproved segment of 88th Avenue, both north and south of 204th Street. The City Street standards determine the width of the street, and drainage facilities have to be designed to mitigate stormwater flows. Typically, street paving and drainage facilities would be provided by an L.I.D. process, and constructed at one time for the whole area rather than piecemeal. The L.I.D. waiver procedure gives us a way to make sure everyone participates in the funding of the eventual improvements. The above has been consistently conveyed to residents and no one in this department, including the City Engineer, thinks otherwise. As far as "punching through" to Main Street and creating a collector arterial, that is pretty much of a dead issue because of the Council motion. Sincerely, a Peter Hahn CC.
