At 2:15 p.m. when Pat arrived, Mr. Raymond Wentz, owner of the residence, informed Pat that Roto-Rooter had cleared his line, but that the blockage was noticed at the same location as a previous stoppage in December of 1976. (see attached) Pat was informed that a normal flow had been re-established but then informed Mr. Wentz that the sewer crew would check out this problem further on Monday, May 21, 1979. The Sewer Division Crew went to Mr. Wentz residence on Monday, May 22 and dug up the sewer lateral at the location indicated (see drawing), and broke open a hole in the top section of the pipe. They then hand rodded from that point some 30 to 35 feet to the 8" City sewer main line and found no obstruction. The City crew then flushed the lateral for 30 minutes and no obstruction was noted. On -Friday, December 10, 1976, at approximately 11:15 P.M., I was called by Water Watch, Martin Smith, notifying me that, he received a call at.11:00 P.M., from.Raymond Wentz of 20513 - 77th.Avenue'W., saying he had a plugged sewer. In my conversation with.Martin, he said he was informed by the home owner, Mr. Wentz, that h.e,.felt the problem was his own., Martinthen said he.would check back with Mr. Wentz about 8:30 A.M., -the next morning,December 11, to see if the problem had been resolved. Mr. Wentz agreed. At 8:30 A.M. on December. 11, Martin checked the manholes serving Mr. Wentz's property and.found them to be.flowing at a normal rate. At 10 ' :30 A.M.,.December 11, 1 met with Mr. Wentz to see if he still had a plugged sewer. He was digging down to his side sewer service at his property line. Because he felt that the problem was still on his.side and.that ' the City was not involved at this point. Mr. Wentz said that he was able U.) use ]AS utilities somewhat. I then told Mr. Wentz that I would callhim back on Sunday, December 12, to see if his line was still.clear.. Mr. Wentz agreed. At 5:00 P.M., Sunday', Decmeber 12, 1 phoned Mr. Wentz. He informed me that his line had'backed up again., but he was able to use his facilities about every hour or . so. I then asked him'if he could wait until Monday morning, December 13, at which time I would have the City of Edmonds Sewer Department crew try and determine where the blockage might exist.. He agreed. On Monday, December 13, 1976, At 8:30 A.M., Gary Raymond and myself arrived at the Wentz residence to try and locate the stoppage. We dug.at the same location where Mr. Wentz was digging. We then located the tile, took out one section of 4" tile and hand rodded the line. At approximately 13.' west of the property line on the City side we found a blockage composed of rags and grease. At 1:30 R.M., we cleared the lateral with a fire hose to make sure that all the grease and rags were removed. We then reconnected the lateral, backfilled and cleaned up the area where the side sewer lateral was located.. It should be noted also that a Roto Rooter Service was called b . y Mr. Wentz on Friday evening, December 10, to try and clear his blockage. The Roto Rooter was only able to rod as far -as Mr..Wentz'.s property line. In my conversation with Martin, he said he was informed by the home owner, Mr. Wentz, that he.felt the problem was his own. Martin then said.he would check back with Mr. Wentz about 8:30 A.M., the next morning, December 11, to see if the problem had been resolved. Mr. Wentz agreed. At 8:30 A.M. on December 11, Martin checked the manholes serving Mr. Wentz's property and found them to be flowing at a normal rate. At 10:30 A.M., December 11, 1 met with Mr. Wentz to see if he still had a plugged sewer. He was digging down to his side sewer service at his property line. Because he felt that the problem was still on his side and that the City was not involved at this point. Mr. Wentz said that he was able to use his utilities somewhat. I then told Mr. Wentz that I would call him back on Sunday, December 12, to see if his line was still clear. Mr. Wentz agreed. At 5:00 P.M., Sunday, Decmeber 12, 1 phoned Mr. Wentz. He informed me that his line had backed up again, but he was able to use his facilities about every hour or so. I then asked him if he could wait until Monday morning,,December 13, at which time I would have the City of Edmonds Sewer Department crew try and determine where the blockage might exist. He agreed. . On Monday, December 13, 1976, at 8:30 A.M., Gary Raymond and myself arrived at the Wentz residence to try and locate the stoppage. We dug at the same location where Mr. Wentz was digging. We then located the tile, took out one section of 4" tile and hand rodded the line. At approximately 13' west of the property line on the City side we found a blockage composed of rags and grease. At 1:30 P—M., we cleared the lateral with a fire hose to make sure that all the grease and rags were removed. We then reconnected the lateral, backfilled and cleaned up the area where the side sewer lateral was located. It should be noted also that a Roto Rooter Service was called by Mr. Wentz on Friday evening, December 10, to try and clear his blockage. The Roto Rooter was only able to rod as far as Mr. Wentz's property line.
