Rowe, Planning Technician Mrs. Bernhoft noted that in the minutes of January 6, 1975, she abstained from voting on the motion regaeding the Alaska Publishing Co. matter. The minutes were then approved as corrected. AGENDA ADB-71-74 Dr. Larry Hoover - Off-street parking for professional office at 655 Edmonds Way (RML) continued from December. Mr. Wallis stated that this matter was heard at the last Amenities Design Board Meeting, and there was tentative approval subject to final submittal of landscape plans. Dr. Hooverwas present, accompanied by Tom Muncie, whom he had engaged to help with the preparation of the landscape plan. Mr. Muncie presented the plans to the Board, and said there was a total re -design to comply with City regulations. The blacktopping is in, and it was pointed out that the striping went in today. Mr. Robinson was present and presented the plans to the Board. lie stated that it is a new building, and that the beauty shop will go in within 5' of the barber shop and that the barber shop will be going out. It was pointed out that the front of the building will be brick and the remainder concrete block. .11r. Robinson said that he made application to the Building Department approximately two months ago-, engineering has been ok'd and the Fire Department has ok'd. Mr. Westlin mentioned that there seemed to be quite a bit of density and wondered about the parking. Mr. Robinson said that the whole front of the Parcel will be used for parking by everyone. There was general discuss'ion regarding parking, and i-Ir. Wallis said that there is not a coincidence of Peak demand on the parking spaces. He said they have encouraged people in the pasi to combine parking where they can in order to avoid large areas of blac;,top'ing. ADB-76-74 Harbor Construction_.�oiM�iy - Service Building at 127-2nd Ave. (BC) Mr. Wallis presented the plans and the application regarding this matter. lie said that lie would like to bring to the attention of the Board, that it states on the application that it is an assembly and distribution center. lie said that there is a question in His mind whether this accurately portrays the activity inasmuch as our BC Code specifically excepts warehouses and service yards. He said that the consideration before the Board is whether or not it is an appropriate type structure for the location. Mr. Wallis showed slides of the site in its present condition ifnd showing its location. Mr. Wallis read from the BC section of the code indicating the intent of the zone. 4 Barry Birch, who does the architectural drafting for Harbor, was present respresenting them. To illustrate what the building would be used for, Mr. Birch said that Harbor is presently constructing a two-story cannery in Kodiak and some of the templates and a bulkhead are being constructed on this site for that project. This is presently be'ing done outside, and they would like to have this type of work done inside. Mr. Birch said that he would not consider this a warehouse or a workshop. There ,,-)as general discussion of the code in relation to the proposed building. In response to a query from Mr. Westlin, Mr. Wallis stated that the oil distribution activity on the site has been there, possibly as a non -conforming use, for many years. He said that more storage has been added to the area, since Harbor Construction' has been involved in the ownership of the site. Mr. Rizzuto said that it appeared from the slides that a metal building is stored on the site and ready to erect. Mr. Birch said that this is cor * rect, and that it is a 50 x 60 building. Mr. Birch said that the Building Official, Mr. Whitcutt, had informed them that a fire wall must be put in on the south side of the building. Mr. Wallis read out of the Gode which was directly out of th6 Design Review Section, and indicated that this was part of*the criteria which the Amenities Design Board is to consider; relationship of the building to the site, compatibility with the site, consideration to the conforma'nce or lack of conformance with existing zoning, etc. Mr. Wallis said that it is a proper consideration of this Board to evaluate the proposed building and proposed uses and see whether or not it conforms with the Zoning Code. Mr. Birch then asked if an appeal would be to the Board of Adjustment, and again Mr. Wallis replied -in the affirmative.
