RE: Sidewalk Obstruction on 76'h Avenue West in Edmonds
Dear Mr. and Mrs. Adams:
GARY HAAKENSON
MAYOR
Our records indicate that you are the owner of the property A 208157(Avenue West.1 We
have received a complaint that the vegetation on your property abutting 7 6th Avenue West is
making it difficult for pedestrians to safely use the sidewalk, specifically, a laurel -type hedge
completely overgrows the sidewalk. City of Edmonds staff has investigated the matter and
determined that the hedge in question does, in fact, create a hazard per Edmonds Community
Development Code (ECDC), Street Obstructions, Chapter 9.25 (copy enclosed).
In order to reduce the hazard and enhance public safety, the City of Edmonds directs you to
remove or cut back your hedge to the property line, and to not allow the noted vegetation to
overgrow the sidewalk below a height of ten feet. This should greatly enhance the safe usage of
the sidewalk fronting your property.
Please complete the modification and trimming by April 25, 2006. Your cooperation in bringing
your vegetation into compliance is appreciated. Please feel free to call me with any questions at
425-771-0220.

Introd4etion: The State Environmental Policy ALt of
1971, Chipter 43.21C, RCW, requires all state and local
governmental agencies to * consider environmental values
.____----bi_o_th—for their own actions and when licensing private
proposals-.- The Act also..requires that an Environmental
Impact Staieme * nt (EIS) be 'prepared for all major actions
significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies
involved determine whether or not a proposal is such a
major action.
Please answer the following questions as completely as
you can with the information available to you. Where
explanations of your answers are required, or where you
believe an explanation would be helpful to government
decision makers, include your explanation in the space
provided, or use additional pages. You should, include
references to any reports or studies of which you are
aware and which are relevant to the answers you provide.
Complete answers to those questions now will help all
agencies involved undertake the required environmental
review without,.unnecessary delay.
The following, questions a'pply:,to your -total proposal,
not just to the permit for -which you are currently
applying or the proposal for which approval is sought.
Your answers should include the impacts that will be
caused by your proposal when it is completed, even
-,",.though completion may not occur until sometime in the
,,..,.future. This will allow all agencies involved to complete
'their environmental review now, without duplicating
paperwork in the future.-
NOTE:'"This is a*'standardi'form'being used.by all state
and local agencies in the State of Washington for various
types of proposals. Many of the uestions may not apply
to your proposal. If a question 5oes not apply, just
answer it "not applicable" (N/A) and continue on to the

MEMO TO: MARY LOU BLOCK SEPT. 19, 1985
/
FROM: JERRY W. HAUTH lw.
SUBJECT: 20815 76TH AVE. W. 8 UNIT APARTMENTS
Dan Smith and I went out to the subject site this past summer
to see if anything could be done to help resolve the drainage
problem. The storm drain from the parking lot to 76th. has been
laid on a reverse grade, causing water ponding in the 'parking
lot.
It appears that there is adequate space to construct an
infi]tration system in the area between the asphalt parking lot
and the fence on the southerly boundary. I suggested that the
developer have their Engineer design a system for installation in
this area. -
On September 11, we received a phone call from a contractor
telling us that the system was installed and we could come
inspect it. I went out that afternoon and saw an infiltration
system about 3 feet by 20 feet, with a piece of filter fabric
laying on top of it.
Since this was not designed by an Engineer, nor were plans
submitted for review, only the test of ti'me will tell if this is
an adequate solution for the ongoing water problems.
