I have had the opportunity to visit the site, review the environmental checklist, site plan, building
plans, and trip generation report which have been prepared for the project. A copy of these
documents are filed in the official file for this permit.
Based on my review of all available information and adopted policies of the City, I recommend
that a mitigated determination of nonsign'ificance be issued for the project.
The subject property is located within a transportation study area. The study, known as the Bell -
Walker College Place Transportation study, indicates that the addition of new vehicle trips
within its boundaries create specific impacts. The Study also outlines mitigations that sh - ould be
required within the transportation study area. 'In this case, the number of trips generated was
determined by a trip generation study submitted by the applicant. The City has adopted the
College Place Transportation Study Aiea as.an Environmentally Sensitive area, and has adopted
the findings of this study as policy.
Based on my review of all information and adopted policies of the City, I am recommending that
the proposal be changed or, clarified to include the following mitigating measures so that a
Mitigated Determination of Nonsignificance (MDNS) can be issued.
Recommended Mitigation Measures:
I Based on the college place trip mitigation ordinance, and the number of daily trips
projected by the traffic report submitted by the applicant, a traffic mitigation fee of
$8,492.00 is required for the proposed project. The applicant paid $1,023.00 at the time of

frontage improvements to 72nd avenue west, which may be deducted from the required
payment of the proposed project. Therefore a total mitigation fee of $7,469.00 must be

This recommendation is based on adopted policies of the City as found in the Edmonds
Community Development Code (ECDC). Specifically, the following apply:

These policies directly support the above mentioned mitigation measures and require these
measures in order to fully mitigate the impacts created by the proposal. Should you have any

11. It will include an addition of approximately 50 dog runs
used for boarding dogs. It will include a remodeling of
32 dog houses and an addition to our present grooming area.
It will also include a building for covered parking, of-
fices, shop, and storage. Approximately 3,000 square foot-

line between lots 3 and 4.
Noise
2. This site has been used as a dog kennel for almost 35
years.. Consequently, there has been a noise level associ-
ated with this site for 35 years.-
3. This proposed project is not only to add new dog runs and
remodel old dog houses, but considerable consideration has
been put into the design to reduce the level of noise,.i.e.
dogs barking. To the west as the kennel is now constructed
there is approximately a 75 foot unobstructed area for
sound to escape to the west. I will be placing a building
on the west side so that it will block that noise. To
the north and south, I will add a second story above the
dog houses and that will keep the sound from carrying out
of the main kennel. The roof line on the north and south
.side will slope down instead of up as it is now. By build-
ing this 'way it will ke-ep the sound from going out. This
will greatly reduce the noise impact.
8. Land and Shoreline Use
a. Current use of this site is a dog and cat kennel. Immedi-
ately to.the west is a light industrial mall with light in-
dustrial businesses. To the northwest is a roofing com-
pany. To the north is a septic tank builder.and a jani-
torial service which maunufacturers floor cleaning equip-
ment. To the east is the Edmonds Public Works. To the
south is a mini mart,.and two.lighting manufacturers.
C. There are three distinct structures on the site. The ken-
nel which is concrete flooring and chain link fencing.
The dog houses are poured walls with heat in the floor. All
runs and dog houses are covered. Second building is a wood
frame.that holds the gr . ooming and reception area. Third

DEVELOPER MITIGATION,
General
The use of developer funded traffic impact mitigation measures has become a necessary
has, approached the point of development that will require developers to provide traf n
component of transportation Planning activities in recent years. The City of Edmo ds
impact mitigation in order to maintain acceptable traffic operations on the city str fic
system. Three Possible mitigation scenarios are discussed in this report as possi eet
Policy for the City of Edmonds to ble
,adopt in the interest of preserving and Providing
an efficient, safe and affordable transportation system.
Transportation Impact Fees
The process of "charging" developers for the impacts their Projects have o*n the
transportation system has become an increasing viable method of allocating improvement
costs fairly over a wide area. Impact fees are commonly assessed based on peak hour
trip generation of the development and are used to fund immediate or future projects
-required to mitigate the developer's impacts to- the adjacent street system. Los
Angeles County, California has established a one—time traffic impact fee o �'2,010
per peak hour trip generated for new developments. The fee is depositedf into a
transportation trust fund and is used area —wide to provide improvements * as needed.
Montgomery County, Maryland requires a similar fee, but requires annual payments to
cover 20—year construction bonds for required projects. Again, the fee is based on
peak hour trip generation. Dallas, Texas uses a flat rate . fee of $0.50 per square
foot of development. While simpler to establish than f ees based oa trip generation,
it is nof as equitable due to the wide range of trip generation characteristics
attributable to a given square foot.of development.
The it cost per trip" factor calculated for use in the project prioritization section
of this report,could also be used to establish a cost per peak hour trip impact fee
for the College Place Traffic Study study area. The type of improvements to the street
system can be divided into those that primarily serve the immediate area (local
streets) and those that are improvemeats to the arterial streets and serve the
entire area. The costs for local streets would be totally the responsibility of
the study area. The arterial street improvement costs would be shared ba'ged on the
contributed traffic volume. The fee is determined as follows:

With the proposed expansion of Adix Kennels, the Engineering Department required a trip
generation analysis to determine daily peak hour trips for the purpose of assessing the required
College Place mitigation fees. Based on the College Place trip generation results, the total 0
mitigation fee comes to $8492. Of this total, Mr. Adix. paid $1023 for frontage site
improvements when the 72nd Ave. Street Improvements Project was done. Since a portion of
the mi itigation fees have been paid, the remaining $7469 must be collected prior to or at issuance
of the building permit.

Dear Mr. Bissell:
This letter documents the trip generation analysis conducted for the proposed Adix Bed
and Bath for Dogs and Cats kennel facility expansion in Edmonds, Washington. The
project site is located on the west side of 72nd Avenue West just north of 212th Street
SW. The expansion would increase the existing 60 runs to a total of 90 runs.
Since there are no published trip rates for kennel/run facilities —such as the proposed
project —a traffic count was conducted at the existing site to estimate the trip rates for the
expansion.
The traffic count was performed at the driveway of the existing facility from 11:15am
(Tuesday, February 20th) to 5:15pm (Wednesday, February 21st). An average daily rate
of 178 trips per day (89 inbound and 89 outbound) was determined for theexisting 60
runs or 2.97 trips.per -run. An average of 22 trips per hour (I I inbound and I I outbound)
occurred during the p.m. peak hour for the existing 60 runs, which converts to a peak
hour trip rate of 0.37 trips per run.
Based on the trip rates, the proposed kennel expansion of 30 additional runs will generate
89 average daily trips to the site with 11 trips occurring during the p.m. peak hour
(6 inbound and 5 outbound). As the existing kennel facility was found to generate 178
average daily trips and 22 p.m. peak hour trips, the expanded kennel facility will generate
a total of 267 average daily trips and 33 p.m. peak hour trips, as shown in Table 1.

This letter responds to your request for trip distribution information regaTding the proposed Adix
Kennels expansion project in Edmonds, Washington.
Based on our review of the -trip generation of the project and the market wea that is identified for
this project, it is estimated that 75 percent ofthe project trips would be destined to and from the
west of the project site and 25 percent destined to and from the State highway to the east,
With a projected total of 11 p.rn. peak hour trips, an ostimated 3 p.m, peak trips (I I trips x 25%)
would occur at the State highway intersection of SR-99/212th Street SW. There are no State
highway intersections impacted'by ten or more trips during the p,nL peak- hour, therefore, no
ajWysis or mitigation is required basedon WSDOT traffic analysis guidelines. There are also no
site driveways that directly acc;ess a State highway.
The City of Edmonds has concurred with these findings with an approval for development of this
project with an agreement of mitigation payments to the City in excess of $8,000 for
transportation improvements in the College Place study area.

INTRODUCTION
This report provides the basis for the detention design for improvements proposed for
the subject property. The design is based on the City of Edmonds Storm Water
Management ordinance No. 3013 effective 3/31/95. Detention is proposed for only the
new developed area proposed by this project. Most of the site will remain substantially
unchanged --the proposal only adds new roof area and a small amount of driveway
area. The ordinance requires post -development runoff rates to match the
predevelopment runoff rates for the 2-year, 1 0-year and 1 00-year 24-hour storms.
However, due to the small size of the development area attaining the 2-year rate may,
not be possible with the minimum practicable orifice size.
This calculation assumes:
The assumed "existing" condition for establishing allowable release rates is Y2
1/2meadow,
young second growth forest and with a resulting average SCS curve
number of 83.
Soil type is assumed to.be Alderwood Urban Land, hydrologic group C, based on
the SCS soil survey.
the developed condition of the affected area to be 100 percent impervious, and
the remainder grass lawn, with a post -development curve number of 98.

No detention is proposed for existing impervious development which will remain
unchanged.
The site has no significant tributary offsite areas, and no bypass calculation is
considered necessary.
The times of concentration for the predeveloped and post -developed condition
are assumed to be 15 minutes and 1 minute respectively. These are somewhat
arbitrary, but reflect the very small size of the property.
Rainfall characteristics include a hydrographic shape of an SCS Type 1A storm,
and total precipitation (interpolated from SCS isopluvial charts) as follows:

1 0-year 24-hour storm 2.0 inches
2-year 24-hour storm 1.5 inches
The total estimated new impervious area is 7,500 sf, or 0.17 acres. In the
calculations this has been rounded up to 0.2 acres. All of the new roof area will
be connected to the drainage system. The actual area draining to the detention
system will be a combination of new and existing roof area adding up to at least
7,500 sf, but no more than 9,000 sf.

performance. The software used is Waterworks release 2.8, a commercially available

This letter documents the trip generation analysis conducted for the proposed Adix Bed
and Bath for Dogs and Cats kennel facility expansion in Edmonds, Washington. The
project site, is located on the west side of 72nd Avenue West just north of 212th Street
SW. The expansion would increase the existing 60 runs to a total of 90 runs.
Since there are no published trip rates for kennel/run facilities —such, as the proposed
project —a traffic count was conducted at the existing site to estimate the trip rates for the
expansion.
The traffic count was performed at the driveway of the existing facility from 11:15am
(Tuesday, February 20th) to 5:15pm (Wednesday, February 21st). An average daily rate
of 178 trips per day (89 inbound and 89 outbound) was determined for the existing 60
runs or 2.97 trips per run. An average of 22 trips per hour (I I inbound and I I outbound)
occurred during the p.m. peak hour for the existing 60 runs, which converts to a- peak
hour trip rate of 0.37 trips per run.
Based on the trip rates, the proposed kennel expansion of 30 additional runs will generate
89 average daily trips to the site with 11 trips occurring during the p.m. peak hour
(6 inbound and 5 outbound). As the existing kennel facility was found to generate 178
average daily trips and 22 p.m. peak hour trips, the expanded kennel facility will generate
a total of 267 average daily trips and 33 p.m. peak hour trips, as shown in Table 1.

The following comments apply to the submittals:
ADB-95-050- Stormwater amendments that will comply with Ordinance 3013 will be required. A
site plan that has been stamped by a Professional Engineer will be required to be
submitted and approved by the City Engineer prior to construction.
ADB-95-074- The Engineering Division will not be responsible for errors incurred as a result of
incomplete application packages submitted and accepted for final ADB approval.
Provide dimension for frontage improvements. Frontage improvements require
concrete sidewalks. Proposed sign is to be located on private property. Parking
and drive aisle dimensions must be shown. It appears that the drop-off area does
not meet ECDC requirements for width. Minimum of three foot radius clear area is
required around all fire hydrants. Stormwater amendments that will comply with
Ordinance 3013 will be required. A site plan that has been stamped by a
Professional Engineer will be required to be submitted and approved by the City
Engineer prior to construction. Parking areas on 188th St. S.W. will be required to
meet ECDC. Provide enhanced pedestrian access through parking area.
ADB-95-082- The Engineering Division will not be responsible for errors incurred as a result of
incomplete application packages submitted and accepted for final ADB approval.
This project was incomplete at the time of preliminary review, and no plans have
been submitted for final review.
ADB796-602- Additional requirements may be placed upon complete application submitted for final

required to be submitted and approved by the City Engineer prior to construction.
Gravel parking lot will be required to be paved. Parking plan will be required to

To follow up on ou . r discussion in January 1995, 1 understand that you would be relocating
the portable basketball hoop currently located on the sidewalk in front of your residence.
Presently, the hoop is erected towards the 72nd Avenue West pavement allowing children
to play in the street. Because of the amount of traffic on the street and the number of
children playing in the path of moving vehicles, the City requests that the portable hoop be
relocated on your private property. This is for you own liability protection as well as the
City's particularly in the event someone is injured by a moving vehicle.

Temporary erosion and sediment control plan
1 The Department of Ecology's small parcel minimum standards include (1) a
construction access route, (2) stabilization of denuded areas, (3) protection of
adjacent properties, and (4) maintenance of the above measures. The
temporary erosion and sediment control plan shall consist of the best
management practices specified below. Other measures may be required as
conditions warrant, or as directed by the engineer or inspector. TESCP
measures shall be installed and functioning prior to commencement of other
work.
2. Sediment barrier fencing shall be installed as necessary. Ditches and swales
carrying concentrated flows from the site shall have straw bale filter dams.
However, none are anticipated to be needed.
3. Earth disturbing activities shall be limited to the immediate area of the
construction. To the extent feasible, existing vegetation on the remainder of the
site shall be retained during construction to provide sediment filtering of
stormwater leaving the construction area.
4. Construction access will be via the proposed driveway or existing paved
surfaces. If used, the proposed driveway will have a layer of rock spalls to
reduce sediment transport.
5. All disturbed areas shall be stabilized at the completion of construction, by
seeding, mulching, or other approved stabilization measures, except areas
