The purpose of this examination was to evaluate whether the existing structure meets the intent of Chapter 70 of the Uniform Building Code and if not, to provide recommendations for remedial measures. Our observations, conclusions and recommendations are as follows: OBSERVATIONS The existing 10 to 11 foot high crib wall system consists of three tiers constructed of treated railroad ties. The lower tiers are 4 feet in height and the top tier is a maximum of 3 feet high on the north end. The bottom tier is located 5 to 6 feet west of the residence and each tier is stepped back to 3-1/2 to 4-1/2 feet behind the tier below. The upper and lower tiers are tipped out slightly and the mid level tier is battered I to 2 inches into the backfill. The backfill material consists of loose gravelly, silty sand which appears to 903 - 5TH AVENUE KIRKLAND, WASHINGTON 98033 (206) 827-7701 originate from the site. The bottom tier appears to be founded on or near dense, natural sediments. The mid -level tier is resting on 1 to 4 feet of loose backfill material and the upper tier is resting on 1 to 3 feet of loose fill material. The natural sediments exposed in the cut face above the crib wall and probed beneath the surficial soils at the base of the wall consist of dense, silty sand with some gravel. It appears that the original cut into the hillside approached a steepness of 1/2H:lV (Horizontal:Vertical) There were no indications of instability of the slope or groundwater seepage emerging from the crib wall area. ANALYSIS AND RECOMMENDATIONS The natural sediments exposed in the cut are capable of standing at a near vertical inclination provided they are protected from erosion and freeze -thaw action on the cut face. Therefore, the existing crib wall is not functioning as and does need to function as, a slope retaining structure, but must be capable of supporting the weight of the retained backfill. The crib wall will provide the necessary erosion and freeze - thaw protection for the covered portion of the slope provided that it remains in place. Therefore, the wall was analyzed for its overturning and lateral sliding stability under the gravitational forces acting on the mass of the retained backfill material. Our analysis indicated that the upper and lower tiers require additional support or other remedial measures to reduce the risk of a wall failure. To provide additional support for the lower tier, we recommend that small soldier piles be installed in front of the existing wall. As per Scott Douglas, S.E., of Douglas Engineering, the soldier piles should consist of 8-1/2-foot long W6X12 steel beam sections spaced 6 feet on center and embedded 4-1/2 feet below existing grade. The piles should be set in holes with a minimum diameter of 1 foot and filled with minimum 2000 pounds per square inch concrete. Since it would be difficult to set the piles directly against the existing crib wall, they may be positioned away from the wall and then later encased in 2 concrete to fill the gap. To verify that the piles are properly embedded into dense natural sediments and are installed in accordance with the intent of this letter, it is recommended that Associated Earth Sciences, Inc. periodically inspect the pile installation. To reduce the possibility of overturning, we recommend that.the north half of the upper tier be lowered by removing the top two layers of railroad ties. The upper backfill should then be regraded/removed to match the new crib height. To provide erosion protection for the exposed cut slopes, we recommend that a vegetative cover be established as soon as possible. The ground cover may consist of grass, ivy or other similar plants. Temporary erosion protection may be necessary until permanent vegetation can be established. Temporary protection may be provided by covering the area with straw. if possible, depending on property line locations and/or agreements with upslope neighbors, it would also be advantageous to establish an interceptor drain at the top of the slope to intercept sheet flow surface water before it reaches the slope. The intercepted water should then be tightlined to the bottom of the slope and into the site storm drainage system. Due to the presence of 1 to 4 f eet of loose, f ill material beneath both of the upper tiers, it is anticipated that some long term settlement will occur. Provided that the remedial measures presented in this letter are implemented, it is our opinion that the settlement will not cause the wall to fail but it is expected to be a potential maintenance item. Implementation of the herein recommended measures will bring the crib wall in compliance with the intent of Chapter 7.0 of the UBC. It must be recognized that some risk is inherent with construction on or near slopes, and that no amount of engineering can eliminate this risk. Our observations, analysis and recommendations are offered solely as a means to identify and reduce the risk to the owner. (AESI) has performed and completed inspection services for the remedial construction measures which you have implemented on the crib wall at the above noted single family residence. These remedial measures were recommended to you in our previous report, dated 18 April 1988, and entitled Crib Wall Evaluation and Recommendations. Based on our random inspection of the construction it appears that all the soldier piles were of proper diameter, attained proper embedment, are in contact with the lower tier and contained the proper size and length of steel beam. Therefore, they should provide suitable retention for the lower tier of the crib wall. In addition, the upper tier on the north end has been lowered in height, the slope area has been planted with grass seed and some english ivy plants, and an interceptor drain has been placed on the slope near the interface of the natural sediments and crib wall backfill. All of these items were performed in accordance with our previous recommendations. The above items meet with our recommendations and should provide suitable protection for the crib wall structure. The interceptor drain must be regularly maintained at frequent intervals until the slope becomes adequately revegetated to slow erosion and sedimentation into the drain.
