We are strongly opposed to the granting of the proposed conditional use permit for an accessory dwelling unit. We feel the approval of this application will result in a definite decline in the value of the surrounding property for the following reasons: 1. The proposed construction, far from creating an apartment inside the existing dwelling, actually creates an adjoining apartment with outside entrance separated from the primary dwelling by an attached one -car garage. Vhile technically meeting the requirements of the ordinance, approval of this application would in effect create a duplex in the middle of an area zoned for single family houses. 2. Applicant's house is so situated on the lot that providing the required offi-street parking for 3 cars necessitates almost total use of the existing property directly in front of the house for this purpose. This creates an eyesore for us and the occupants of the two houses to be built immediately north of our home. Having only a one car garage, vehicles will be parked at all times in the front yard. 3. With an uncompleted development directly across the street from the applicant, establishment of this apartment raises questions on what kinds of homes will now be built on this vacant property and whether or not a builder will feel that he can invest the money to maintain the quality of the rest of the homes in the development. I have carefully read the ordinance regarding the conditions under which a conditional use permit for an accessory dwelling unit can be granted. While the ordinance does not so state, one reads between the lines that the purpose of the ordinance is to provide a solution to the problem of children having to care for aging parents, or for the elderly on reduced income to be able to keep their homes* Neither situation applies in this case as the applicant has been candid in stating that the purpose of her proposed construction is to change her home from a single family dwelling to a piece of income property. We believe approval of this application in effect imposes an unwarranted assessment on the surrounding property owners for the purpose of creating a business opportunity for one person.
