The intent of the current facility improvements was that they were to be of an interim, temporary nature -- but we
don't know what Sound Transit's current timeline is. The ADB file referenced below is the approval for the
permanent facility. The temporary improvements were approved by staff -- with a note being put on the permit
indicating why the permit was being issued and what the ultimate facility is supposed to be.
So, we need a new suspense date for the "temporary" approval. Stephen, what date should we use?? Please
advise.

We have this building permit (#2003-0924) suspensed for December 1, 2005 for removal of the ticket
vending machines and associated structure. The planning note on the permit states, 'temporary public
improvements to be replaced by permanent facility per ADB -02-27'. Please verify that December 1, 2005
is the correct date for removal and please let me know if Sound Transit is on the docket for ADB approval
of a permanent structure. What Department/Division should send the letter reminding them of the
temporary status and removal deadline? PS Final construction approval was granted on 2/20/04. Thanks

plan to block off the north end.of RailroadStreet since an agreement cannot be reached between Blue
Diamond and ourselves'to ireasonable ratelor their stalls. This layout should eliminate any problems
regarding the bus routes, public access and safety..
I will be mobilizing office trailers Thursday afternoon Into the area of permit *97-31- Tuesday evening
notices will be setup advising the users of this, parking area of the situation and Wednesday afternoon
temporary barriers will be installed to, block off vacant spots from being taken.

Introduction
In March of 1993, the Washington State Department of Transportation and the City of
Edmonds agreed to study 1) the ability of the continued use of the Edmonds rail station,
A* and 2) options for a relocated rail station at the new multi -modal facility at Point Edwards.
The City of Edmonds, in turn, hired MAKERS Architecture & Urban Design to analyze
both options. The purpose of this report is to provide information on the final design and
cost of the upgrade of the existing station for the next five years, This life span is based
on the imminent need for a new facility located 'at Point Edwards that would
accommodate the various transportation networks focused at Edmonds. Construction of
this new facility within five to ten years would eliminate the need for the current building,
The existing facility is located east of the Burlington Northern tracks between Dayton and
Main Streets. It was originally built in 1956. The� building is a one-story, wood and steel
structure with a combination of masonry, wood siding and aluminum window wall
exterior. In past years, the floor structure settled drastically, whereas the rest of the
structure is stable and in reasonably good repair. The following discussion describes the
changes to the site and building that are required in order for it to serve the required uses
safely, adequately, and comfortably for five years.

Program and Scope of Study
Existing Building
MAKERS began their study by programming the needs of the rail station. Meetings with
the City of Edmonds, Amtrak, Burlington Northern, and Community Transit defined a
program that allowed for new capacity and higher level of service in the next five years.
Currently, the Edmonds rail station has 320 square feet (SF) of baggage area, 590 SF of
ticketing area, and 1,160 SF of waiting and seating area. Please refer to the Existing
Conditions Floor Plan on the previous page. At times other than peak loads, this space is
adequate. However, the increased usage of the station by ski travelers and forthcoming
inter -city passenger rail service connecting Vancouver B.C. to Portland will stretch the
capacity of the building as it is currently planned. When groups of skiers arrive, the
baggage and waiting areas become overcrowded. The ticketing area, on the other hand,
occupies more space than it requires. In the future, there is the possibility of increased
ridership due to the Vancouver, B.C. rail line, and the commuter rail line to Seattle that
could potentially be operating prior to the completion of the new facility at Point
Edwards. As a result the program for Amtrak's needs calls for an increase in waiting area,
and a room that can accommodate baggage of up to 50 or 60-person ski groups.
The Swamp Creek & Northern Railroad Club, a model railroad club, occupies a 915 SF
baggage room in the south end of the building. Amtrak expansion may require use of the
club's space in a later phase for Amtrak's express delivery service, which is expected to
increase its activities. The space allocated to Swamp Creek would be well suited for
express delivery service since it is adjacent to the passenger baggage room and allows
storage and truck deliveries to take place. However, given the current Amtrak space
demands, the model railroaders can remain without affecting the Station's operations.
Exterior
In general, the existing building envelope will perform well in the next five-year time span.
The roofing needs minor repair, the doors and windows seem to be in working order, and
the exterior wall materials are intact and in good condition. With some maintenance,
cleaning, and paint, the building exterior will remain sound.
Requirements of the Washington State Energy Code that any alterations to the exterior
envelope improve the overall energy rating of the building are not restrictive.

The site of the existing Edmonds rail station has excellent accessibility to parking and is.
within a quarter -mile walk to the Edmonds -Kingston f6rry and the Edmonds Business
District. The drawbacks of the existing location are its two block distance from local bus
stops,, and, lack of convenient auto circulation and drop-off zones. Some of these issues
may be solved with more efficient site planning of the parking areas north and south of the
terminal. However, given a five-year time frame for the useful life of the existing site,
some solutions to access may be prohibitive by their cost.
Vehicular access at the site runs along the east side of the building with exits and
entrances at Dayton and James Streets. There is an exi t only at Main Street north of the
depot. The vehicular access runs through the Diamond parking lots. causing a. conflict in
parking lot use and vehicular drop-off. A solution to this conflict would be to separate
auto drop-off and through traffic from the parking lots. This could be done on the
existing property with a new striping pattern allowing one way traffic to circulate in the
northern parking area. If possible, a widened drop-off area would be a benefit for riders
who arrive via taxi or as vehicle passengers.
The amount of parking at the site is more, than sufficient for Amtrak users and others
arriving and departing via ferry, auto or bus. The parking arrangement could benefit from
a more efficient circulation plan.
Bus access to the site is problematic. The existing bus routes travel south down Railroad
Avenue whefe there is a'stop by the senior center. The train passengers then have to cross
the tracks on foot to get to the platform. This dangerous conflict should be avoided if
possible. Since Community Transit requires a stop at the current location, routing buses
east of the train station is not feasible. As a result, the bus stop on Dayton Street, just east
of Railroad Avenue, will have to serve train riders arriving by bus. An improved
pedestrian walkway through the parking lot would facilitate this link.
Pedestrian access to the site is problematic -for the same reasons as bus access. Most
pedestrians arriving from west of the railroad tracks walk over the tracks to get to the
platform. This is an undesirable and unsafe practice. The only other options are the
existing grade crossings at Dayton and Main streets. Given the choice, most pedestrians
will continue to cross the tracks rriid-block rather than walking the grade crossings.
Burlington Northern is reticentto prevent this pedestrian movement with a fence because
this may also prevent a person inside the fence, from escaping if necessary. A crosswalk

may provide more safety in crossing the tracks. - However, it may encourage further use of
this dangerous route. Another pedestrian access issue is the walking distance from
Dayton and Main Streets to the station. This may be helped by having clearly marked
pedestrian ways through -the parking lots, possibly with covered walkways to the terminal.
The site currently does not confonn with disabled persons' codes, and the Americans with
Disabilities Act (ADA) requires that this be deal ' t with immediately. To bring the site into
compliance, a disabled persons' ramp must be constructed that provides access from the
parking lot to the finished floor level of the station. This could be accomplished simply at
the northwest portion of the platform where an existing non -conforming ramp already
exists. Located adjacent to the required disabled persons' parking, this new ramp would
satisfy the site requirements of ADA.
Other site inadequacies that are not addressed are lighting and shelter. The site lighting
that exists adequately floods the parking lot and the full-length of the platform. The
overhang of the existing building is inadequate to shelter 'passengers waiting outdoors and
getting on the train. In addition, the lighting in the soffits needs replacement. To this end,
new covered walkways,'with integral pedestrian lighting, seating, trash receptacles and
kiosks, would enhance pedestrian connections to the site. However, in a five year time
frame these options would likely be cost prohibitive.

Second Track Impact
Burlington Northern is interested in the possibility of adding a second parallel track
through Edmonds in the future. The closest a track can be from its centerline to any
building is 15'- 1 ". If a new track is laid, it would be 15'-0" east of the center line of the
existing.track. As there is now 3 V-3 1/2" from the centerline of the existing track to the
building a distance of 16'- 3 1/2" remains to the building. A small portion of the building,
the window from the ticket counter, which extends into this space would have to be
removed if a second track is laid.
The conclusion, then, is that a second track will have minimal impact on the existing rail
station except that the ticket window would be removed back to the face of the building.

The first potential option for the Edmonds rail station rehabilitation entails enlarging the
baggage handling area into the Swamp Creek and Western Railroad Club area. This
baggage area accommodate three baggage wagons and a Cushman motorized cart for
pulling the wagons to the train, In addition, a designated area for express delivery service
in the south end of the building allows for loading and unloading of trucks and trains.
Cost for the evaluation of differences between options for this option, including ADA
upgrades, is $65,636.85.

This second option (see Proposed, next page) will keep the Swamp Creek and Western
Railroad Club's operations in place until such a time that Amtrak finds a need for their
express delivery service to take the space. The first phase denoted #2A. Option #2B
depicts an ultimate build -out. In the meantime however, Amtrak couldleep its operations
within the northern portion of the building without sacrificing functionality.
The baggage room in Option #2A enlarges to accommodate the necessary wagons and
carts, and has room for a small parcel checking area, adjacent to the ticketing area. An
additional door in this room provides easier access to trains.
The second phase of Option #2 (B) will replace the Swamp Creek and Western Railroad
Club with the operations of the express deliver service. In order to do so, the existing
mechanical room will need to shift to the east side of the building. Thiswill allow the
motorized Cushman to operate between both space.- Being the only change required to
accomplish the later phase, the costs associated with this scheme are relatively loud.
Cost for the evaluation of differences between options (an early comparative cost
estimate) of this option is $ 52,528.27. The total cost of Option 2A is $132,767.27. With
additional Landscaping required by Edmonds' Architectural Design Board, the cost to
construct is $159,528. -

Recommendations
After a detailed analysis of the Edmonds rail station, several recommendations for site and
building renovation are apparent.' The site issues of parking areas, pedestrian access, and
auto circulation can be solved by restriping the asphalt. With walking surfaces, auto drop-
off zones, disabled persons' parking, and auto-ro*utes clearly delineated, the movement
through and use of the site can be more efficient and easier to use without sacrificing
parking stalls. Pedestrian access from west of Railroad Avenue and the current bus stop
will continue to be a problem. Given a five-year outlook of use at the site, a pedestrian
overpass is not feasible or cost effective. A new disabled persons' ramp is required from
the north end of the platform to the parking area. Concrete leveling at both entry
thresholds is also required. A new pedestrian covered shelter extending from the station
to the platform should be considered for protection during inclement weather.
The recommended actions for work on the exterior envelope of the building are patching
wom roof areas, and replacement of doors and windows with insulated and weather-
stripped assemblies where necessary due to the new layout.
This detailed analysis recommends construction of Option #2, shown here as Proposed.
This option would keep in place the model railroad club until such a time that Amtrak
requires this space.

Interior
The interior of the rail station is in adequate condition to consider renovation. With some
changes to accommodate Amtrak and Americans with Disabilities Act (ADA) needs, the
building will perform usefully for five years. There is new layout of spaces derived from
the previously denoted Option 2. See Proposed Floor Plan on the previous page. This
includes a new disabled persons' unisex restro I om, minor heating system improvements,
and a new floor in the spaces occupied by the public. New interior walls are necessary in
some locations in order to accommodate new program requkements for Amtrak. These
renovations have little impact on the structure of the building and are designed to have the
same finish as adjacent wall surfaces. The'baggage room is expanded to accommodate
three baggage wagons and a Cushman for pulling the wagons. In addition, this space
could have an area set aside for passengers who need to temporarily check their luggage.
Sinking fill over the years beneath the building has caused the floor to settle as much as
eight inches in the middle. This has not sacrificed the integrity of the exterior structure
and is no threat to public safety, but interior walls have become detached at the floor and
ceiling. A new floor is necessary. This will be accomplished by laying down tapered
sleepers with wood decking in publicly accessible areas, but not including the Baggage
Room or the Swamp Creek and Western Railroad Club area. The interior walls will be
shored up, patched and painted or, in one case, may be removed and replaced entirely.
ADA requirements call for leveling of the exterior entry landings to the height of the
interior finished floor. This is accomplished with a new landing and appropriate
thresholds.
A new unisex, disabled persons' restroom is required by ADA and a diapering table is
provided in that room.
The only space that is reduced in size is the ticketing area. This area would require new
millwork, countertops, desks and a baggage pass with an integral scale. The waiting area
is expanded, making room for lines at the ticket counter. This also eliminates conflicts
with people who are waiting for trains versus those waiting for tickets. There is space for
additional seating in this area.

south end of the lot to compensate for the spaces taken away by the drop-off area.
Travelers arriving by bus now have to walk a block to a pedestrian, crosswalk or cross the
tracks on foot to get to the platform. Burlington Northern (BN) is reticent to prevent
pedestrian movement across the tracks with a fence because this may also - prevent a
person inside the fence from escaping if necessary. BN is also reticent to have a crosswalk
at that location as it would encourage use of that dangerous route. Improved pedestrian
walkways through the parking lot now facilitate the link to the crosswalk, making that
option more attractive. Another alternative would be to build an overhead pedestrian
bridge. This alternative is cost prohibitive for the planned life span.
Another pedestrian access issue is the walking distance from Dayton and Main Streets to
the station. This is improved by having clearly marked pedestrian ways through the
parking lots.
The site currently does not conform with disabled access codes. The ADA requires that
public access barriers be dealt with immediately. To bring the site into compliance, a ramp
with appropriate slope must be constructed that provides access from the parking lot to
the finished floor level of the station. This is accomplished at the Northwest comer of the
building near the door to the platform and closes to disabled parking. This new ramp
satisfles the site requirements of ADA.

based on mid- 1993 dollars and the proposed site and building changes described here.
