Per our discussion this morning at the counter regarding the latest preliminary floor plans
for this project, we have the following comments with regards to the exit court and
accessibility:
• WAC 1107. 1.1 requires that "...when parking lots or garage facilities are
provided, accessible parking spaces shall be provided in accordance with Table
11-F.". Therefore, since parking is provide on the garage level for the office
spaces, accessible parking must be provided for that office parking, and must be
located ... on the shortest possible accessible route of travel to an accessible
building entrance. The accessible route of travel cannot be routed down the alley
since it is directly in the path of vehicle travel which is prohibited under WAC
1107.1.6. Since the building exceeds 3000 sqft. and requires an elevator, the
accessible building entrance for this level would be the elevator.
• Based on the total number of parking spaces on site, an additional barrier free
parking space is required and must be provided near the elevator, since it is the
accessible entrance to the building for this floor. WAC 1107.1.6
0 An accessible route of travel must be provided from the sidewalk to the North
front entrance to the elevator accessing the residential floors. It appears that there
may be steps proposed at this entrance, which must be ramped or redesigned to
allow accessibility.
The exit court appears meet the requirements of UBC 1006.3.5. Based on our
discussion and your preliminary plans, it appears that part of the exit court
extends from the 2 d floor through the roof and maintains a minimum 10 foot
width open and unobstructed to the sky, and the remaining part of the exit court
extends from the main floor though the roof and maintains a minimum 10 foot
width open and unobstructed to the sky. The balconies/eaves/planter boxes on the
3rd floor must allow natural light to the habitable spaces located on the 2nd floor
as required by UBC 1203.4.3. When you submit for permit, please dimension all
eaves, exterior exit balconies, decks, and the actual open/unobstructed area of the

exit court for verification. The Building Official will require a covenant to be
signed by the property owners and recorded with the County Auditor stating that
the exit court must remain open an unobstructed and cannot be enclosed, roofed,
etc. for any reason.
• How will the deck and balconies on the 2 nd and 3 rd floors remain unobstructed as
the code requires? This could be included in the covenant.
• The access to two exits from the 2 nd and 3 d floor is interrupted by the exit court,
which will require an alternate design per UBC 104.2.8. With your permit
application, submit a request to the Building Official for alternate design approval
of your exiting scheme and state how it is equivalent to that prescribed by the
code in "...in suitability, strength, effectiveness, fire resistance, durability, safety
and sanitation.
• In order to determine exterior wall and opening protection for courts, an assumed
property line must be established, typically down the middle of the court. There
is particular concern of the exterior wall and opening protection on the B office
level. Openings are not permitted within 5 feet and must be protection within 10
feet of the assumed property line. Please show the assumed property line on your
plans when you submit for permit.
• As discussed at the counter, the dens are habitable spaces and must be minimum
natural light per UBC 1203. 1.

The subject pre -application drawings have been reviewed and listed below are major items of
concern that need to be addressed for ADB or during the design of the structure.

2. Dumpster area must meet the minimum sizing of 10'x 12' inside dimensions.
3. A double detector check valve assembly must be installed on the East interior wall of the
facility at the property line. The FDC and PIV cannot be installed in the City sidewalk but can
be installed in the planter area. A 3' minimum clearance is required between them.
4. The sidewalk within the City right-of-way shall be standard concrete.
5. The alley shall be paved full width from the N. property line to Bell St..
6. A street disruption fee will be assessed for street cuts on 5 th Ave. The amount of disruption
fee shall calculated when construction drawings are submitted.
7. An encroachment permit will be required for building/permanent canopy overhangs within the
City right-of-way.
8. Building structure shall not overhang into the alley.
9. Building scuppers shall connect to the detention system and shall not be allowed to free flow
onto the right-of-way or onto private property.
10. Traffic control and staging area plans will be required.
11. Grade of alley shall not modified to the extent as shown on the W. elevation. Regrading of
alley and adjacent driveways may be required to insure a smoother grade than depicted on the
drawings.

Fire -Flow and Hydrants
Fire -flow calculations indicate that fire protection needs are met by existing hydrants.
No additional hydrants will be required for fire protection service. 97 UFC Appendix 111-A

Fire flow requirement for building has been reduced 50% with proposed installation of
UBC Standard 9-3 / NFPA 13R automatic sprinkler system. No additional hydrants will
be required for fire protection service. 97 UFC Appendix 111-A 5.2
Fire Sprinkler
Make submittal for fire sprinkler system installation permit. Provide three copies of
plans, hydraulic calculations and specifications for pipe, sprinklers, hangers, and system
appurtenances for review. 97 UFC 1001.3
Fire connection permit is required. Underground design must be stamped by registered
PE or a Level III (WA) fire sprinkler contractor AND the installer must also stamp the
plans. The installer must be either Level III or Level "U" fire sprinkler contractor licensed
by the State. Provide three copies of plans showing all valves, vault location, post
indicating valve, fire department connection and piping to include size and material,
hydraulic calculations, thrust blocking with calculations, pipe bury depth and any and all
other materials used. RCW 18.160.070
All sprinkler work shall be performed by a contractor licensed for servicing and installing
sprinkler systems. Provide evidence of Washington State underground and sprinkler
contractor license for installation of underground sprinkler water supply and automatic
sprinkler systems, as applicable.

UBC Standard 9-1 system is required in all S-3, and U-1 occupancies greater than 500
square feet ("outside dwelling units"), areas of R-1 occupancies with 5 or more units.
Floor to ceiling space of attached U-1 and S-3 compartments which are unheated shall
be of adequate height to accommodate upright heads for a dry -pipe sprinkler system;
dry pendant heads; or provide sufficient insulation to maintain 40 degrees F. for a wet -
pipe sprinkler system. UBC Standard 9-1 4-6.4
Fire Alarm
Provide submittal for manual and automatic fire alarm system installation permit.
Include three copies of plans, battery calculations and specifications for all equipment
for review. 97 UFC 1001.3
Fire alarm design and installation shall be per UFC 1007.2.12.10 (WAC 51-44 UFC),
UFC 1007.3 and LIFC Standards 10-2.
Fire Alarm shall be monitored by an approved central, proprietary or remote station.

Provide a fire emergency guide which describes the location, function and use of all fire -
protection equipment and appliances accessible to tenants, including fire alarm
systems, single -station smoke detectors and portable fire extinguishers. The guide shall
also include an emergency evacuation plan for each dwelling unit. 97 UFC 1303.3.5.3

Thank you for scheduling a pre -application meeting. It should assist in
processing your application. From a planning perspective, your proposal will
require the following:
1. Architectural Design Board (ADB) Application. Refer to the Major Project
Application handout which details the submittal requirements. You will also
need the following handouts:
• Application Form.
• Adeacent Property Owners List.
• SEPA. Environmental Checklist.
• Landscaping Requirements.
• Critical Areas Checklist. Applicable to 207 5 th Av N only.
o Design Guidelines. The property is located within the Downtown
Activity Center and the Pedestrian Oriented Commercial designations.
Please refer to pages 20-28 of the Design Guidelines.
2. Application Materials. Based on review of your preapplication materials.,
please consider the following when submitting your ADB Application.
Height Calculations. Refer to the handout provided by the Building
Division.
• ROW Encroachment. Please refer to the enclosed ECDC 18.70.
Encroachment into the city's right-of-way is allowed, but you must
provide some public benefits in trade. Specifically address this with
your ADB application.
• Design Detail. With your application, please provide a colored
rendering and/or color samples, eight copies of each.
Lighting. Please include a lighting plan and a detail of the fixture(s) to
be used.

Landscaping. Please submit a detailed landscaping plan. The
requirements are listed in the Landscape handout. Street trees will also
be required.
5kns. This is optional, but if want to include signs as a part of your
proposal, please refer to the Commercial Signs handout.
3. Lot Line Adoustment Application. Ultimately a lot line adjustment must be
done to combine the two lots. This must be done prior to framing inspection.
Refer to the enclosed handout.
4. Fees. The fees will be calculated as follows:
