I am in receipt of a letter from Mr. Noel F. Miller, P.E., and would like to express
my surprise and disappointment regarding the content of his letter (enclosed) as follows:
1. 1 have been a resident of Shell Park 11 for 15 years and have paid taxes to the City of
Edmonds for services from the City including public safety and public works. My
disappointment stems from the fact that the letter seems to take a rather cavalier
attitude toward the residents of Shell Park 11.
2. From the beginning, I felt Pioneer Way was poorly engineered and would cause
problems in the event of snow, so before I purchased my home I contacted the City
(1983) and was informed that the City had plans for a future egress by the extending
of Pioneer Way to Main Street. Based on that information, I purchased my home.
3. The letter states that our mail will be held at the Post Off ice. Has consideration been
given to potential mail delivery of medication for those who are not able to leave their
residence? What plans have been made by the City for delivery of medication?
4. Has attention been given to the potential "safety hazard" which is posed by trying to
walk out of Shell Park II? Have those responsible for this letter ever tried to traverse
Pioneer Way or Yost Park during a heavy snowfall?
5. It was suggested to park vehicles on Bowdoin. During past snowfalls, some vehicles
suffered from vandalism while parked on Bowdoin or in Yost. Is the City prepared to
pay for these acts of vandalism?

6. 1 note that the City "will not open the gate access through Yost Park except in cases
of emergency." In the last 15 years I have never seen an emergency vehicle, i.e.,
life support or fire truck, make a trial run through Yost Park during a snowfall to
ensure they can navigate the road in the event of a life -threatening crisis. I question
whether some emergency vehicles would be able to drive through Yost Park during
this type of weather.
7. Last year a gentleman living in Shelf Park 11 died of a heart attack when the weather
allowed an emergency vehicle access. If an emergency vehicle were unable to
respond due to closure of this area, has the City given thought to the fact that it
might be sued for 'Wrongful death" because the citizens of this area are paying for
public safety services they are not receiving?
8. The City continued to allow development of this area and accepted the fees for this
development. This egress should have been addressed long before the City is
threatened by a weather alert for exceptional snowfall.
I understand the residents of Pioneer Way adamantly oppose extending Pioneer
Way to Main Street. However, my home was built long before the particular area slated
for another egress was developed and I was given assurance that there �ndeed would
be extension of Pioneer Way to Main Street. I would now like to see the City follow
through with that assurance.
Has any thought been given to developing this extension with a gate which would
be open only during snow or inclement weather (frostfice) which makes the "Pioneer
Way Hill" impossible to access? Because members of my family, as well as myself,
have played bumper car trying to navigate Pioneer Way during inclement weather and
have sustained damage to two vehicles, I would like to unequivocally state that I feel
another egress out of Shell Park 11 is desperately needed.

Dear Shell Valley Resident:
As you may have previously heard, the U.S. Weather Service forecasts greater
than average snowfall for this coming winter in the Puget Sound region. When
snowfall occurs, it has been necessary in the past for the City to close Pioneer
Way, the only vehicle access to your neighborhood, because of significant safety
concerns.
To avoid inconvenience resulting from potential safety closures, please heed the
weather forecast when there is a possibility of snow. If there is any chance that
you may need your vehicle when Pioneer Way is closed, please park it along
Bowdoin Way. The City does not plan on opening the gate access through Yost
Park except in cases of emergency. This is also for safety reasons. Your mail will
be held for you for pickup at the Edmonds Post Office located at 2 nd Avenue and
Main Street.
A potential solution to eliminate this inconvenience is extending of Pioneer Way
with future development between the existing end of Pioneer Way and Main
Street. Please contact, Jim Walker, P.E., City Engineer at 771-0220 or myself at
771-0235 if you have any opinions you want to share with us about this idea.
Attached is a copy of our suggested "storm survivor kit" for your business or
residence. Having these items close at hand during a storm will also keep your
property safe.
