I asked for panic -type hardware on the main building entry doors as a requirement for Tully's TI and not required for
building life safety approval (or Windermere TI).
The building entrance "main exit" is currently provided with a manual throw bolt with sign posted "to remain open during
business hours", meeting UFC 1207.3 Exc. 1. The "main exit" for Windermere I see as a separate main entry off of 5th.
That entry/exit I can reasonably assume to be open and unlocked during business hours. This meets intent of business
use.
Tully's space is provided with panic hardware at both main and secondary exits. Unfortunately the secondary exit takes
you to the corridor only. Now the main building entry doors are part of the egress and should be provided with no less
restrictive hardware than afforded the interior doors. I asked them to provide panic hardware on the main building exit
before Tully's is finaled.

I visited site today to preview emergency illumination and other concerns at request of Kirby.
I have concerns over the fragility of FR treatment on steel structural components. The columns in
the garage area are treated from the concrete floor to overhead. Do you know of a top coat or
approved treatment that will provide greater physical protection from opening car doors, ...?
Also, the treatment does not appear to be weatherproof and is used on exterior columns on
alleyside. To the south of the alley stairway, a column is downstream from a water hose bib. The
run-off streamed to this particular column and "wicked" the moisture approximately 10" up the
treatment above finished walk. I would expect exterior applications to be similarly weather -
resistive so this protection does not become a continuous maintenance item.
I asked that the 5 1h Ave. building entry (NE corner) be provided with panic -type hardware. This
exit serves Tully's and other tenant's exit system and should be usable without key.
The firefighting hatch should be identified from the top with "KEEP CLEAR FOR FIRE
DEPARTMENT". The letters should 3" minimum height, stenciled with black or white paint to
contrast diamond plate hatch material.
The underside of the hatch, when opened, needs to be provided with a welded handrail to provide
transition to metal ladder rail. Reflective tape will be provided in a barber pole pattern along
handrail. When open, warning signage will be provided reading 'WARNING: SHAFTWAY
OPENING. KEEP AWAY' "WARNING:" text shall be 4" minimum. The rest of message may
be 3" minimum. This message mounted on reflective sign stock with red text letters. I would like
the (normally covered) edge of the opening painted white to make the edge of opening
conspicuous during low -light conditions.
In the ladder area, lighting will be provided projecting down to the floor with secondary power
source. Reflective tape will be provided in barber pole pattern along both handrails.
White or black 4" text letters will be provided on the wall at foot of the ladder, 60" AFF, and
readable from garage door opening: "NO STORAGE THIS SPACE". A sign or label should be
affixed to the entry door on garage door identifying space for Fire Department use.
The fire alarm control panel room entry will be labeled accordingly.
A Fire Department lockbox is recommended for storage of common space keys and hatch
padlock key.

Dear Mr. Butterfield:
I see it unfortunate for your building at 210 5th Avenue South that it appears to be
constructed around the reasonable fire safety requirements for property and occupants.
Reasonable costs for reasonable fire protection provides savings throughout the life of
the structure. These automatic fire protection requirements are adopted nation-wide and
in many areas are augmented by local requirements.
Uniform Fire Code 1103.2.2 establishes a. specific individual capacity for dumpster size
which prompts the sprinkler requirement. Dumpster fires are common incidents, often
caused by cigarettes or similar smoldering items discarded into combustible rubbish. I
do not wish to enter any agreements which would oblige and bind future building owners
and tenants, such as limiting the allowable capacity of the rubbish that is produced, or
stored until removal. The Fire Department prefers construction to enforcement. I
believe it is reasonable that the sprinkler requirement remains given the size of the
enclosure itself, and whether it will accommodate the size of dumpster as specified in
the Fire Code.
However, since costs are taken to be prohibitive for a sprinklered dumpster enclosure,
and for a sprinklered basement -parking story, I have a proposal for you. I will accept7the
dumpster capacities at 1 and 1 1/4cubic yard. Early warning systems can alert the Frre
Department to a fire quickly and with greater coverage, which will minimize fire damage
when a fire occurs. I propose that a manual and automatic fire alarm system be
provided throughout the building, with local notification and remote monitoring. Fire
alarm design will provide the following:
• manual activation located at building exits,
• heat detection in exterior dumpster, parking, and mechanical areas,
• smoke detection in business and business storage areas,
• installation in accordance with Washington State accessibility standards,
• off -site monitoring of system.

It is my feeling that better coverage and fire detection can be provided by an electrically
monitored system throughout, as a trade-off to a localized sprinkler system only in the
dumpster area.
There is no greater fire protection for life and property than provided by an automatic fire
sprinkler system. Most insurance companies recognize the fire protection in commercial
buildings and reduce rates accordingly.

As discussed today, regarding sprinkler protection requirements for the basement
parking story, your �roposal for "opening for fire -fighting or rescue" in accordance with
the requirements of UFC 1003.2.2 (1) appears acceptable to the Fire Department.
Building Department now must approve of the resubmittal and concur that it will meet the
intent of the provision (UBC 904.2.2 (1)).
Assuming Building Department approval, I will have some performance specifications for
the assembly itself, including, but not limited to; proper labeling/identification of hatch
cover to maintain unobstructed, identification of security features for the hatch and rated
assembly below (if any), and lift -assist and latch -open devices. I will include these
comments with my formal review of the project.
As a reminder, sprinkler protection is still required in combustible dumpster enclosure
area (UFC 1103.2.2) for the building.

are unable to approve the use of inturnescent paint. UBC 704.6 requires that spray -
applied fire proofing meet LJBC Standard 7-6. This standard only addresses fibrous and
cementitions fire resistive materials, not intumescent paint. Please provide a method for
fire protection of structural members that meets the LIBC requirements.

All Fyre-Tec fire window frames are listed by Underwriters Laboratories under
the category of Door and Window Framer, (GVTV). The standard used to evaluate
the windows is UL 9. Fire Tests of Window Assemblies, which includes the test
method described in ASTM E163, Standard Methods of Fire Tests Of Window
Assemblies. All Fyre-Tec operable windows exceed AAMA standards for structural
pressure, air infiltration, and water resistance infiltration. 3-part specificalions and
CAD drawings are down-loadable from the Fyre-Tec Internet web site.
Fyre-Tec windows are also idead as replacement windows (of older buildings that
are required to meet up -dated code stipulations. They are aesthetically compatible

Installation
Sub -frame mounting or fin system mounting kits are supplied with all windows.

rial that has a 3/4 hour fire-iresistant rating. Several premium glazing materials are

with full-length roll -formed steel snap -in retainers. Retainers are additionally
secured with machine screws

Installation
FireLite shall be glazed into the appropriate fire -rated framing with an
