We are submitting, for your approval, supporting documentation and calculations for the alternate
ventilation system per UBC 1202.2.7, which requires 14,000 cfm for each operating vehicle. Such
system shall be based on the anticipated instantaneous movement rate of vehicles, but not less than 2.5
percent (or one vehicle) of the garage capacity.
The attached supporting calculations are summarized below:
0 The UBC alternate ventilation system will require 14,000 cfm.
0 ASHRAE calculations based on CO generation would require 7,400 cfm.
0 Air change method (based on 6 A.C. per hour) would require 14,025 cfm.
The UBC clearly defines this alternate ventilation system based on operating vehicles and other national

not be installed in exhaust ducts.
1202.2.6 Group S repair and storage garages and aircraft
hangars. In Group S, Division 3 repair garages and storage
garages and in Division 5 aircraft hangars, the mechanical venti-
lating system required by Section 1202.2.1 may be omitted when,
in the opinion of the building official, the building is supplied with
unobstructed openings to the outer air that are sufficient to provide
the necessary ventilation.
1202.2.7 Group S parking garages. In Group S, Division 3
parking garages, other than open parking garages, used for storing
or handling automobiles operating under their own power and on
loading platforms in bus terminals, ventilation shall be provided
capable of.exhausti.ng a minimum of 1.5 cubic feet per minute
(cfm) per square foot (0.761 Us/m2) of gross floor area. The build-
ing official may approve an alternate ventilation system designed
to exhaust a minimum of 14,000 cfm (6608 Us) for each operating
vehicle. Such system shall be based on the anticipated instanta-
neous movement rate of vehicles, but not less than 2.5 percent (or
one vehicle) of the garage capacity. Automatic carbon monoxide -
sensing devices may be employed to modulate the ventilation sys-
tem to maintain a maximum average concentration of carbon
monoxide of 50 parts per million during any eight -hour period,
with a maximum concentration not greater than 200 parts per mil-
lion for a period not exceeding one hour. Connecting offices, wait-
ing rooms, ticket booths and similar uses shall be supplied with
conditioned air under positive pressure.
EXCEPTION: Mechanical ventilation need not be provided within
a Group S, Division 3 parking garage when openings complying with
Section 311.9.2.2 are provided.
SECTION 1203 — LIGHT AND VENTILATION IN
GROUP R OCCUPANCIES
1203.1 General. For the purpose of determining the light or ven-
tilation for Group R Occupancies required by this section, any
room may be considered as a portion of an adjoining room when
one half of the area of the common wall is open and unobstructed
and provides an opening of not less than one tenth of the floor area
of the interior room or 25 square feet (2.3 m2), whichever is
greater.
Exterior openings for natural light or ventilation required by
this section shall open directly onto a public way or a yard or court
as set forth in Section 1203.4.
EXCEPTIONS: 1. Required exterior openings may open into a
roofed porch where the porch:
1. 1 Abuts a public way, yard or court;
1.2 Has a ceiling height of not less than 7 feet (2134 mm); and
1.3 Has a longer side at least 65 percent open and unobstructed.
2. Skylights.
1203.2 Light. Guest rooms and habitable rooms within a dwell-
ing unit or congregate residence shall be provided with natural
light by means of exterior glazed openings with an area not less
than one tenth of the floor area of such rooms with a minimum of
10 square feet (0.93 m2).
EXCEPTION: Kitchens in Group R Occupancies may be pro-
vided with artificial light.
1203.3 Ventilation. Guest rooms and habitable rooms within a
dwelling unit or congregate residence shall be provided with natu-
ral ventilation by means of openable exterior openings with an
area of not less than 1/20 of the floor area of such rooms with a
minimum of 5 square feet (0.46 m2).
In lieu of required exterior openings for natural ventilation, a
mechanical ventilating system may be provided. Such system
shall be capable of providing two air changes per hour in guest
rooms, dormitories, habitable rooms and in public corridors with a
minimum of 15 cubic feet per minute (7 L/s) of outside air per
occupant during such time as the building is occupied.
Bathrooms, water closet compartments, laundry rooms and
similar rooms shall be provided with natural ventilation by means
of openable exterior openings with an area not less than 1/2o of the
floor area of such rooms with a minimum of 11/2 square feet (0. 14
m2).
EXCEPTION: Laundry rooms in Group R, Division 3 Occupan.

In lieu of required exterior openings for natural ventilation in
bathrooms containing a bathtub, shower or combination thereof-,
laundry rooms; and similar rooms, a mechanical ventilation sys.
tem connected directly to the outside capable of providing five air
changes per hour shall be provided. Such systems shall be con-
nected directly to the outside, and the point of discharge shall be at
least 3 feet (914 mm) from any opening that allows air entry into
occupied portions of the building. Bathrooms that contain only a
water closet, lavatory or combination thereof and similar rooms
may be ventilated with an approved mechanical recirculating fan
or similar device designed to remove odors from the air.
1203.4 Yards or Courts.
1203.4.1 General. This section shall apply to yards and courts
adjacent to exterior openings that provide required natural light or
ventilation. Such yards and courts shall be on the same property as
the building.
1203.4.2 Yards. Yards shall not be less than 3 feet (914 mm) in
width for one- and two-story buildings. For buildings more than
two stories in height, the minimum width of the yard shall be in-
creased at the rate of I foot (305 mm) for each additional story. For
buildings exceeding 14 stories in height, the required width of the
yard shall be computed on the basis of 14 stories.
1203.4.3 Courts. Courts shall not be less than 3 feet (914 mm) in
width. Courts having windows opening on opposite sides shall not
be less than 6 feet (1829 mm) in width. Courts bounded on three or
more sides by the walls of the building shall not be less than 10 feet
(3048 mm) in length unless bounded on one end by a public way or
yard. For buildings more than two stories in height, the court shall
be increased I foot (305 mm) in width and 2 feet (610 mm) in
length for each additional story. For buildings exceeding 14 sto-
ries in height, the required dimensions shall be computed on the
basis of 14 stories.
Adequate access shall be provided to the bottom of all courts for
cleaning purposes. Every court more than two stories in height
shall be provided with a horizontal air intake at the bottom not less
than 10 square feet (0.93 m2) in area and leading to the exterior of
the building unless abutting a yard or public way. The constructiOn
of the air intake shall be as required for the court walls of the build-
ing, but in no case shall be less than one -hour fire resistive.
SECTION 1204 — EAVES
Where eaves extend over required windows, they shall project no
closer than 30 inches (762 mm) to any side or rear property line,

A variable air volume (VAV) system that varies the air supply
rate based on the pressure differential between the booth and out-
door or toll window position is achievable with controls now avail-
able. A constant volume maximum-niinimum arrangement may
also be used at bootJ4 with a VAV central unit.
Because open window area varies with individual toll collectors
and booth architecture, a design window opening that is based on an
estimated average opening may be used for determining the air sup-
ply rate. The minimum air supply when the booth window is closed
should be based on the amount of air required to meet the heat-
ing/cooling requirement and to prevent infiltration of air contami-
nants through door and window cracks. Where the minimum air
supply exceeds the air exfiltration rate, provisions to relieve the
excess air should be made to prevent overpressurization.
The space between the booth roof and the overhead canopy may
be used for installation of individual HVAC units, fan coil units, or
VAV boxe ' s. Air ducts and piping may be installed on top of the
plaza canopy or in the utility tunnel.
The amount of ventilation air is high compared to the size of the
booth. The resultant rate of air change is extremely high. Supply air
outlets should be sized and arranged to deliver air at low velocity.
Air reheating should be considered where the supply air tempera-
ture is considered too low.
In summer, the ideal air supply is from the booth ceiling to allow
the cold air to descend through the booth. In winter, the ideal air
supply is from the bottom.of the booth or at floor level. Distribution
that is ideal for both cooling and heating is not always possible.
When air is supplied from the ceiling, other means of providing heat
at the floor level, such as electric forced air heaters, electric radiant
heating, or heating coils in the floor should be considered.
The supply air intake should be located such that the air drawn
into the system is as free as practicable of vehicle exhaust fumes.
The prevailing wind should be considered when locating the intake,
and it should be placed as far off the side of the roadway as is prac-
ticable to ensure better quality ventilation air.
EQUIPMENT SELECTION
Two types of HVAC systems for toll plazas are commonly used:
individual HVAC units and central HVAC systems. Individual
HVAC units allow each toll collector the freedom of choosing either
heating, cooling, or ventilation mode. Maintenance of individual
units can be performed without affecting other lanes. In contrast, a
central HVAC system should have redundancy to avoid a shut down
of the system for the entire toll plaza during maintenance.
The design emphasis on booth pressurization requires the use of
100% outside air. Where a VAV system is used to reduce the oper-
ating cost, the varying supply rate of 100% outside air requires a
complex temperature control that is normally not available for indi-
vidual HVAC units. The individual HVAC units should be consid-
ered only where the toll plaza is small or tollbooths are so dispersed
that a central HVAC system is not economically justifiable.
Where hot water, chilled water, or secondary water service are
available from an adjacent administration building, individual fan
coils for each booth and a central air haadler for supplying venti-
lation air may be economical. When operating hours for booths
and the administration building are significantly different, sepa-
rate heating and cooling for the toll collecting facility should be
considered. The selection of a central air distribution system
should be based on the number of maximum open traffic lanes dur-
ing peak hours and minimum open traffic lanes during moderate
traffic.
The HVAC for toll plazas is generally required to operate con-
tinuously. A minimum amount of air may be supplied to tollbooths
that are not occupied to prevent infiltration of exhaust fumes into
tollbooths. Otherwise consideration should be given to remotely
flushing the closed booths with ventilation air prior to occupancy.
PARKING GARAGES
Automobile parking garages are either fully enclosed or partially
open. Fully enclosed parking areas are usually underground and
require mechanical ventilation. Partially open parking levels are
generally above -grade structural decks having open sides (except
for barricades), with a complete deck above. Natural ventilation,
mechanical ventilation, or a combination of both can be used for
partially open garages.
The operation of automobiles presents two concerns. The most
serious is the emission of carbon monoxide, with its known risks.
The second concern is the presence of oil and gasoline fumes, which
may cause nausea and headaches as well as present a fire hazard.
Additional concerns regarding oxides of nitrogen and smoke haze
rom diesel engines may also require consideration. However, the
ventilation required to dilute carbon monoxide to acceptable levels
also controls the other contaminants satisfactorily, provided the per-
centage of diesel vehicles does not exceed 20%.
For many years, the model codes and ASHRAE Standard 62 and
its predecessor standards have recommended a flat exhaust rate of
either 1.5 cfnVft2 or 6 air changes per hour (ACH) for enclosed
parking garages. But because vehicle emissions have been reduced
over the years, ASHRAE sponsored a study to determine ventilation
rates required to control contaminant levels in enclosed parking
facilities (Krarti et al. 1998). The results of that study, which are
summarized here, found that in some cases much less ventilation
than 1.5 CfnVft2 is satisfactory. However, local codes may still
require 1.5 Cfnl/ft2 or 6 ACH, so the engineer may be required to
request a variation or waiver from the authorities having jurisdiction
to implement the recommendations given here.
VENTILATION REQUIREMENTS
The design ventilation rate required for an enclosed parking
facility depends on four factors:
* Contaminant level acceptable in the parking facility
• Number of cars in operation during peak conditions
• Length of travel and operation time of cars in the parking garage
• Emission rate of a typical car under various conditions
Contaminant Level Criteria
ACGIH (1998) recommends a threshold limit of CO of 25 ppm
for an 8-hour exposure, and the EPA has determined that at or near
sea level, exposure to a CO concentration of 35 ppm for up to I hour
is acceptable. For installations above 3500 ft, more stringent limits
would be required. European countries maintain an average of 35
ppm and a maximum level. of 200 ppm.
Opinions of the various agencies and countries differ on accept-
able CO levels. A reasonable solution at this time would be a ven-
tilation rate designed to maintain a CO level of 35 ppm for I hour
exposure with a maximum of 120 ppm or 25 ppm for an 8 hour
exposure. Because the time involved in parking or driving out of the
garage is in the order of minutes, the 35 ppm level should be an
acceptable level of exposure.

Number of Cars in Operation
The number of cars operating at any one time depends on the
type of facility served by the parking garage. For a distributed,
continuous use such as an apartment house or shopping area, the
variation is generally from 3 to 5% of the total vehicle capacity. It
could reach 15 to 20% for peak use, such as in a sports stadium or
short -haul airport.
Length of Time of Operation
The length of time that a car remains in operation in a parking
garage is a function of the size and layout of the garage and the num-
ber of cars attempting to enter or exit at a given time. This time
could vary from 60 to 600 s, but on the average it usually ranges
from 60 to 180 s. Table 4 lists approximate data for vehicle move-
ments. These data should be adjusted to suit the specific physical
configuration of the facility.
Car Emission Rate
The operation of a car engine in a parking garage differs consid-
erably from normal vehicle operation, including normal operation
in a road tunnel. On entry the car travels slowly. As the car proceeds
from the garage, the engine is cold and operates with a rich fuel mix-
ture and in low gear. Emissions for a cold start are considerably
higher, so the distinction between hot and cold emission plays a crit-
ical role in determining the ventilation rate. Motor vehicle emission
factors for hot and cold start operation are presented in Table 5. An
accurate analysis requires correlation of CO readings with the sur-
vey data on car movements (Harna et al. 1974). These data should
be adjusted to suit the specific physical configuration of the facility
and design year.
Design Method
To determine the design flow rate required to ventilate an
enclosed parking garage, the following procedure can be followed:
Step 1. Collect the following data:
Number of cars in operation during hour of peak use (N)

Example 1. Consider a two level enclosed parking garage with a total
capacity of 450 cars, a total floor area of 90,000 ft2, and an average
height of 9 ft. The total length of time for a typical car operation is 2
min (120 s). Determine the required ventilation rate for the enclosed
parking garage in cfnVft2 and in ACH so that the CO level never
exceeds 25 ppiW"Assume that the number of cars in operation during
peak use is 40% of the total vehicle capacity.
Step 1. Garage data:
N = 450 X 0.4 = 180 cars;
E = 11.66 g/min = 700 g/h (average of all values of the
emission rate for a winter day obtained from Table 5)

Notes:
I - If the emission was E = 6.6 g/min (due, for instance, to better emis-
sion standards or better maintained cars), the required minimum venti-
lation rate would be 3.5 ACH (i.e., 0.52 cfnVft2).
2. Once the calculations are made and a decision is reached to use CO
demand ventilation control, increasing the airflow by a safety margin
does not increase operating cost as the larger fans work for shorter peri-
ods to sweep the garage and maintain satisfactory conditions.
CO Demand Ventilation Control
The ventilation system, whether mechanical, natural, or both,
should meet applicable codes and maintain an acceptable contami-
nant level. To conserve energy, fans should be controlled by a CO
monitor to vary the amount of air supplied, if permitted by local
codes. For example, ventilation could consist of multiple fans with
single- or variable -speed motors or variable -pitch blades. In multi-
level parking garages or single-leveI structures of extensive area,
independent fan systems, each under individual control are pre-
feffed. Figure 9 shows the maximum CO level in a tested garage
(Krarti et al. 1998) for three car movement profiles (as illustrated in
Figure 10) and the following ventilation control strategies:
• Constant volume (CV) where ventilation is on during the entire
occupancy period
• On -Off control, with fans stopped and started based on input from
CO sensors
• Variable air volume (VAV) control, with fan speeds adjusted
depending on the CO level in the garage, based on input from CO
sensors

Figure 9 also indicates typical fan e I nergy saving achieved by the
On -Off and VAV systems relative to the fan energy used by the con-
stant-vblume systems. As illustrated in the figure, a significant sav-
ing in fan energy can be obtained when a CO -based demand
ventilation control strategy is used to operate the ventilation system

The reason we recommended access off Bell St is because the current proposal, off the alley, indicates there is only 9'
between garage and right-of-way. We know from experience that anything less than 18' is not enough room to park a car
outside the garage and not encroach into the right-of-way.
We have consistently required at least 18' between right-of-way and garage when access is off the alley so people can
park their cars without intruding into the already narrow alley.
The driveway will be parallel to the alley but not right against it and by placing it in that location, will actually improve sight
distance from the alley.
