The Critical Areas Checklist contained on this form is to
be filled out by any person preparing a Development
Permit Application for the City of Edmonds prior to
his/her submittal of the application to the City.
The purpose of the Checklist is to- enable City staff to
determine whether any potential Critical Areas are, or
may be, present on the subject property. The information
needed to complete the Checklist should be easily
available from observations of the site or data available at
City Hall (Critical areas inventories, maps, or soil
surveys).

During review and inspection of the subject site, it was found that the site may contain critical
areas, including a Fish and Wildlife Habitat Conservation Zone pursuant to Chapter 20.15B of
the Edmonds Community Development Code (ECDC).
STUDY REQUIREMENT — WILDLIFE HABITAT
The western half of the site is a mapped wildlife habitat area on the current Critical
Areas Map. The proposed Critical Areas Map also shows the rear of the site to be Fish
and Wildlife Habitat Conservation Area. Under current regulations, the City defers
administration and enforcement to the Washington State Department of Fish and
Wildlife. Looking at the State's Habitat and Species Map, this lot and the lot to the north is
shown as adjacent to an Urban Natural Open Space. The Washington State Department of
Fish and Wildlife has stated they have no regulatory authority over Urban Natural Open
Space, but have noted that the site has value for fish and wildlife and leave it up to the
local jurisdiction to regulate. Under current regulations no study is required. Please
note that if the proposed Critical Areas revisions are adopted, a study will be required to
be submitted to the city. You may wish to see the proposed Fish and Wildlife Habitat
Conservation Area chapter and maps, which are available for viewing on the City's
website at www.ci.edmonds.wa.us in the "news" section, following the link to the
comprehensive plan and critical areas updates.
DEVELOPMENT PROPOSALS ON A SITE WITH WILDLIFE HABITAT
The Washington State Department of Fish and Wildlife does not currently have
requirements for sites adjacent to mapped Urban Natural Open Space areas, according
to Steve Penland.
Please note that under the proposed new regulations, the above study would have to
identify impacts to the site and propose a Mitigation Plan for any impacts to the Fish
and Wildlife Conservation Area. Also, Development Standards would apply to any
alteration proposed within the Fish and Wildlife Conservation Area.
PROJECT SPECIFIC CONDITIONAL WAIVERS
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located on the site, they may submit their proposal
to the Planning Department for review. If the Planning Department finds that the
proposed development permit will not adversely impact a Critical Area or its buffers, a
conditional waiver may be issued on a project by project basis.—

Site Development Summary
Drainage Improvement Design:
Two new residence are proposed to be constructed on two existing lots located on the west side
of 82 Id Ave W. The existing house will be razed to allow for the construction of a new home on the
southerly parcel. Good Hope Pond (a City park) abuts the lots to the west. To mitigate the
development of the site, a joint/shared detention system will be installed to control the drainage
runoff from the impervious surfaces. All on -site impervious surfaces are proposed to be collected
and routed to the on -site storm detention system. Discharge from the detention system will flow
to an outflow spreader trench (per City standards) which will be installed near the northwest corner
(low point) of the northerly lot.
Due to the fact that the project is located in the Good Hope Pond basin, the development is only
required to match the 10 and 100 year storm events. Listed below is a summary of the detention
system design.

IGrading and Erosion Control:
This project will require grading to raze the existing house and construct the proposed single
family residents. Standard erosion control measures are proposed to be used during
construction. The primary erosion and sediment control BMP during construction will be
proper soil stabilization methods. Exposed soils shall be stabilized by application of effective
bmp's that protect the soil from the erosive forces of raindrops, flowing water, and wind.
Applicable practices include, but not limited to, temporary and permanent seeding, sodding,
mulching, plastic covering, erosion control fabrics, matting, soil application of polyacrylamide
(pam) , the early application of gravel base on areas to be paved, and dust control. The
contractor shall select a soil stabilization method best suited for the particular situation. Stock
piles must be stabilized and protected with sediment trapping measures. In addition, site
containment of exposed soils shall be sustained by using silt fence barriers along the down -
slope boundaries of the site's disturbance areas. See the site development plan for details.
Estimated gradim calculations: The attached calculations were performed using and
average end area (slice method). An additional two feet of depth for the footing construction
was added to the calculations (see attached calculation tables). The quantities listed are for the
permitting process only and should not be considered precise amounts for bidding purposes.

Conclusion: Included in the site development construction plans are specific grading and
drainage improvement notes and details. With proper installation, maintenance and inspections
of the proposed construction the project should have minimal impact to the surrounding

Alderwood Gravelly Sandy Loam, 15 to 25 percent slopes (soil # 3)
This moderately well drained soil is on till plains. It is moderately deep over a hardpan. The soil formed in glacial till.
Areas are long and narrow. They are about 125 acres in size. The native vegetation is mainly conifers and hardwoods.
Elevation is 50 to 550 feet. The average annual precipitation is about 40 inches, the average annual air temperature
is about 50 degrees F, and the average frost -free season is 170 to 190 days.

Typically, the surface layer is very dark grayish brown gravelly sandy loam about 7 inches thick. The upper part of the
subsoil is dark yellowish brown and dark brown very gravelly sandy loam about 23 inches thick. The lower part is olive
brown very gravelly sandy loam about 5 inches thick. A weakly cemented hardpan is at a depth of about 35 inches.
Depth to the hardpan ranges from 20 to 40 inches.
Included in this unit are small areas of soils that have a stony or bouldery surface layer and areas of McKenna soils,
Norma soils, and Terric Medisaprists in drainageways on plains. Also included are small areas of Everett, Indianola, and
Ragnar soils on terraces and outwash plains. Included areas make up about 15 percent of the total acreage.
Permeability of this Alderwood soil is moderately rapid above the hardpan and very slow through it. Available water
capacity is low. Effective rooting depth is 20 to 40 inches. Runoff is slow, and the hazard of water erosion is slight. A
seasonal perched water table is at a depth of 18 to 36 inches from January to March.
This unit is used mainly for urban development and as woodland.
Douglas -fir is the main woodland species on this unit. On the basis of a 1 00-year site curve, the mean site index is 142.
On the basis of a 50-year site curve, the mean site index is 108. The mean annual increment at culmination (CMAI) for
Douglas -fir at age 65 is 148 cubic feet per acre. Among the trees of limited extent are western redcedar, western
hemlock, and red alder. Among the common forest under story plants are salal, evergreen huckleberry, Oregon -grape,
brackenfern, and western swordfern.
This unit is well suited to year-round logging. Logging roads require suitable surfacing for year-round use. Rock for road
construction is not readily available on this unit.
Reforestation can be accomplished by planting Douglas -fir seedlings. If seed trees are present, natural reforestation
of cut over areas by red alder occurs periodically. When openings are made in the canopy, invading brushy plants, if
not controlled, can prevent the establishment of seedlings. Because the rooting depth is restricted by a cemented pan,
trees are subject to windthrow.
The main limitations for homesites and septic tank absorption fields are the depth to the weakly cemented hardpan and
wetness because of seasonal high water table. Effluent from absorption fields flows laterally above the hardpan and may
seep at the bottom of slopes. Drainage is needed if buildings with basements and crawl spaces are constructed. During
construction, disturbed areas need to be seeded and runoff controlled to protect the soil from erosion. Temporary
sediment basins can be used to reduce the amount of sediment in runoff water. The topsoil needs to be stockpiled
during excavation and subsequently used to cover the exposed material. A site preparation system that controls runoff
and maintains the esthetic value of the site i's needed.

Dear Eric,
The City is in receipt of your request dated January 20, 2005, for a waiver of the sidewalk
installation requirement for your project at the subject address. While sidewalks are required as a
condition of approval per the Sidewalk Construction Policy contained in the adopted December
2002 update to the City of Edmonds Transportation Plan and ECDC 18.90.030, you have
requested that the City review this project site and code requirements for a determination of
economic unfeasibility (Sidewalk Construction Policy 3.2.b).
As stated in your letter, there is a steep grade change between the existing edge of pavement and
the property line. In order to construct the sidewalk along the frontage of the subject property,
not only would extensive grading be required, but the asphalt roadway would have to be widened,
and a sizable retaining wall would be required to support the walkway.
The benefit of a sidewalk within the City right-of-way at this location does not out weigh the cost
of engineering, design and constructioi, of the walkway and retaining wall. Therefore, the City is
in concurrence that this is economically unfeasible in accordance with ECDC 18.90.030.B.
Therefore, the City of Edmonds has determined that sidewalks will not be required as a condition
of approval for the construction of the single family residences at 20506 82nd Ave W.
In addition, since the City's project to install sidewalks on 82nd Ave W. at the location of your
project is not included in the City's current 6-year Capital Improvement Program, you will not be
required to provide payment -in -lieu of construction.

Reconsideration of sidewalk requirement at 20506 82 nd Ave W
The developer of the subject property, Viking Properties, submitted a letter, dated January 20,
2005,requesting not to have to construct a sidewalk along the property frontage but to pay in lieu
of such construction.
The City Engineer and I conducted a site visit February 4, 2005, to ascertain whether it was
economically feasible to construct the walkway along the frontage of the subject property.
Based on our observations the roadway would have to be widened to I V from the painted
centerline, the area between the subject property and the road edge has a fairly steep slope, which
would require a retaining wall', to support the walkway, a lot of grading and a few big evergreen
trees would have to be removed.
Although there is a walkway within 1000 feet that leads to a park and a school, the City Engineer
and I concluded the benefit of the construction of a walkway would not out weigh the cost of
engineering, design and construction of the retaining wall, grading and walkway. In addition we
noted that properties to the north of this site would require extensive grading and or possible
retaining walls also. For these reasons, it was determined to be economically infeasible to
construct a walkway along the frontage of the subject property.
In addition, since the City's project for sidewalk construction on 82 d Ave W at the location of
this private development is not included in the City's current 6-year CIP, payment -in -lieu of
construction will hot be required.
DETERMINATION:
1. Construction of sidewalks will not be required as a condition of development.
2. Payment in-rlieu of construction will not be required.

I am writing to request an exemption of the requirement for sidewalks of ECDC 18.90,
and to pay a fee in lieu of sidewalks. The reasons for this are as follows:
First, the City does not have a sidewalk plan for this area of the City under the Six Year
Comprehensive Plan.
Also, off the edge of the road is a steep bank on the front of the property. The
placement of sidewalks would require extensive grading, retaining walls, and the
removal of many mature trees, which are part of the personality of this neighborhood,
and of these lots. For this reason the City would not likely put in sidewalks.
The frontage of these 2 lots is 165 feet. We normally estimate the cost of curb and
sidewalk at $25.00 per foot. We offer a fee of $4,125.00 in lieu of sidewalks.
