Thank you for your interest in traffic safety in Edmonds. As you may know, the fountain
at the intersection of Main Street and Fifth Avenue was constructed in the late 1960's. At
that time, the volume of traffic using the roadways in Edmonds was not nearly as great as
today. If the fountain were to be designed and constructed today, it might take another form
or be located differently.
The City Council did enact Ordinance No. 1169 in 1966 reiterating Washington State
Law that requires " vehicular traffic shall move only in the indicated direction when signs
indicating the direction of traffic are erected and maintained at every intersection where
movement in the opposite direction is prohibited, and a vehicle passing around a rotary traffic
island shall be driven only to the right of such island." The City has traditionally used
pavement markings to indicate the required direction of traffic flow in this location. The
reason that signs have not been placed is that the fountain is an artistic structure and the
placement of directional arrows on signs would obviously detract from the appearance of the
structure.
The Public Works crews of the City are responsible for maintaining the legibility of the
pavement arrows at that intersection. The Edmonds Police Department is responsible for
enforcing all traffic laws within the City limits of Edmonds.

My name is Aaron Cohen. I am in the Boy Scouts and one of the
requirements for my Citizenship in the Community badge is that I write to a
city official about a concern of mine. I would like to voice my opinion on the
intersection around the fountain in downtown Edmonds. I think that that
intersection is set up very badly. Drivers, when turning left off of N. 5th
Street to Main Street cut drivers off. They apparently do not know that they
should go around the fountain. If a sign would be posted, telling them so, it
would help greatly. Also the fountain is not centered, making it look like they
can turn without going around the fountain. If something is not done I fear
that an automobile accident will be the result.
