SUBJECT: FLOODING AT WISPY WILLOWS

As you requested, this letter is the result of our investigation of
the flooding at the subject condos. We found the surface of the water
behind 7907 - 211th Place to be at the same elevation as the water
behind your house. When we shot the surface of the water on the north
side of.the Wispy Willows condos, we found it to be 2.0 feet higher
than the water behind your house. This led me to believe that there
was an obstruction in the pipe that joins the two marshes. After
further investigation, we found that the outfall of the pipe (northerly
end) had become plugged with debris that had collected on a piece of
chicken wire.
Apparently, the new home owners were trying to keep a dog in their
backyard and fenced in the space between the culvert and their wood
fence. This was removed and the culvert is now draining again.
