The Critical Areas Checklist contained
on this form is to be filled out by any
person preparing a Development Permit
Application for the City of Edmonds
prior to his/her submittal of a
development permit to the City.
The purpose of the Checklist is to enable
City staff to determine whether any
potential Critical Areas are or may be
present on the subject property. The
information needed to complete the
Checklist should be easily available
from observations of the site or data
available at City Hall (Critical Areas
inventories, maps, or soil surveys).
An applicant, or his/her representative,
must fill out the checklist, sign and date

will review the checklist, make a
precursory site visit, and make a
determination of the subsequent steps
necessary to complete a development

With a signed copy of this form, the

SUBJECT: DETENTION PIPE (JIM SMITH'S SHORT PIAT)
On March 2, 1987, 1 inspected the interior of the 36" detention pipe
installed in Jim Sndth's short plat. The gaps at the joints,
discovered on previous inspections, have been covered with an asphaltic
emulsion. This material was of a runny consistency, and, consequently,
it is impossible to determine if this will be a satisfactory plug for
the gaps between the pipes. The intent is to stop the pipe from
leaking.- (See the attached letter to Jim Smith for a history of this
pipe.)
At the present time, I feel this may be the best product we can get
with the given circumstances. I recomnend that we accept the pipe,
aware of the existing limitations. I feel that we should determine if
it is necessary to use same of the bond money for road repairs prior to
releasing the bond.

I am writing in response to your request for a list of conditions
required in order to proceed with the subject development. In order to
do this, it is necessary to list the problems with the existing systems
and the events leading up to the present.
1) The existing system is too small.
2) The work was buried without an inspection.
3) An observation pit had to be dug in the new asphalt.
4) Large gaps exist at the pipe joints.
5) Difficulty trying to resolve the problem with your contractor.
We are willing to issue the second building permit based on the
following conditions:
1) The existing joints shall be sealed and inspected to our
satisfaction.
2) The observation pit shall be filled with crushed rock, compacted
to City standards and paved with 3" of ACP.
3) The drainage deficiencies shall be addressed with an on -site
system on lot 3 prior to issuing the remaining building permit.
In a separate matter, it is necessary to ifint out that this is not a
final punch list for the subject plat. Other items, such as the
failure of the road, will need to be repaired to City standards even
though they may not be addressed herein.

With respect to the subject project, it appears necessary to clarify a
few things. First, I concur with your interpretation of the standard
specifications. It very clearly states that, if required in the plans,
a storm sewer can be tested by exfiltration.
You will recall, that storm sewer was installed and backfilled without
an engineer from the City inspecting it. In addition, there was some
question about the size of pipe installed. The receipts that you gave
us show 36" diameter pipe and the approved plan shows 42" diameter (73%
of the required volume).
We attempted the exfiltration test not to "test" the pipe, but to
establish the amount of capacity available in the buried pipe. We
tried to fill the pipe from a nearby fire hydrant. The meter on the
hydrant indicated that we had put sufficient water in the pipe to fill
it, and yet there was no visible indication that the pipe was filling
with water.
At that time, it was agreed that I would make a visual inspection of
the pipe from the inside after your crew removed the end section. Upon
entering the pipe, I found the ends of the pipes to have up to 2" of
gap between them. This certainly explains why the system failed to
hold water. This information was relayed to one of your crew. At a
later date, we found your crew trying to seal the gaps with "rubberized
acrylic caulk." A subsequent exfiltration test indicated the pipe
still fails to hold water. Since it was the intent of this pipe to
hold water, and since it fails to hold water, the pipe does not serve
its function and is unacceptable as constructed.

I previously offered to work with the developer in an attempt to come
up with a way to compensate for the 27% + deficiency in detention
volume. This offer still stands. However, as this system currently
exists with the introduction of a large volume of water under the road,
the system is not in accordance with generally accepted engineering
practices.

We believe we have installed the retention on Mr. Smith's
short plat to meet the necessary requirements. You have physically
inspected the inside of the pipe, the bands and the grade, and to our
knowledge you have found no problem.

Regarding your requirement to have the pipe water tested,
I believe, in reading to me the requirements for testing storm., that
you are assuming that all storm is tested. The fact is that most all
storm installed in all of our surrounding areas, including Snohomish
and King Counties, is not required to be tested, so plans do not call
for pipes to be constructed of material to be tested. In the plan for
Mr. Smith, which was designed by Lovell-Sauerland and approved by the
City, item 7 in the general notes calls for galvanized or aluminum
pipe, which is a material that is not designed nor built to be pressure
tested in any form. Refer to the enclosed letter from the Marketing
Manager for Cascade Culvert Corp. who manufacture and distribute metal
pipe in the 3 Western States and Alaska. Also refer to the insert which
refers to testing of storm drains constructed of premiable materials,
which the aluminum pipe is not.
Mr. Smith has posted a cash performance bond, so I see no
need to withold the building permits on these lots.

Corrugated metal Pipe typically will not pass any form of pressure
test at the joint or the helical lockseam.
It has been our experience that when tested storm sewer is required,
it will be specified on the engineer's plans.

established in May 1965. In February 1983 we were acquired by
an Australian firm known as The Bell Group, Ltd. Anticipating
the need to widen our market area in late 1984, we added another
manufacturing plant in Escondido, California. We now operate
as a full range Culvert company throughout Alaska, Washington,
Oregon and California.
Looking into the future, we are dedicating ourselves to meeting

Section 62-Pipe Laying, Jointing and
Testing
prior to testing and shall be tested after backfill by the
exfiltration method, or by the low pressure air method,
unless otherwise provided in the special provisions. How-
ever, where the natural groundwater table is such as to
preclude a proper exfiltration test, the Engineer may re-
quire infiltration tests.
All work involved in cleaning and testing sewer lines
between manholes and/or rodding inlets as required
herein shall be completed within 15 working days after
backfilling of sewer lines and structures. Any further
delay will require the written consent of the Engineer.
The Contractor shall furnish all labor, materials, tools
and equipment necessary to make the test, clean the
lines and to perform all work incidental thereto. Precau-
tions shall be taken to prevent joints from drawing
during tests, and any damage resulting from tests shall
be repaired by the Contractor at his own expense.
The manner and time of testing shall be subject to
approval of the Engineer, provided that the Engineer may
limit pipe footage to be laid prior to testing.
All wyes, tees and stubs shall be plugged with flexible
jointed caps, or acceptable alternate, securely fastened to
withstand the internal test pressure. Such plugs or caps
shall be readily removable, and for their removal shall
provide a socket suitable for making a flexible jointed
lateral connection or extension.
In the event that the Contractor elects to test large
diameter pipe one joint at a time, leakage allowances
shall be converted from GPM per 100 feet to GPM per
joint by dividing by the number of joints occurring in
100 feet.
If leakage exceeds the allowable amount, corrective
measures shall be taken and the line then retested to
the satisfaction of the engineer..
Testing of storm drains shall be the same as for
sanitary sewers.
-3.10A Exfiltration Test
Prior to making exfiltration leakage tests, the Contrac-
tor may fill the pipe with clear water to permit normal
absorption into the pipe walls provided, however, that
after so filling the pipe he shall complete the leakage test
within 24 hours after filling. When under test, the leak-
age allowable shall be limited according to the provisions
that follow. Specified allowances assume pre -wetted pipe,
Leakage shall be no more than five -tenths (0.5)
gallon per hour per inch of diameter per one hundred
(100) feet of sewer pipe, with a minimum test pressure
of six (6) feet of water column above the crown at the
upper end of the pipe or above the active ground water
table, whichever is higher as determined by the Engi-
neer. The length of pipe tested shall be limited so that
the pressure on the invert of the lower end of the section
tested shall not exceed sixteen (16) feet of water col-
umn, and in no case shall be greater than 700 feet or the
distance between manholes when greater than 700 feet.
For each increase in pressure of two (2) feet above a
basic six (6) feet measured above the crown at the lower
end of the test station, the allowable leakage shall be
increased by 10 percent, tabulated in the table which fol-
lows.

In any case where the measured leakage is excee�deid
but is not more than one hundred and forty perc . ent
(140%) of the allowable leakage, the Contractor will be
permitted, at his option and at his own expense, to r - e.p6 , ir
the defective section without removing and rel5yibg the
pipe. Such repairs shall satisfactorily comply with re-
quirements of the leakage test.
In event the measured leakage should be more than
one hundred forty percent (140%) of the allowable, the
Contractor, at his own expense, shall remove and discard
all defective pipe and relay new pipe to conform with
the requirements of the leakage test.
The Contractor shall furnish all equipment, materials
and labor necessary for making the leakage tests. Any
arrangement of test equipment which will provide accu-
rate means of measurement will be approved by the
Engineer. The leakage test will be made by the Contrac-
tor in the presence of the Engineer.
-3.10B Infiltration Test
When the natural ground water table is above the
crown of the higher end of the test section, the maximum
allowable limit for infiltration shall be four tenths (0.4)
gallon per hour per inch of internal diameter per 100 feet
of length, with no allowance for external hydrostatic head.
-3.10C Other Test Allowances
All lateral or side sewer branches included in the test
section shall be taken into account in computing allowable
leakage. An allowance of 0.2 GPH per foot of head above
invert shall be made for each manhole included in a't�est
section or tested separately.
-3.10D Air Pressure Test f6i Se*ers and Storm Drains
Constructed of Air-41remeable Materials
1. Pipelines may be tested with low pressure air in
lieu of water exfiltration, by either the constant
pressure method or the pressure drop method. Con-
stant pressure shall be 3 psig greater than the
average back pressure of groundwater above the
centerline of the pipe, and pressure drop shall be
from 31/2 to 21/2 psig greater than the average back
pressure of groundwater above the center of the
pipe. At the contractor's option, pipe may be tested
without pre-wettirig; however, test allowances fol-
lowing assume pre -wetted pipe.
2. The rate of air loss shall not exceed 0.003 CFM per
sq. ft. of interior pipe surface, except that when
the computed rate for a test section is less than
2 CFM, the allowable rate shall be 2 CFM. In the
event that the contractor should elect to test air -
permeable pipe without pre -wetting, during dry
pipe and/or dry ground conditions, alternate air loss
allowances may be substituted as may be approved
by the engineer, provided it can be derd6nstrahed
that the alternate criteria correlates with the stand-
ard criteria for wetted pipe.
3. The test equipment to be used with either method
of air testing shall be furnished by the contractor
and shall be inspected and approved by the engineer
prior to use. The inspector may at any time re-
quire a calibration test of gauges or other instru-
mentation that is incorporated in the test equipment.
4. SAFETY PROVISIONS. Plugs used to close the
sewer pipe for the air test must be securely braced
to prevent the unintentional release of a plug which
can become a high velocity projectile. Gauges, air
piping manifolds and valves shall be located at the
top of the ground. No one shall be permitted to en-
ter a manhole where a plugged pipe is under pres-
sure. Four pounds (gauge) air pressure develops a
force against the plug in a 12-inch diameter pipe
of approximately 450 lbs. Air testing apparatus shall
be equipped with a pressure release device such as a
rupture disk or a pressure relief valve designed to
relieve pressure in the pipe under test at 6 p.s.i.
5. Recommended procedure for Conducting Acceptance
Test by the Constant Pressure Method.
a. Plug all pipe outlets with suitable test plugs.
Brace each plug securely.
b. All gauge pressures in the test should be in-
creased by the amount of groundwater pressure at the
center of the pipe.
