The office will be located on the south side of the existing building on the property. Property Owner Jennifer Gifford 2091976 th Avenue West Edmonds, WA 98026 Design Review Process As part of the City's review of the building permit referenced above, design review is required pursuant to ECDC 20.10. The project is located in the Multi -Family Residential (RM-1.5) zone. The current use of the property as a preschool and the intended use of the building as a detached office require the building to be reviewed for compliance with policies contained in the specific section of the Comprehensive Plan addressing the mixed use commercial land use designation. Since the shed is exempt from SEPA review, design will be conducted by staff as a Type I decision. Page 1 of 3 Figure 1: View of the proposed location of the office building. The building will be located behind the fence. Findings & Conclusions 1. Scope. According to ECDC 20.10.020, design review is intended to apply to all development including any improvement to real property open to exterior view, including but not limited to buildings, structures, fixtures, landscaping, site screening, signs, and parking lots. The design review is focused on site design and layout for the proposed office building. . 2. Environment. The project is exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3) because the office building is less than 4,000 square feet in size. 3. ECDC 16.30 RM Zone Compliance. Site Development Standards (ECDC 16.30.030). The office building is proposed on the south side of the property. At this location the building will meet the minimum 10-foot side yard setback from the south property boundary. The maximum height allowed for detached accessory structures is 15 feet. The office building will be just under 10 feet. Page 2 of 3 The RM zoning districts allow a maximum lot coverage of 45%. With the office building in place the lot coverage will be 22%, well below the maximum allowable. 4. Comprehensive Plan. The site is designated Mixed Use Commercial on the Edmonds Comprehensive Plan Map. The proposed project shows an effort towards the following Comprehensive Plan design objective: B.2.c. General Design Policies. B.2.c.i The nonstructural elements of the building (such as decks, lights, rails, doors, windows and window easements, materials, textures and colors) should be coordinated to carry out a unified design concept. The proposed office building includes both horizontal and vertical siding, a pitched roof and windows on three sides of the building. The owner intends to paint the office building to match the existing buildings on the property. With the use of similar siding materials and paint colors, the proposed office building meets the intent of the above general design policy. Decision Staff finds that the proposal is consistent with site development standards in ECDC 16.30 and the Comprehensive Plan. Therefore, the design of the office building in permit BLD20160154 is APPROVED. I have reviewed the application for compliance with the Edmonds Community Development Code.
