T'his letter presents the results of our recent subsurface petroleum hydrocarbon evaluation
at the above referenced site. Our work was accomplished on 27 September 1988 in general
accordance with our proposal letter dated 22 September 1988. Verbal authorization to
complete the work was provided by you at our site meeting on 19 September 1988. Our
work has been performed in accordance with generally accepted geotechnical engineering
and hydrogeologic practices for the exclusive use of Mr. Tom Strickland, the property
owners and their agents for specific application to the above referenced site.
Our originally proposed scope of work, outlined in our letter of 22 September 1988, was
reviewed and approved by Mr. Craig Baker of the Washington State Department of
Ecology (WDOE). The proposed scope consisted of advancing hollow -stem auger borings
and obtaining soil samples at three locations. One boring was to be located at the south
end of the excavation from which the leaking product line and associated tank were
removed and two borings were to be completed along the south property line. The actual
work completed consisted of one boring in the tank excavation and one boring along the
south property line, adjacent to 212th Southwest. The approximate locations of the two
completed borings are shown on Figure 1 and logs of the borings are presented as Figures
and 3.

Boring B-1 encountered loose, fine to medium SAND backfill to a depth of approximately
12 feet below the existing ground surface. Below a depth of 12 feet, natural site soils
consisted of dense to very dense, moist, gray, slightly silty, gravelly SAND to a depth of
about 19 feet underlain by very dense, moist, gray, silty, gravelly SAND to the bottom of
the boring at a depth of approximately 20 feet. Boring B-2 encountered loose, slightly silty,
gravelly SAND fill to a depth of approximately 5 feet below the existing ground surface.
The fill is underlain by very dense, moist, gray, slightly silty, gravelly SAND to a depth of
about 19 feet and very dense, moist, gray, silty, gravelly SAND to the bottom of the
exploration between a depth of approximately 19 to 20 feet.
Head space measurements on collected soil samples were obtained using a Gastech 12' )8
Combustible Gas Indicator (CGI). The head space measurements were obtained as the
percent of the Lower Explosive Limit (LEL) of gasoline and were used as an indicator of
petroleum hydrocarbons in the subsurface soils. Elevated (> 100 % LEL) concentrations
of petroleum hydrocarbon vapors were observed in boring B-1 between a depth of about 5
to 18 feet below the ground surface. No free -phase petroleum hydrocarbons or sheen was
observed in the soil samples. The CGI measurements decreased to 10% LEL at a depth of
20 feet in boring B-1. No free -phase petroleum hydrocarbons, sheen or elevated CGI
measurements were observed in boring B-2.
The natural site soils are interpreted to be of glacial origin and to have been glacially
overconsolidated as evidenced by their high Standard Penetration Test (SPT) blowcounts.
The borings were terminated at a depth of about 20 feet below the existing ground surface
upon encountering the silty, gravelly SAND at that depth. The silty, gravelly SAND is
interpreted to be glacial till and is much less permeable than the overlying slightly silty,
gravelly SAND. In the Puget Sound lowland, depending on the season and precipitation
perched groundwater conditions can develop above the upper contact of glacial till, which
typically acts as an aquitard. No perched groundwater was encountered within our borings.
According to Newcomb (1952), in the vicinity of the site, deeper groundwater occurs below
the till at a depth of about 130 feet below the ground surface. Penetrating the till aquitard
and drilling to the deeper groundwater was not recommended because, in our opinion, it is
unlikely leaked product would permeate through the till, and the bore hole could allow
cross contamination at the lower aquifer if fugitive product should find its way down the
drilled hole.

In the Puget Sound lowland, the elevation of shallow groundwater perched on till is known
to fluctuate depending upon the time of year and amount of precipitation. In the past year,
below normal levels of precipitation recorded in the region may account for the lack of
perched groundwater being encountered beneath the site. Monitoring wells were installed
in the borings to aHow future monitoring of the groundwater should it accumulate during
the wet, winter months.
Upon discussions with Mr. Craig Baker of )VDOE at the time we accomplished our work, it
was decided to limit our scope of work to two borings. Although elevated petroleum
hydrocarbon vapors were recorded in portions of boring B-1, the drilling and soil sampling
program failed to encounter an oily sheen on soil or free -phase product which would
indicate the recent passing of a large gasoline plume.

Dear Mr. Slettvet:
Reference is made to your letter of October 27, 1988 and your
inquiry of February 12, 1989.
on September 16, l9aa, we were called to the service station,
operated by Gerald Fellman and owner by Mr. R.T. Strickland,
located at 21125 - 76th West in Edmonds. We understand that
some 4,000 gallons of gasoline were unaccounted for through
inventory. on September 19, the tonage was uncovered through
excavation to determine the cause of loss of product and
attempt to locate the missing gasoline. The leak was found to
be in the swing fitting to the turbine pump of one tank. Atter
removing the tankage, explorative activities were bequn by
digging in and around the tank bedding area. Vapors were
evident but we encountered no free product. -
To further explore the possible migration potential of the
gasoline Rittenhouse - Zeman and Associates, a geotechnical
firm was contracted and submitted a pldn for exploration. This
plan was reviewed and approved by the Edmonds Fire Department
and myself - on September 27, two hollow -stem augur borings
were placed down -gradient of the spill area. Only low levels
of petroleum product vapors were observed and measured in the
borings which went to a depth of 20 feet. It was decided at
that time to discontinue the exploration.
our decision was based on the following factors.
1. Ground water levels are estimated to be at 130 feet
in depth.
2. At 20 feet there is a layer. of glacial till which is
less permeable, then the soils above this level.
3. To drill through this zone could allow for a conduit
to ground water if free p?roduct exists.
4. No free product was encountered.

Dear Mr. Baker:
As agent for a co-owner of the above referenced service station,
on September 9, 1988, 1 was notified of a possible gasoline spill
by William A. Wilson, attorney, representing the tenant -operator,
Gerald Zellman. The sp * ill was alleged to have occurred over the
Labor Day weekend. Mr. Wilson notified the U.S. Environmental
Protection Agency by letter September 9, 1988..
On September 9 1988, 1 visited the site and observed a ruptured
flex hose connection. Immediately, I contacted Rittenhouse -Zeman
& Associates,, Inc., and arranged to meet them at the site the
following Monday, September 12, 1988. We decided to remove the
underground storage tanks, and endeavor to locate the lost
product. I subsequently contacted O'Sullivan Construction Co. to
make arrangements for excavation of the site September 19, 1988.
As you were present on September 19, 1988, you are aware of the
outcome of the tank excavation, and you viewed the ruptured flex
hose connection. Gerald Zellman, has reconciled his loss to be
4129 gallons of gasoline. We.do, not know how Mr. Zellman
determined this amount as he informed us.he does not maintain
inventory records.
We propose to retain Rittenhouse -Zeman to assess and mitigate
environmental damage. Immediately, with your approval, the tank
excavation site will be capped with asphalt to prevent rainwater
from entering the tank bed. Borings, as recommended by
Rittenhouse -Zeman, will be made to ascertain the location of the
product, whether it is migrating, and endeavor to recover it.

Reference is made to the property located at the northeast
corner of the Puget Drive and Olympic View in Edmonds. The
property in question is owned and being developed by Mr. Tom
Strickland of Lakeshore Investments.
There is a question regarding hydrocarbon contamination on
the site. Mr. Strickland has furnished this department with
analytical data from s ' ix sample locations on the site. Upon
review of the data, it appears that there should not be a
problem with continuing construction. The levels of
hydrocarbon, benzene, toluene and xylene are acceptable.
The sample locations are adequate to represent the soil
profiles. A site ' evaluation was conducted on September 20th
to verify others observations.
It is therefore recommended that the building restriction.be
lifted. If there are questions, please contact me at (206)

Dear Mr. Strickland:
Reference is made to your property located at 21125 - 76th
Avenue West in Edmonds and the release of the reported 3,500
gallons of gasoline from the turbine pump to soils around the
tankage.
It is apparent, after the exploration on the 20th, that recovery
is going to be difficult. The delay in reporting and subsequent
action has allowed the product to escape control. It will be
unlikely that any free product will be found and recovered, but
an effort will be made to do so. To thks end, it is recommended
that, through your consultant, you draft a plan to ascertain the
path of migration from the release site to wherever it is at
this time. We want to know where it is and in what form; vapor
or liquid. This is significant in terms of public safety and
for possible groundwater contamination. It is therefore
requested that the exploration plan and spill report be
submitted to this office no later than �eptember 23, 1988.

As requested, we have prepared this letter outlining our proposed scope of work
and boring locations for completing a subsurface petroleum hydrocarbon evaluation
at the above referenced site. As discussed with you, we will forward a copy of
this letter to Mr. Craig Baker of the Washington State Department of Ecology (WDOE)
for his review and approval of the exploration program.
We were present on site with you and Mr. Baker on 19 September 1988 when the
underground storage tanks at the site were removed. We understand the tank removal
was instigated by a leak in one of the turbine pump feeder lines which released
an estimated 3,500 gallons of produce into the subsurfa ce environment. We observed
the removal of four underground storage tanks; three from one excavation and one
from another. The leak of product reportedly occurred in the excavation containing
multiple tanks. We observed no product or odor in the excavation containing the
single tank.
Upon removal of the three tanks from the excavation and digging into the soils
located beneath the middle and western -most tanks, strong petroleum hydrocarbon
odors were noted. At this point, the hoe had excavated to a depth of approximately

14 feet below the existing ground surface, which was the limit of the equipment
without enlarging the excavation. No free product was observed to the depths
explored in the bottom of this excavation.
In an effort to determine the extent of product migration, Mr. Baker requested the
completion of three test borings. Based on the observed site topography, it appears
that surface water and shal low groundwater would migrate from the tank excavation
to the southeast towards 212th Street Southwest. Mr. Baker has requested that one
boring be completed within the excavation at which the leak occurred. We propose
to locate the other two borings southeast of that excavation, close to the south
property line at the approximate locations shown on the attached Figure. The two
borings would be located in the apparent downgradient direction from the site of
the leak. They would also be located near the south property line, along 212th
Street Southwest, in an attempt to determine the maximum extent of product migration
without drilling outside of the property limits.
We propose to complete the borings to the top of the Vashon till , which is mapped
(Newcomb, 1952) as existing at shallow depth beneath the site and is known to occur
at shallow depths at Edmonds High School (RZA, 1987) just southwest of the site.
We estimate that the till should be encountered within a depth of less than 30 feet
below the existing ground surface. If perched groundwater is encountered above
the till , we will install 2-inch diameter monitoring wells within the borings.
The monitoring wells would be constructed in general accordance with the Minimum
Standards for Construction and Maintenance of Wells, WAC 173-160-510.
Soil samples will be obtained at 2-1/2- or 5-foot depth intervals using Standard
Penetration Test procedures. Samplers will be decontaminated with potable water
and detergent between each sample interval and the auger, rods and sampler steam
cleaned between each boring. Head space measurements using a Gastech CGI meter
will be obtained on all soil samples collected. We have tentatively scheduled a
drill rig to begin work on Tuesday, 27 September 1988.

Dear Nr - Baker:
As agent for a co-owner of the above referenced'service station
on September 9, 1988r I was notified of a possible gasoline spil'l
by William A. Wilson, attorney, representing the tenant -operator,
Gerald Zellman. The Spill was alleged to have occurred over the
Labor Day weekend. Mr. Wilson notified the U.S. Environmental
Protection Agency by letter September 9, 1988.
On September 9, 1988, 1 visited the site and observed a ruptured
flex hose connection. Immediately, I contacted Rittenhouse -Zeman
& Associates, Inc., and arranged to meet them at the site the
following Monday, September 12, 1988. We decided to remove the
underground storage tanks, and endeavor to locate the lost
product. I subsequently contacted'O'Sullivan Construction Co. to
make arrangements for excavation of the site September 19, 1988.
As you were present on September 19, i9n, you are aware of the
outcome of the tank excavation, and you viewed the ruptured fie,-.
hose connection. Gerald Zellman, has reconciled his loss to be
4129 gallons of gasoline. We do not know how Mr. Zellman
determined this amount as he informed us he does not 'maintain
inVtntory rPr.nrr1r,,
We propose to retain Rittenhouse -Zeman to assess and mitigate
environmental damage. Immediately, with your approval, the tank
excavation site will be capped with asphalt to prevent rainwater
from entering the tank bed. Borings, as recommended by
Rittenhnusp_-Zeman, will be made to ascertaill tile location of the
product, whether it is migrating, and endeavor to recover it.
