READ THE FOLLOWI.NG AND SIGN:
a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public right-of-way.
b. The side sewer contractor assumes full reponsibility for each
installation for one year.
C. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure. 0
e. Side sewer lines must be laid at a minimum grade of 2% (1.15
and maximum grade of 100% (45').
f. No turn in side s8wer greater than 450 (1/8 bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and Wye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 1001 along sewer line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible for right-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered until inspected and approved
by the City.

days notice required.

professional building at 213 4th Ave. S. (BC)
Mr. Kinderfather was excused from this hearing as he is the architect
for the project, and he left the room. Mr. Lewis called attention to
a letter in the file which had been received from Nicholas Spahovic,
215 4th Ave., saying he welcomed his new neighbor but had some minor
concerns as to fence heights, rainwater control, sign sizes and heights,
and unrelieved large blank masses. Mr. Spanovic was in the audience.
Mr. Jacobsen was given a copy of the Engineering Division requirements.
The site plan and color board were displayed. The total floor area is
4,928..sq. ft. It -is assumed that the ground.floor will be primarily
retail space which would require 9 parking spaces. The second -floor,
2,016 sq. ft.,-is assumed to be primarily office uses requiring 3
spaces.. Should the building be used entirely for retail, the applicant
will be required to supply and/or purchase additional parking. The
plans indicated recessed soffit lights on the east and west sides of
the building and four wall -mounted, down -light fixtures on the south
elevation. (Sample not provided.) Electrical meter location will be
on the south elevation. Trash enclosure at the southeast corner of
the property will be a 4' high chainlink fence with redwood slats.
The applicant proposed vertical cedar siding on the front and rear
elevations with tile roof and metal frame windows and doors. A band
of horizontal cedar siding would run along the face of the building
just below the roofline. Stucco, with cedar trim, was proposed for
the sides of the building. No color was indicated for the stucco.
Mechanical equipment will be recessed into the roof on the east elevation.
Landscaping appeared to be adequate, but Mr. Lewis said the ADB may
wish to see different plants placed along 4th Ave. to act as more of a
screen for the parking lot on the west side of the building. The area
indicated "No Parking" could be converted into a planting area. The
applicant proposed to screen the parking lot on the west side of the
building with a 4' high fence matching the building siding. The sign
.was proposed to be sandblasted and freestanding, of redwood, 2 112'
x 3'. Freestanding signs are discouraged in the BC zone. The proposed
sign area was well within the allowable, but no specific colors or
lettering detail was indicated. An area was shown which was indicated
as "No Parking," but Mr. Lewis said there was adequate parking without
it and the added green space would be beneficial. Samples of the
recessed lighting were provided. The applicant said the stucco would
be the same color as the siding (in the range of 718) and that the
roof tile would be beige. Engineer Technician Dan Smith said there
had been some talk of an LID to pave the alley but nothing had been
proposed to the City. Nicholas Spanovic expressed some concern about
the noise of heat pumps. Mr. Lewis noted that one parking stall was
designated "no parking" and he suggested some landscaping or a walkway
there. The applicant said the Engineering Division wanted that space
kept vacant for backout on the upper left. Mr. Smith said the space
was adequate so it could be modified, but the applicant preferred to
leave it as backout space, and Mr. Selvidge felt the same. Mr. Mattson
observed that it was unfortunate the Board could not review an entire
developing area, as opposed to reviewing this new building which is
going up adjacent to another just recently approved. MR. SPANFELNER
MOVED, SECONDED BY MR. SELVIDGE, TO APPROVE ADB-80-80 WITH THE FOLLOWING
MODIFICATIONS: COLORS TO BE BEIGE CONCRETE TILE, STUCCO THE SAME AS
THE LIGHT TRANSPARENT STAIN ON THE WOOD SIDING, AND THE PARKING BASED
ON LOW RETAIL/OFFICE SPACE. MOTION CARRIED. Mr. Kinderfather returned
to the rostrum.
