Bobby Mills and I inspected this tree on January 24, 1983 and found it to be a definite hazard to the Ewing property. we advised Mrs. Ewing of our findings, and she agreed to have this large tree removed by a professional, at their expense. Since the Ewing's are paying to have this tree removed, we agreed to a Invasion of Right -Of -Way permit at no charge. Therefore, this problem has been resolved. Kretzler, Sr., M.D., Plaza and that a plaque so stating be placed there. Mr. Smith discussed some of the many contributions Dr. Kretzler made to the community. Mayor Harrison supported the idea. Councilmember Naughten acknowledged the works Dr. Kretzler had done in this community, and Council - member Hall commented that both he and Frances Anderson were pioneers so it was especially fitting that their commemorative sites be side by side. Marine Staff Sergeant (Reserve) Lawrence Cretin, a City of Edmonds employee, presented a citation recognizing the City of Edmonds and City employees for participation in the recent Toys for Tots campaign. Betty Ewing, 20525 81st Ave. W., requested removal of a large fir tree on City property at the corner of her lot. She provided photographs indicating the tree is "losing small and large branches which she said is a nuisance and is dangerous. She 'isaid she uses solar power for heating her swimming pool in the summer and the tree �blocks the sun and it has become a collector for trash and debris. She said the south wind blows debris from the tree into her yard. The Council asked the staff to investigate and report to the Council. Mrs. Ewing said she would like the City to �remove it but if it would not she would be willing to have it done professionally if given permission by the City. Will Smith, an architect, said he is a resident next to Yost Park, and he presented a petition he had circulated last spring in opposition to development of Yost Park and to commercial use such as the then proposed sports complex with concession area. The petition said it was the petitioners' desire that City parks be oriented to its citizens and not to surrounding communities which such a center would necessitate in order to be feasible, and further, that Yost Park specifically be maintained in its natural state without further development. He said the petition had 154 signatures from 133 residences immediately around Yost Park. He was personally concerned that the City had sold a parcel of property, bordering his property and adjacent to Yost Park, to the Sprague family last summer, and he had not known about it. He said Mr. Sprague is filling in the ravine in back of his property and killing the trees there. During our investigation, we found limbs had fallen onto private property and the tree also was leaning to the north. Several limbs were also missing on the south side which makes this, tree dangerous and could fall in the event of bad winds. We talked to Mrs. Ewing and said she could remove the tree when she had obtained the proper permits. I called Cindy in.Building Department and advised her of this situation, and also advised her that the contractor who performed this work would have to be bonded since telephone lines were involved.
