City of Edmonds staff has investigated the matter and determined that the hedge in question does, in fact, create a hazard per Edmonds Community Development Code (ECDC), Street Obstructions, Chapter 9.25 (copy enclosed). In order to reduce the hazard and enhance public safety, the City of Edmonds directs you to remove or cut back your hedge to the property line, and to not allow the noted vegetation to overgrow the sidewalk below a height of ten feet. This should greatly enhance the safe usage of the sidewalk fronting your property. Please complete the modification and trimming by April 25, 2006. W. 8 UNIT APARTMENTS Dan Smith and I went out to the subject site this past summer to see if anything could be done to help resolve the drainage problem. The storm drain from the parking lot to 76th. has been laid on a reverse grade, causing water ponding in the 'parking lot. It appears that there is adequate space to construct an infi]tration system in the area between the asphalt parking lot and the fence on the southerly boundary. I suggested that the developer have their Engineer design a system for installation in this area. - On September 11, we received a phone call from a contractor telling us that the system was installed and we could come inspect it. I went out that afternoon and saw an infiltration system about 3 feet by 20 feet, with a piece of filter fabric laying on top of it. Work Hours -The entire project area will be conducted from 9:00 AM to 3:00 PM or as specified by the City Inspector. Traffic Control Plans I . The standards and guides of the latest version of the MUTCD or as set-up per Code shall be followed at all times. 2. A copy of the Permit and Traffic Control Plan shall be on -site with all contractors during the project. 3. All contractors will avoid parking on sidewalks and shoulders and will take the lane and follow the proper traffic control set-up for the given situation. 4. Pedestrian access shall be maintained through or detoured around all work sites. 5. Please find attached the traffic control plans for the various types of work sites that will be encountered during our project. 6. Flaggers will be used only when all other methods of traffic control are inadequate to warn and direct ddvers. Only licensed flaggers will be used on the project. 7. If situations occur when questions adse about proper traffic control set-up the solution will be determined in the field with the Comcast Construction Rep. and the City Inspector.
