The primary issue of concern is to address the storm drainage detention design for the on -site storm drainage run-off. IPROJECT DESCRIPTION Site location. The site is in section 20, Township 27, Range 4, W.M. The City has designated the site address to be 21104 70th Avenue W. The site has about 193 feet of frontage on 70th Avenue W. Site description. The site consists of a rectangular shaped lot, about 105 feet deep and 193 feet wide. Its long axis lies in the north -south direction. The area of the site is about 0.46 acres. The existing commercial business and parking lot on site has driveway access to 70th Avenue W. Topographically the site generally slopes from the high point along the north property line down to the southwest corner of the lot. From the SCS soils survey for Snohomish County, the on site soil is identified as Alderwood sandy gravelly loam, but the site has received a substantial amount of fill under previous permits issued by the City. Proposed project. The current proposal is to expand the existing parking lot. The expanded parking lot will be located on the south half of the site. The approximate size of the new pavement area is 76' x 104' for a total of 7,904 sf (0. 18 Ac.) A detention pipe is proposed to be installed under the new pavement area. All of the impervious surface from the new pavement area is proposed to be collected and detained in the detention pipe. One and a half foot of dead storage in the detention pipe is proposed to provide water quality treatment for the collected run-off. The discharge from the detention pipe will be to the existing 12" storm drainage system along the west side of,70th Avenue W. Storm water detention will be designed to the City of Edmonds standards. For a development under one acre and draining to a stream it is required to maintain the pre -developed condition peak runoff rate for the 2, 10 and 100 year, 24 hour design storms. Since the site drains southward toward Lake Ba inger a more stringent deten ion re ease is required, which limits the release of the 10 and 100 year storms to the pre -developed 10 year storm run off rate (0.02 cfs). One and a half foot of dead water storage inthe detention pipe will provide water quality treatment. Detention calculations were performed with WaterWorksTm software using, an SCS-SBLIH method. The SCS curve number calculations (attached) show the assumed pre -developed and post - developed conditions. The pre -developed cover of the site was assumed to be second growth forest. The following table is a summary of the detention calculations, the actual input/output data is provided in the attached appendix. You were required to correct the problem within ten days. on April 2, 1982, Mr. Jerry Hauth of the Edmonds Public Works Department learned from you that the problem had not been corrected and that you had no intention of making'such corrections. This matter has now been referred to my office for appropriate legal action. I have been informed that waters from properties located uphill from your property naturally drain across your property and are collected in a catch.basin located on property down- hill from yours. It is my understanding that in connection with ccrtain improvements to your property you deposited fill dirt on a pipeline which carries this water drainage from your uphill neighbors' property to the lower property and that, in so doing,you have stopped the natural flow of this water. As a result, water is now backing up in the basement,of your up- hill neighbors. Please be advised that you are currently in violation of. the'Section 70 of the Uniform Building Code, as adopted by the City of Edmonds, wherein it requires that wherever the natural drainage is disturbed, as in your case by the improvements to your property, drainage facilities shall be provided to insure proper disposal of such waters. Any acts or omissions, which Mr. 'K im Pierce Page Two April 15, 1982 constitute a violation of the Uniform Building Code are con- sidered a misdemeanor.punishable by a $250 and/or 90 days in jail. Furthermore,each continuing day of the violation may also be considered a separate offense subject to these penalties. Please understand that the City has no particular desire to file charges against.you, however, I am sure you will agree that the City must'insist upon compliance with its building code to insure the safety of the surrounding community. In addition, -the City cannot insist upon other,people complying with its ordinances without.insisting upon your.compliance as well. In order to avoid these consequences,'I must require that .you provide.a detailed plan of the steps you will take to, correct this situation.and a schedule showing that this work will be completed.as soon as possible. 'You 'should provide this plan and schedule to Mr.,Jerry Hauth of the Public Works Depart- ment of the City of Edmonds within 48 hours of the receipt of this letter.
