WOODRIDGE APARTMENTS
Per direction of Mayor Harrison, the attached letter from Kase Vanden
Ende, P.E. is to be accepted as evidence of adequate testing of the
northernmost sidewalk at the Woodridge Apartment site and the bond is
to be released accordingly.
In regard to the necessary repair of the street paving and replacement
of the broken sidewalk segment, a satisfactory arrangement has been made
with Walcker Homes. Bobby Mills, Street Division Supervisor, has agreed
to perform the required work and has estimated the cost at $550.00.
Dennis Walker has posted a check as Security Deposit (Receipt # 2966) in
the amount of $550.00 to cover the cost of this work.
Based upon resolution of the two foregoing items, the presently held bond
may be released.

Reference your letter dated April 5, 1984 regarding the
Woodridge Apartments.
As I stated in my letter dated January 5, 1983, the de-
veloper paid our Public Works Department to complete the side-
walk and repair the street adjacent to the project. To my knowl-
edge, there was never any City -imposed requirement for the ex-
tension of the sidewalk across the front of the Wright.property.
I agree that the construction of the sidewalk would be beneficial,
but to my knowledge, the City has no authority to require JEDCO to
construct it.
The requirement to install the sidewalk is under the juris-
diction of the Public Works and Planning Departments. I am for-
warding a copy of your letter to both departments for their con-
sideration.

Dear Mr. Adams:
Re: Woodridge Apartments, 21010 83rd Ave. W.
Please find enclosed past corespondence I have had with you over the
above referenced project. I am very greatful the city is taking care
of the drainage problem on 83rd Ave. W., by adding a catch basin.
I still have a question about the agreement between Mrs. '.fright (778 - 4633)
and JEDCO (Walcker) Construction, regarding the construction and extension
of a new sidewalk between the southwest corner of the apartment site,
westerly to woodlake drive. Walcker told Mrs. Wright he would put in
new sidewalk paving across the front of her house in the public right of
way. This has never been done, and was part of the agreement. Since
there is pedistrian traffic from the apartments to the neighborhood
shopping stores, it would be nice if this would be completed by the City.
Since the City of Edmonds did receive a cash settlement from the developer
on this project; can't some of these funds go towards construction of
the above mentioned sidewalk?

We have been working with the developer and all of the discrep-

agreement between Jedco and Mr. Wright to extend the sidewalk,
but I will check with the other members of the staff.
If the discrepancies are not corrected by November 13, 1981, or
I do not have a firm schedule from the developer for the correc-
tions, I plan to recommend that the matter be turned over to the
City Attorney for action.

It is obvious that the sidewalk at the Woodridge Apartments was
not constructed in accordance with the approved plan which was
submitted on December 18, 1981. Without additional information,
it is impossible to make any predictions regarding the stability
of the structure. Therefore, I recommend that the developer
either demolish the present structure and reconstruct in accor-
dance with the approved plans; or present a copy of the plans of
the structure as constructed and conduct a load test in accordance
with Section 2304, Section 2908, and Table 23 A of the Uniform
Building Code. As a minimum, we would accept a load test of a
uniform load of 500 PSF applied over the total structure for a 48-
hour period, with a settlement reading taken at 8 hours after the
initial loading; then at 20 hours, 32 hours, and 48 hours after
the initial loading. This would give a 40-hour period of continu-
ous load application after the initial settlement has taken place
in accordance with Method 3, Section 2908 (C) UBC.
If the results of the testing meets the specifications, and there
is no visible deterioration to the structure, I would recommend
that we accept the sidewalk and release any bond.
If the developer decides to proceed with the load testing, please
have his engineer submit a plan for the establishment of control
points and maintenance of same during the test.
We have received numerous complaints regarding the remaining paving
and drainage requirements for this project. It is my understanding
that the developer plans to correct all these deficiencies prior to
January 1, 1983.

UNIFORM BUILDING CODE
Vertical Load. The resistance to vertical loads is determined by the
allowable soil -bearing pressure set forth in Table No. 29-B.
2. Construction requirements: Backfill. The backfill in the annular
space around columns not embedded in poured footings shall be by one of
the following methods:
A. Backfill shall be of concrete with an ultimate strength of 2000
pounds per square inch at 28 days. The hole shall be not less than 4
inches larger than the diameter of the column at its bottom or 4
inches larger than the diagonal dimension of a square or rectangular
column.
B. Backfill shall be of clean sand. The sand shall be thoroughly
compacted by tamping in layers not more than 8 inches in depth.
3. Limitations. The design procedure outlined in this subsection shall be
subject to the following limitations:
The frictional resistance for retaining walls and slabs on silts and clays
shall be limited to one-half of the normal force imposed on the soil by the
weight of the footing or slab.
Posts embedded in earth shall not be used to provide lateral support for
structural or nonstructural materials such as plaster, masonry or concrete
unless bracing is provided that develops the limited deflection required.
(g) Grillage Footings. When grillage footings of structural steel shapes
are used on soils, they shall be completely embedded in concrete with at
least 6 inches on the bottom and at least 4 inches at all other points.
(h) Bleacher Footings. Footings for open air seating facilities shall com-
ply with Chapter 29.
EXCEPTION: Temporary open air portable bleachers as defined in Sec-
tion 3321 may be supported upon wood sills or steel plates placed directly
upon the ground surface, provided soil pressure does not exceed 1200 pounds
per square foot.
Piles —General Requirements
Sec. 2908. (a) General. Pile foundations shall be designed and installed
on the basis of a foundation investigation as defined in Section 2904 where
required by the building official.
The investigation and report provisions of Section 2905 shall be ex-
panded to include but not be limited to the following:
1. Recommended pile types and installed capacities.
Driving criteria.
Installation and field inspection procedures.
4. Pile load test requirements.

The use of piles not specifically mentioned in this chapter shall be per-
mitted, subject to the approval of the building official upon submission of
acceptable test data, calculations or other information relating to the
properties and load -carrying capacities of such piles.
(b) Determination of Allowable Loads. The allowable axial and lateral
loads on piles shall be determined by an approved formula, by load tests
or by a foundation investigation.
(c) Static Load Tests. When the allowable axial load of a single pile is
determined by a load test, one of the following methods shall be used:
Method 1. It shall not exceed 50 percent of the yield point under test
load. The yield point shall be defined as that point at which an increase in
load produces a disproportionate increase in settlement.

(d) Column Action. All piles standing unbraced in air, water or
material not capable of lateral support, shall conform with the applicable
column formula as specified in this code. Such piles driven into firm
ground may be considered fixed and laterally supported at 5 feet below the
ground surface and in soft material at 10 feet below the ground surface
unless otherwise prescribed by the building official after a foundation in-
vestigation by an approved agency.
(e) Group Action. Consideration shall be given to the reduction of
allowable pile load when piles are placed in groups. Where soil conditions
make such load reductions advisable or necessary, the allowable axial load
determined fora single pile shall be reduced by any rational method or
formula approved by the building official.
(f) Piles in Subsiding Areas. Where piles are driven through subsiding
fills or other subsiding strata and derive support from underlying firmer
materials, consideration shall be given to the downward frictional forces
which may be imposed on the piles by the subsiding upper strata.
Where the influence of subsiding fills is considered as imposing loads on
the pile, the allowable stresses specified in this chapter may be increased if
satisfactory substantiating data are submitted.
(g) Jetting. Jetting shall not be used except where and as specifically
permitted by the building official. When used, jetting shall be carried out
in such a manner that the carrying capacity of existing piles and structures
shall not be impaired. After withdrawal of the jet, piles shall be driven
down until the required resistance is obtained.
(h) Protection of Pile Materials. Where the boring records of site condi-
tions indicate possible deleterious action on pile materials because of soil
constituents, changing water levels or other factors, such materials shall be

Pat Wilson and I checked the concrete foundation for the side-
walk at the subject location. It is evident that .the structure
was not constructed in accordance with the approved plan. In
addition, the approved plan states that his engineer will inspect
the augering and placing of the concrete; we inquired of his engi-
neer and no inspection was conducted.
We also required that this office be notified and approve the
depth of the augering and placement of the concrete. We received
no notification prior to augering or the placement of concrete.
I recommend that the developer have his engineer contact me to dis-
cuss possible methods to correct the situation or have the developer
remove all existing concrete and construct the structure in accor-
dance with the approved plan.

Reference your letter dated April 5, 1984 regarding the
Woodridge Apartments.
As I stated in my letter dated January 5, 1983, the de-
veloper paid our Public Works Department to complete the side-
walk and repair the street adjacent to the project. To my knowl-
edge, there was never any City -imposed requirement for the ex-
tension of the sidewalk across the front of the Wright property.
I agree that the construction of the sidewalk would be beneficial,
but to my knowledge, the City has no authority to require JEDCO to
construct it.
The requirement to install the sidewalk is under the juris-
diction of the Public Works and Planning Departments. I am for-
warding a copy of your letter to both departments for their con-
sideration.
If you have any further questions regarding the sidewalk or
pavement, please call Bobby Mills, Public Works Superintendent, at
771-3202.

Please find enclosed past corespondence I have had with you over the
above referenced project. I am -very greatful the city is taking care
of the drainage problem on 83rd Ave. id., by adding a catch basin.
I still have a question about the agreement between Mrs. Wright (778 - 4633)
and JEDCO (Walcker) Construction, regarding the construction and extension
of a new sidewalk between the southwest corner of the apartment site,
westerly to woodlake drive. Walcker told Mrs. Wright he would put in
new sidewalk paving across the front of her house in the public right of
way. This has never been done, and was part of the agreement, Since
there is pedistrian traffic from the apartments to the neighborhood
shopping stores, it would be nice if this would be completed by the City.
Since the City of Edmonds did receive a cash settlement from the developer
on this project; can't some of these funds go towards construction of
the above mentioned sidewalk?

future reference. The apartment complex has been completed almost a year now
and these discrepencies have not been taken care of. The side walk is in sad
shape and settling towards the ravine. There continues to be alot of standing
water along the curbs, which is splashed up on pedistrians walking,along the
sidewalk. There was an agreement between JEDCO and Mr. Howard Wright about
extending the sidewalk from the southeast corner of the apt. complex westerly
to the corner of Woodlake Dr. this hasn't been done.

find that several items previously noted.have not�,been completed.
These include, but are not necessarily limited to,the following:
repaving of the deteriorated sidewalk: and driveway aprons; repair
of the fence and stabilization of the bank adjacent to'the north
sidewalk; correction of the drainage to eliminate ponding on
83rd Avenue West; removal and replacement of the dead or dying
landscape materials.
Please make necessary corrections or notify us by November 13, 1981,of
a firm schedule for their completion.
