ADB- 96-2 I have had the opportunity to visit the site, review the environmental checklist, site plan, building plans, and trip generation report which have been prepared for the project. A copy of these documents are filed in the official file for this permit. Based on my review of all available information and adopted policies of the City, I recommend that a mitigated determination of nonsign'ificance be issued for the project. The subject property is located within a transportation study area. The study, known as the Bell - Walker College Place Transportation study, indicates that the addition of new vehicle trips within its boundaries create specific impacts. The Study also outlines mitigations that sh - ould be required within the transportation study area. 'In this case, the number of trips generated was determined by a trip generation study submitted by the applicant. The City has adopted the College Place Transportation Study Aiea as.an Environmentally Sensitive area, and has adopted the findings of this study as policy. Based on my review of all information and adopted policies of the City, I am recommending that the proposal be changed or, clarified to include the following mitigating measures so that a Mitigated Determination of Nonsignificance (MDNS) can be issued. Recommended Mitigation Measures: I Based on the college place trip mitigation ordinance, and the number of daily trips projected by the traffic report submitted by the applicant, a traffic mitigation fee of $8,492.00 is required for the proposed project. The applicant paid $1,023.00 at the time of City of Edmo.nds'cze Planning Division ADB962A.DOC 12/0486. frontage improvements to 72nd avenue west, which may be deducted from the required payment of the proposed project. Therefore a total mitigation fee of $7,469.00 must be C) paid prior to the issuance of building pen -nits for the construction of the proposed project. This recommendation is based on adopted policies of the City as found in the Edmonds Community Development Code (ECDC). Specifically, the following apply: City of Edmonds Ordinance .2824, College Place Traffic Mitigation Ordinance. Los Angeles County, California has established a one—time traffic impact fee o �'2,010 per peak hour trip generated for new developments. The fee is depositedf into a transportation trust fund and is used area —wide to provide improvements * as needed. Montgomery County, Maryland requires a similar fee, but requires annual payments to cover 20—year construction bonds for required projects. Again, the fee is based on peak hour trip generation. Dallas, Texas uses a flat rate . fee of $0.50 per square foot of development. While simpler to establish than f ees based oa trip generation, it is nof as equitable due to the wide range of trip generation characteristics attributable to a given square foot.of development. The it cost per trip" factor calculated for use in the project prioritization section of this report,could also be used to establish a cost per peak hour trip impact fee for the College Place Traffic Study study area. The type of improvements to the street system can be divided into those that primarily serve the immediate area (local streets) and those that are improvemeats to the arterial streets and serve the entire area. ENGINEERING Dear Mr. Bissell: This letter documents the trip generation analysis conducted for the proposed Adix Bed and Bath for Dogs and Cats kennel facility expansion in Edmonds, Washington. The project site is located on the west side of 72nd Avenue West just north of 212th Street SW. The expansion would increase the existing 60 runs to a total of 90 runs. Since there are no published trip rates for kennel/run facilities —such as the proposed project —a traffic count was conducted at the existing site to estimate the trip rates for the expansion. The traffic count was performed at the driveway of the existing facility from 11:15am (Tuesday, February 20th) to 5:15pm (Wednesday, February 21st). An average daily rate of 178 trips per day (89 inbound and 89 outbound) was determined for theexisting 60 runs or 2.97 trips.per -run. An average of 22 trips per hour (I I inbound and I I outbound) occurred during the p.m. peak hour for the existing 60 runs, which converts to a peak hour trip rate of 0.37 trips per run. Based on the trip rates, the proposed kennel expansion of 30 additional runs will generate 89 average daily trips to the site with 11 trips occurring during the p.m. peak hour (6 inbound and 5 outbound). As the existing kennel facility was found to generate 178 average daily trips and 22 p.m. peak hour trips, the expanded kennel facility will generate a total of 267 average daily trips and 33 p.m. peak hour trips, as shown in Table 1. C 069 INTRODUCTION This report provides the basis for the detention design for improvements proposed for the subject property. The design is based on the City of Edmonds Storm Water Management ordinance No. 3013 effective 3/31/95. Detention is proposed for only the new developed area proposed by this project. Most of the site will remain substantially unchanged --the proposal only adds new roof area and a small amount of driveway area. The ordinance requires post -development runoff rates to match the predevelopment runoff rates for the 2-year, 1 0-year and 1 00-year 24-hour storms. However, due to the small size of the development area attaining the 2-year rate may, not be possible with the minimum practicable orifice size. This calculation assumes: The assumed "existing" condition for establishing allowable release rates is Y2 1/2meadow, young second growth forest and with a resulting average SCS curve number of 83. Soil type is assumed to.be Alderwood Urban Land, hydrologic group C, based on the SCS soil survey. the developed condition of the affected area to be 100 percent impervious, and the remainder grass lawn, with a post -development curve number of 98. ul� No detention is proposed for existing impervious development which will remain unchanged. The site has no significant tributary offsite areas, and no bypass calculation is considered necessary. The times of concentration for the predeveloped and post -developed condition are assumed to be 15 minutes and 1 minute respectively. These are somewhat arbitrary, but reflect the very small size of the property. Rainfall characteristics include a hydrographic shape of an SCS Type 1A storm, and total precipitation (interpolated from SCS isopluvial charts) as follows: 1 00-year 24-hour storm 3.0 inches 1 0-year 24-hour storm 2.0 inches 2-year 24-hour storm 1.5 inches The total estimated new impervious area is 7,500 sf, or 0.17 acres. In the calculations this has been rounded up to 0.2 acres. All of the new roof area will be connected to the drainage system. The actual area draining to the detention system will be a combination of new and existing roof area adding up to at least 7,500 sf, but no more than 9,000 sf.
