Subject: Drainage Complaint from Nansi Karlsten- 20719 86th Pl.
On the evening of January 8, 1997 1 went to the residence of Nansi Karlsten of 20719 86th Pl. to
investigate a drainage complaint. A complaint had been previously received at this address on
January Ist and investigated by Public Works Department personnel during the 1996/1997
Winter Storm event. The report from Public Works was that the homeowner's private drains
were clogged and overflowing towards the residence, and that they did not see any problem with
the City storm system.
During my meeting with Ms. Karlsten she told me that the drainage problem was from the City
drainage near the southeast comer of her property. She told me that lived at the residence for
about 20 years and that there had been drainage problems there for about 12 years. Since I had
never personally received a complaint for a problem in this area, I then asked her if she had ever
notified the City. She told me she had not, and could not offer an explanation as to why she
hadn't done so, although she thought one of her neighbors had perhaps reported the problem.
She told me that the problem was more severe this time, but in the past a good portion of her
backyard had flooded during the larger storm events. She also told me that someone
investigating her damage had looked at the City storm drain system and had told her that it had
no real outflow, and it came to a dead-end in the proximity of her property.
Having heard Ms. Karlsten's comments, I told her that nothing to my knowledge had transpired
12 years ago that would have caused a problem that hadn't been a problem before. I explained
that the vast majority of the watershed had been developed over 30 years ago, and that most of
the development in the past 12 years had drainage control. I told her that in accordance with the
basin study for the watershed, a Capital project had been constructed recently that improved the
storm drain outlet system from the Pond. I assured her that there was a continuous storm system
from near the southeast comer of her property all the way to Yost Park. Apparently she had
confused the Pedestrian tunnel that travels underneath Main Street, with the storm system. I also
told her that there had been a blockage in that line, which had been corrected by Public Works
shortly before the big storm, and I mentioned the fact that the Public Works personnel
investigating her problem on the I st of January had said that her own drains were plugged. She
told me that her drains had been clear prior to the storm, and were not the source of the problem.
With respect to any changes in the area in the last 12 years, I asked her about the residence next
door and the apparent fill that had taken place, because I thought it might have effected the

hydraulic efficiency of the storm inlet. She told me that the fill had been placed well over ten
years ago, and it wasn't the problem, because the problem existed well before the fill was placed.
I told her that the timeline she was giving me for the fill coincided fairly close to when her
problem started occurring. She then thought about the year that she had first had a problem, and
decided that the problem in her backyard with flooding had first occurred over 15 years ago.
I told her that the recent storm event of was probably of a magnitude greater than a 100 year
storm event, due to the combination of rain and snow melt. She seemed to understand that, but
felt that the flooding was a problem even during lesser events. I told her that the storm system
was hydraulically limited by the size of the pipe that extended 2000 feet downstream from (near)
her residence all the way to Yost Park. I explained that the basin study for this area did not
indicate there was a problem with that system, but only with the channel from the Pond leading
to it, and that problem had been corrected. I told her that consultant for the basin study had not
only studied the area thoroughly but had also solicited feedback from everyone in the watershed
via a mailout, and that her particular problem was not conveyed to the consultant nor detected in
the analysis. I told her that I felt that the best we could probably do in the short run, is to look at
ways to improve the hydraulic efficiency of the inlet and to minimize the possibility of plugging.
I also added that the downstream system was flowing exceptionally high during the storm event,
and that there was no indication of plugged line. I told her I would examine the situation in more
detail, and she could feel free to contact me.
Ms. Karlsten contacted me one time after that meeting. I told her I had made another visit to the
site. I told her that I was inclined to replace the trash rack at the inlet with one that less likely to
plug, and was thinking about eventually having a headwall installed to improve the inlet
condition. I also told her to the large amount of drainage complaints I was getting, I had little
time to do more than meet with homeowners and get initial information. I told her she could feel
free to contact me anytime for an update, and I would contact her once I submitted a work order
for any improvements there. She has not contacted me since that occasion.
I have received over 70 complaints from homeowners since the first of the year, and visited each
of the sites. I have submitted several work orders to date addressing some of those problems.
The complaints for the problems addressing those work orders were received prior to Ms.
Karlsten's complaint. I plan on submitting a work order for replacement of the trash rack at the
inlet in the next week or two. To date, Public Works (due to their heavy workload caused by the
storm) has not begun construction on any of the work orders submitted since the storm. Public
Works has completed over 100 work orders in the past 5 years to satisfy work orders that I have
submitted. I take drainage complaints from citizens very seriously, and if Ms. Karlsten had
bothered to call once in the last 5 years previous to this storm, I would have done my utmost to
address her problem. I

Subject: Extensive water damage incurred during winter storm on 12/31/96.
Dear Mr. Earling:
I have lived at 20719 86th Pl. West in the Pine Ridge area of Edmonds for 20
years. For approximately 15 or more of these years my entire back yard floods
during steady 1-2 day rainfall. This flooding usually extends up my 6 ft.
fence anywhere from 3-4 ft. on the south side of my house (which slopes down
to where the city storm drains are), and comes to within 1 ft. of the north
east corner. After the rain stops it can take as much as 2 days for this
water to drain causing continual damage to my fence.
In the first few years here the city drains handled the water run-off with no
flooding to the yard. However, with the increased development in the Pine
Ridge area this has caused an excess of water run-off making it impossible
for the existing drain to handle the current water load (see copy attached
entitled "Distressed- park to benefit from master plan" printed in the Edmonds
Paper Nov. 21 - Dec. 4, 1990).
Due to this increasing problem the basement of my home became totally flooded
on 12/31/96 with 4-6 inches of water causing extensive damage to furniture and
walls with the loss of my carpet which was unable to be saved (see attached
copies of billing from the water extraction company, the insurance adjustor's
summary of damages and the denial of coverage from my homeowner's insurance
company). -
I am sure I would not have had a flood in my basement after our 1996 winter
storm if the city's storm drain problem had been corrected years ago when it
became apparent there was a serious water run-off problem from Good Hope Pond
in Pine Ridge Park. While I understand the storm we had was an exceptional
situation, I believe that my yard might have filled up with some water, but
not come all the way up to and into the whole basement.
I made several calls to Don Fiene, hydraulics engineer for the city of Edmonds
regarding my situation, and I told him that my neighbors and myself had seen
men either surveying and/or working behind my property at the storm drain on
and off for a month or so prior to the storm. He agreed to meet me at my home
on 01/08/97 to survey the situation. At that time he told me he was never
aware of any water run-off problem in the Pine Ridge area and also not aware
of any people such as my neighbors and I saw other than some Boy Scouts who
were trying to divert water flow away from our properties recently. I informed
him I followed the flood waters on Jan. 1 to see where they go and when I got
to Main street it appeared the -water had no where to go. He then told me the

storm drain had been plugged prior to the storm, but that city employees had
unplugged it just before the storm'(app�fbximat6ly 2 Weeks'prior).""" ' '
Don Fiene indicated that this run-off ends up somewhere in Shell Park, and that
other than:keeping the drain unclogged the only other thing to be done would be
a larger or additional drain to handle the added run-off. He told me fie needed
to talk to his supervisor, Bill Stroud to discuss the issue further and lie would
let me know what transpired. I phoned Don on 01/14 to see what he had found Out
and tie said there were many other storm related issues as well as mine that [lad
to be addressed and that he would set me up in his computer and get back to me
as soon as h,e found anything out. I haven't heard back from Mr. Fiene yet, but
I saw him behind my property looking over the situation on a Friday afternoon
on either Jan 24 or. Jan. 31 at approximately 5PM.
Therefore, due to the long term continuing problem, I believe the city is negligent
in correcting this existing problem and I am entitled to reimbursement for damages
incurred. I am respectfully enclosing my claim against the city of Edmonds in the
amount of $6,113.71 for damages to my residence on 12/31/96. If I can be of further

the pond's ecosystem.
Another of the major pro-
blems is what to do about the
forested area. The consultant
has said her plan that the
forest area is undergoing the.
slow change from a second
growth forest to an old growth
forest, a situation very uncom-
mon in urban -areas. She states
that the health of the forest
varies considdably depending
on use. She has recommended
that several techniques be us-
ed for helping the vegetation
of the area, including replan-
ting and thinning of the under-
brush and leaving much of the
forest to regenerate and
mature naturally.
According to Edmonds
Parks and Recreation
Manager Arvill! Ohlde, This
plan is much different from
plans for most parks in 'our
region. "Peggy Gaynor is not
your typical park planner. She
looked at it from not only the
recreational side but more im-
portantly the environmental
side," she said.
OhIde says there are plans
for some small recreational
facilities including shelters, fire
pits, picnic tables and a small
play area for children. One op-
tion that Gaynor had includ-
ed in all her plans was quickly
rejected by the Planning Board
members, a sand lot volleyball
court.
"We're working hard to
make sure that we are being
good land stewards for future
generations as far as this park
is concerned," she added. "
We want want to make sure we
fill the right recreational needs
of the park users while not im-
pacting the environment of the
park."
OhIde says that she is
welcoming any suggestions
people may have about the
future of the park. She also
said that there is a display set
up at the Anderson Center
which lays out the full master
plan of the park.

A. EXISTING CONDITIONS
LOCATION
Pine Ridge Park is a 24 acre site located in a residential area of Five Comers in Edmonds. The site was
acquired by the City in 1967. Bounding the park are 204th Street S.W. to the north, 85th Place W. to the
west, Main Street to the south, and 82nd Ave. W. to the east. (See FIGURE 2.1)
In addition, the City owns Woodlake Lot No. 9, located at the south end of the park between Woodlake
Drive and Goodhope Pond. This lot is governed by covenants of the Woodlake Drive Owners Association
and easements of Public Utility District and General Telephone. One covenant for Lot No. 9 states that
WoodIake Drive is not a public street and shall seive as access for property owners only.
Much of the park is bordered by private residences, limiting access and visibility to the park. Currently,
public access points exist at 204th St. S.W. (main entry), 207th St. S.W. (unmarked), comer of 208th St.
S.W. and 83rd Ave. W. (unmarked), and at the street end of Woodlake Drive (private road).
2. NATURAL FEATURES
The park is a natural mvm'e running north -south, probably formed during the last period of glaciation.
Side slopes range from 8 percent to over 35 percent. Slopes over 15 percent are suggested as unsuitable
for development (structures).
The forest cover is typical second growth forest (douglas fir) with varying degrees of native understory.
Although comprised of common species, this type of maturing forest in the urban setting is increasingly
uncommon, and therefore valuable. Noteworthy is the occurrence of one less common native tree, the
western yew (Taxus brevifolia), seen along the upper eastern =1
Goodhope Pond and associated wetlands occupy the majority of the valley floor at the south end of the
park. Goodhope Pond is a primary attraction at Pine Ridge Park, and also functions as a stormwater
detention facility for urban runoff from a large area.
Goodhope Pond is a natural depression, probably also formed during the last glacial period. 'Me current
pond is 10-15 acres, 'and is primarily open water with a fringe of aquatic, emergent, and scrub -shrub
wetland. Many dead tree snags are evident within the pond and around its perimeter, suggesting recent
changes in water level.
Aerial photographs taken prior to 1973 reveal that the "pond" was formerly a vegetated (scrub -shrub)
wedand. From the 1950"s into the 1970's, several pipes were installed that carry urban runoff from the
surrounding neighborhood into the pond.
After construction of a 42 inch outfall into the pond in 1973, the quantity of water entering the system

created dramatic changes in the vegetation. Ile apparent result is a much larger open water pond, dead
standing trees, and ' a variety of ' wetlands (scrub -shrub, persistent emergent, and aquatic). An outfall. pipe
near Main, -Street exists but does not currently function as an outlet for the pond (Edmonds Drainage Basin
Studies, URS Consultants, June 1989).
3. DEVELOPED PARK FEATURES
Development at Pine Ridge Park is limited. Trails have been formed over time, primarily as a result of
sewer line construction. In general, most past development has been for sewer installation, both storm and
sanitary lines.
'Me north end contains'primitive campsite facilities (fire pit collars, bench, water spigots) used by Camp
Fire Girls, and other groups for day camping. A gravel parking area is located at 204th Street S.W., also
at the north end. A park identification sign is located on 204th St. S.W. adjacent the entrance road to the
gravelloL
B. METRODS/SOURCES OF INFORMATION
Initial analyses and design concepts for the Master Plan were accomplished through extensive site
observations and surveys, research, and documentation of findings. GAYNOR Landscape Architects staff
made numerous site visits and researched the site's natural and human history, soils, and stormwater
facilities.
Findings of the site analysis and research phase of the Master Plan are recorded on maps at the end of this
section and summarized herein. DRAWING NO. 1 (Site & Vegetation Analysis) describes the existing
physical conditions and facilities in the park, including existing vegetation. Ile map also studies the site's
environs, including surrounding land uses, access and visibility, views, and climatic influences.
DRAWING NO. 2 (Soils & Slope Analysis) describes the topography of the site by graphically
differentiating various slopes. Generally, the darker the shading or texturing the steeper the slope. Site
soils are also noted and described on this map.
On -site surveys of plant and animal species at Pine Ridge Park and Goodhope Pond were conducted: o,-,.i
May 11, 1990 by staff biologist and botanist from Ebasco Environmental. Their detailed findings and
recommendations are found in APPENDDC A.
Primary sources of information for the Master Plan include records of the City of Edmonds Parks,
Planning, Engineering, and Public Works Divisions; Edmonds Public Library; Edmonds Historical Museum
and volunteer staff; and Edmonds residents with historic knowledge of the Pine Ridge Park site. Aerial
photographs and U.S.G.S. soil surveys available from University of Washington Librairies also provide key

Lack of park edge definition, signage, and regular maintenance have allowed for opportunistic
dumping, primarily of yard wastes. Some vandalism to site vegetation, particularly trees, and
encroachment by residential fill and other structures is also occurring.
4. LACK OF RECREATION OPTIONS,
Because the park has been left largely undeveloped, its recreational opportunities'are limited. The
park, although generally an attractive natural place, appears haphazard, unorganized, and unkempt.
This appearance may be encouraging misuse and abuse as observed on the site (dumping,
vandalism, and trampling).

As you requested, Ebasco Environmental conducted a biological survey of the plants and
animals of Pine Ridge Park in Edmonds, Washington. 'Ibis letter contains the methodology and
results of our survey and our recommendations perdnerlt to the interpretive plans and master
plans that you are preparing for these sites.
METHODS
We made a single site visit to Pine Ridge Park on 11 May 1990. The site visit to Pine Ridge
Park began at 7:OOAM so that birds and other wildlife could be observed during their greatest
activity. Most of the park was traversed, including the entire circumference of Goodhope Pond
and the numerous trails that penetrate the upland. The major plant communities were described
-by their don-dnant tree, shrub, and ground story species. Much of the wetland vegetation in
�Goodhope Pond was not fully developed at the time of our site. visit, so a complete description
of that vegetation was not possible. We made an inventory of all animal species observed
(either directly or indirectly, as by tree cavities or mcks), and completed a list of plant species.
RESULTS
Upland Vegetation
Pine Ridge Park in eastern Edmonds is a densely conifer forested site partially surrounding a
hydrologically altered wetland (Goodhope Pond) with some open water. Upland vegetation is
coniferous forest dominated by Douglas -fir, western hemlock, and red cedar. Common .
deciduous species mixed with these conifer species include bigleaf maple, Pacific dogwood, and
red alder. This vegetation formed after harvest of the original coniferous forest vegetation some
60-100 years ago. The shrub vegetation within this vegetation type is dominated by salal, low
Oregon hollygrape, vine maple, and salmonberry. The ground story varies from sparse and
weedy (in heavily trampled areas) to dense and native (including avens, dewberry, and numerous
additional species). A list of plant species sighted M**the upland and wetland vegetation of �ine
Ridge Park is presented in Table 1. Many of these species. are exotic or weedy, a reflection of
the site's proximity to urban development.
Upland Wildlife
The entire park site (including wetlands) may support approximately 39 species -of songbirds and
6 species of mammals.(Table 2). With the exception of swallows, most of these species are
typical of second growth conifer forests in Western Washington. Avian species in coniferous
forest upland habitat appear to . be concentrated near breaks in the forest canopy, and in areas
having high structural diversity and extensive shrub cover. Ground nesting species such.as
thrushes, towhees, juncos, and sparrows may nest in the dense understory vegetation
concentrated near breaks in the forest canopy. - Ibis is especially true fo ' r die rufous -sided
towhee which was only obser.yed in dense understory near canopy breaks.
Undoubtably, the park provides essential foraging and nesting habitat for many species
characteristic of urban woodlots and small Urban wetlands. However, this area may provide
essential habitat for doves and pigeons,great homed owls, hummingbirds, woodpeckers, and
other birds (Table 2). The second growth coniferous forest contains a few large remnant stumps
with evidence of pileated woodpecker foraging activities (feeding cavities). Because this area is
primarily second growth and contains* few large snags, it likely provides only marginal foraging
habitat for pileated woodpeckers.
A total of 6 mammalian species may occur in the park (Table 2). Raccoon, skunk, and coyote
are wide ranging and may use wedand areas and second growth conifer forest within the park.
For example, raccoon and coyotes may feed on insects, crustaceans, -and fish at the pond, as
well as small mammals and nestlings in coniferous forest.
Intensive human visitation and use. in some parts of the park have limited development of -
understory vegetation, which in turns potentially effects the use of these areas by wildlife. For
example, towhees were not observed in areas with denuded understory. In addition, camping
and cook fires have apparently removed much of the downed logs and woody debris that
normally supports diverse small marnmaland amphibian.communities..
Wetland Vegetation
In addition to surface water flow from immediately surrounding Uplands,, the Goodhope Pond
wetland system is fed by d=e culverts that empty into the north end of the wetland near a
large area of fill to the north. No water was flowing qt the time of the survey. A small.
creeklet from a stormwater facility flows northward into the wetlands at the southeast comer of
the wetland (but was dry at the time. of the site visit). The wetland outlet (culverted) lies
within the Park property at the southwest forested comer of the wetland. Much woody debris
lies scattered about the wetland —quite densely in some areas --and appears to have been
chainsawed down.
Wetland vegetation is currently dominated by a diversity of wetland vegetation classes, including
scrub -shrub (dominated by willow, hardhack, and black twinberry), forested (dominated by black
poplar and willow), persistent emergent (dominated by yellow flag, cattail,'and sedge),
(probably) aquatic bed (dominated by water lily), and open water wetland classes. A small,
young quaking aspen stand is located I in the north end of the wetland, near the inlet culverts.
Areas of the Goodhope Pond wetlands were not -fully vegetated this early in the season, so
complete evaluations of wetland types and wetland species were not possible.
Wetland Wildlffe
Goodhope Pond consists of scattered wetland vegetation interspersed with good open water
conditions for waterfowl. A total of three waterfowl species were observed during the field
survey (Canada geese, mallard, and gadwall). However, several other waterfowl species
probably use the open water areas for foraging during migration (Table -2). In addition, great
blue herons and green herons may also forage along the banks of the wetlands where bullfrogs
(Egna catesbeian and small fish are available. The vegetated wetlands in Goodhope Pond
appear to provide suitible foraging areas for american coot and belted kingfisher.

amount of $206-99 for the repair on my water leak. I
spoke with Eileen of your office today to find out what
my water bill was for the past two months and she in-
formed me it was $400.69. This amount exceeds the limit
I normally use in a years time. In lieu of the amount
I am requesting a credit against this bill. If I had
known about the leak sooner, the repair would have ta-
ken place immediately.
