The total impervious area used to size the detention system in 2003 was 3,950 sf, The homeowners are now proposing an addition to the house. The soil on the lot is Alderwood-Urban Land Complex. The project is located in the Shell Creek Drainage Basin. The site is rather flat. Use of splash blocks for LID is prohibitive since the backyard slopes very mildly toward the house instead of away. Over the past I I -years the homeowners have installed impervious areas on the site in addition to the original 3,950 sf These areas include a gravel parking area on the west side of the house, small garden storage shed, and concrete pavement in the front driveway area. Presently the total impervious area is: 5.,635 sf consisting of the items below: 3,950 sf for the original construction 1, 110 sf of gravel on the south side of the house 150 sf of small storage shed rooftop 425 sf of added concrete to the front driveway As part of this project, the gravel on the south side of the house will be removed and re-established as a grass area. Therefore the total proposed impervious area with the new addition and re-established grass area on the south side of the house will be 4,979.5 sf. o 454.5 sf of added rooftop associated with addition to the house 0 3,950 sf for the original construction 0 150 sf of small storage shed rooftop 0 425 sf of added concrete to the front driveway Since the total proposed impervious area is less than 5,000 sf, the revised detention system is sized in.accordance with the City of Edmonds Stormwater Detention System Simplified Sizing Handout, #E72A. Accordingly, additional 18" diameter detention pipe will be added to the existing 60 If of 18" detention pipe. Also, to be revised is the Flow restrictor, which will be installed per Edmonds Sid E5.4 The discharge from the system will continue to be routed to the existing conveyance system in 85th PL. W. The total proposed PGIS, (Pollution Generating Impervious Area), is less than 5,000 square feet and the strormwater quality treatment is not required. Rick Klemm of North Crest Development submitted the city of Edmonds Drainage Detention Worksheet proposing a 56-foot long, 18" diameter pipe for storm water detention with the Building Permit application. Now that construction is underway, it has become apparent that the relatively flat nature of the site does not provide enough elevation differential in order to install a detention pipe and release flows via gravity to the drainage ditch in 85h Place West. The city of Edmonds has requested that a pump is sized in order to pump flows to the drainage ditch in 85th Place West. The Water Works program was used to determine the peak flow rate for a I 00-year, 24 hr storm event. Storm flows from impervious surfaces on site will be routed to an on -site detention pipe and released via an orifice to a Type- I catch basin, in which a sump pump will be located. Tile pump is sized based upon the below listed criteria. Maximum Flow Rate: 22.4 gpm Head Loss: 1.62 feet* Total Head: 6.6 feet *Head loss is for 25 LF of 1-1/2" PVC pipe, one 90-degree elbow, and one check valve. This report includes pump curve data that will meet the above total head and maximum flow rate parameters. Also the report includes design as required for contractor installation of the pump system. Rick Klemm of North Crest Development submitted the city of Edmonds Drainage Detention Worksheet proposing a 56 -foot long, 18" diameter pipe for storm water detention with the Building Permit application. Now that construction is underway, it has become apparent that the relatively flat nature of the site does not provide enough elevation differential in order to install a detention pipe and release flows to the drainage ditch in 85th Place West. Mr. Klemm has therefore contacted this engineer in order to propose an alternative solution for storm water drainage management. This engineer' recommends that on -site. infiltra tion is used. The site is nearly _V7_ acre in size. Though it does not fall within any of the areas designated as approved for infiltration by the city of Edmon ds, the calculations and design show that infiltration is feasible. A Geotechnical Investigation Report dated October 22, 2002, was prepared by Liu & Associates and is attached for reference. In this report it is stated that the- soils have a moderate permeability rate. Therefore, this engineer choose a rate of one (1) inch per hour from the August 2001 Stormwater Management Manual. A factor of safety of two (2) is then applied to this infiltration rate resulting in a value of 0.5* inches per hour. Calculations are based upon runoff from a I 0-year storm event. The design results in 117 LF of 2-foot wide infiltration trenches. One trench of 32;,.feet in length is designed to be installed at the south edge of the driveway in order to capture and infiltrate driveway runoff. A total of 85 LF of 2-foot wide infiltration trench is to be installed in the back yard. Flows from the rooftop are to be routed to the back yard infiltration trenches. All trenches are a minimum of 20 feet from the property lines. - - It is the opinion of this engineer that this infiltration trench proposal is a viable means of managing storm water runoff from -the impervious areas of the site. It is suggested that Method I be used to corroboraie and compare the infiltration rate estimates of the other methods, using the appropriate correction factors. Verification testing of the completed facility is strongly encouraged using Site Suitability Criterion (SSQ # 9. Method I — USD,4 Soil Textural Classification Table 7.1 correlates USDA soil texture and infiltration,rates for homogeneous soils. It is based on the correlation developed. by Rawls�, et. al., with minor changes in the infiltration rates based on WEF/ASCE (1998). The infilt - ration rates provided in Table 7.1 represent short-term conservative rates for homogeneous soils which should be used for treatment soil suitability determinations. However, these rates -do not represent the effects of site variability and long-term clogging due to siltation and biomass buildup in the infiltration facility. A correction factor of 2 to 4 is assigned, depending on the soil textural classification. These correction factors (CF) consider an average degree of long-term facility maintenance, TSS reduction through pretreatment, and site variability in the subsurface conditions (due to a deposit of ancient landslide debris, buried stream Shannels.,ja!e�in size variability, etc. that affect hQmogeneity).' no case shall a correction factor less than 2.0 be used. However, these correction factors could be reduced, subject to the approval of the local jurisdiction, under the following conditions: For sites with little soil variability, • Where there will be a high degree of long-term facility maintenance, • Where specific, reliable pretreatment is employed to reduce TSS entering the infiltration facility Correction factors higher than those provided in Table 7.1 should be considered for situations where: long-term mainten . ance will be difficult to implement; where little or no pretreatment is anticipated; or, where site conditions are highly variable or uncertain. These situations require the ' use of best professional judgment by the site engineer and the approval of the local jurisdiction. An Operation and Maintenance- plan and a financial bonding plan may also be required by the local jurisdiction. Method 2 — ASTM Gradation Testing at Full Scale Infiltration Facilities As an alternative to Table 7. 1, recent studies by Massmann and Butchart were used to develop long-term infiltration rates provided in Table 7.2. These studies compare infiltration measurements froin full-scale infiltration facilities to soil gradation data developed using the ASTM procedure (ASTM D422). The data that forms the basis for Table 7.2 was from soils that would be classified as sands or sandy gravels. No data was available for finer soils. Therefore, Table 7.2 should not be used for soils with a d, 0 size (10% passing the size listed) less than 0.05 mm. (U.S. Standard Sieve). The primary source of the data used by Massmann and Butchart was from Wiltsie (1998), who included limited infiltration studies only on Thurston County sites. However, Massmann and Butchart also included limited data from King and Clark County sites in their analysis. .
