At your request, I visited your property at 21109 Pioneer Way in Edmonds, Washington
on July 21, 2011. You ask me to inspect trees near the northern and eastern boarders of your
property. After inspection, you ask for information on their condition, recommendations to
reduce infrastructure conflicts, and ways to promote healthy mature trees with good structure.
The trees I looked at make up three separate groups. The dominant trees of each group
are immature Douglas fir trees (Pseudotsuga menziesii). The first two groups are on opposite
sides of the house driveway. The third group is a grove above a retaining wall east of the house.
I provide a Snohomish County GIS aerial image of the property identifying the groups (Figure-
1).
Observations
Group-1
Group-1 consists of two young Douglas fir trees measuring 8.5-inch and 10.5-inch in
diameter at 4.5-feet above ground (DBH), and one young western hemlock (Tsuga heterophylla)
with a 4.5-inch DBH.
The trees grow in a 24-foot square planting area. On one side is a fence and gravel
parking spot. On the other side, I saw a shared driveway and storm -water inlet. There are
patches in the asphalt. The base of the hemlock is 4-feet from a storm -water inlet (Photo-1).
I saw sword ferns under the canopy of the tree group. I also saw English ivy (Hedra
helix) covering part of the soil under the trees.
Group-2
Group-2 consists of nine young Douglas fir trees growing in a triangular planting strip
between a parking area and the driveway for the house above on a separate property (Photo-2).

The planting strip measures 23-feet on two sides and 15-feet on one side. Fir trees grow
in a tight clump. The two dominant fir trees measure 8-inch and 7-inch DBH. The remaining
trees measure between 3.5 and 6.25-inch DBH. The 8-inch fir is located at the northern comer of
the triangular area (Figure-2). It has paved surfaces on more than 50-percent of tree canopy.
I saw English ivy and Himalayan blackberry (Rubus discolor) covering most of the soil
under the canopy of the trees. In addition, I saw suppressed salal bushes (Gaultheria shallon
Pursh) under the canopy.
At the southern end of Group-2, a rock retaining wall starts and parallels the eastern side
of the house.
Group-3
Group-3 trees are -located south of Group-2 (Figure-1). The trees are east of the house
and above the retaining wall paralleling the house (Photo-3). I do not know the exact property
line. I selected a boarder for this report east of a vine maple (Acer circinatum) where a clump of
three red alders (Alnus rubra) grows. The southern edge of this group is the southern end of the
retaining wall.
I compiled a rough sketch of tree distribution in the Group (Figure-3). The primary
species is Douglas fir. Along with the fir trees I observed

Two pacific madrone sprouts (Arbutus menziesii)
One western red cedar sprout (Thuja plicata)
One cascara (Rhamnuspurshiana)
All trees in Group-3 are young for their species. The trees grow in a tight clump. A
number of Douglas fir sprouts growing near the cascara tree (Photo-6). I do not mark these
trees in my sketch. Larger trees suppress the sprouts. Most I imbs are dead and trunks are bent.
I saw English ivy and Himalayan blackberry covering the ground under the canopies of
the trees. I also observed saial and sword fems under the canopies of trees.
The largest maple (I 1.75-inch DBH) grows adjacent to the retaining wall (Photo-4). At
4-feet above ground, I saw evidence of a topping cut. At that point, the tree divides into four
codominant trunks. The trunks connect with included or imbedded bark attachments.
South of House
I observed sloping ground south of the house. English ivy covers the ground. I saw a
37.75-inch DBH Douglas fir tree. There is a large shaded area with English ivy but without
trees. In addition, a clump of young Douglas fir trees grows at a point where the grade steepens
above Pioneer Way (Photo-5).

West of House
To the west of the house, I observed a retaining wall above Pioneer Way and a slope
above covered with English ivy. I saw one western hemlock and two mountain ash trees (Sorbus
sitchensis) on the slope. The hemlock grows near the intersection of Pioneer Way and the shared
driveway (Photo-7).
Analysis
Root Space Requirements
All trees require spacing for root systems. Due to species characteristics, large trees
require more space for root systems than small trees. Roots provide water and minerals to the
tree: they also provide stability. Wind forces have a greater impact on large trees and they
require more stabilizing roots.
Soil scraped and compacted are common procedures during development. These
procedures restrict available space for roots since roots require air for growth. Other elements of
development like utility line installation and paved surfaces also restrict root growth and space.
To compensate for restrictions tree roots grow in pathways available. The small air space
between paved surfaces and soil represent a common pathway for young roots. Since roots
originate as sprouts, they have a small diameter and fit into restricted spaces. Once established
roots grow in diameter and place pressure on structures and can cause fractures.
In this case, the predominant species of tree in Group -I to Group-3 are Douglas fir trees.
Douglas fir trees can grow to an average height of 200 feet in good environments.
A standard method to calculate root space requirements involves measuring the diameter
of a tree at DBH level and converting the measurement from inches to feet. This provides a
measurement of the radius from the trunk of the tree necessary for root growth.
Rooting space is restricted. Given few options for growth in built areas, roots often
damage roads and sidewalks. I saw evidence of new pavement patches near trees close to the
driveway and parking area.
Species and tree condition can increase the necessary radius for roots. In addition, soil
structure and site conditions can affect root growth patterns.
In the case of the 37.75-inch DBH tree, this translates to a radius of 37.75 feet. While the
house fits within this radius open land to the south, compensate for the loss of space. As a
species, Douglas fir trees have a greater tolerance to human impact than trees like the western
hemlock located west of the house (Photo-7).

Trees in Group- I and Group-2 are young, but future growth requirements pose a conflict
between the trees and paved infrastructure. Trees in these groups grow in a tight clump.
Trees in Group-3 have space for root growth to the east, but the retaining wall to the
west, or above the house, restricts root growth. The trees grow in a tight grouping. As they
grow, they will compete for space. Competition can produce more poorly structured trees like
the sprouts seen in Photo-4.
Invasive Ground Cover
I observed English ivy and Himalayan blackberry growing under the canopies and in the
root zones of trees in all groups. The State of Washington lists these plants as Class-C Weeds.
Weeds in this class fall under local municipality control.
These weeds grow aggressively without any natural controls. They form thick mats on
top of the soil and deprive plants and trees of water. The plants also restrict the growth of native
shrubs like sword ferns and salal.
English ivy is a vine and climbs up tree trunks. As the vine grows, it restricts light. This
removes and or restricts growth of interior foliage. A number of studies done evaluating the
effects of vines on trees document increased competition stresses. Increased stress makes trunk
and or branch failure more likely.
Tree Topping
I observed topping cuts made on the 11.75-incb big leaf maple. Topping cuts cause
decay in xylem, or cells below the cut, and increased growth by the tree to compensate for lost
foliage. Topped trees have a greater probability of failure than trees without topping cuts.
Conclusion
Group-1 Trees
The three trees grow in a restricted space for roots. They will continue to grow and
conflicts will increase. Due to restrictions and chances of future damage to pavement and utility
lines, tree removal is the best option. Removing these trees is the best option in my view.
Planting a small evergreen or deciduous shrub can compensate for tree removal. Available space
for roots makes most native trees poor replacement choices.
Removing English laurel and other Class-3 plants can speed establishment of new shrubs.
Group-2 Trees
The site space is confined. The highest conflict between trees and paved surfaces is the
8-inch DBH fir tree marked in Figure-2. The remaining trees represent less conflict at this time,
but ftiture growth will produce conflict.

Removing six fir trees in the northern section of this group and replanting two native
evergreen trees with smaller mature stature can reduce chances of future conflicts.
Retaining the remaining three fir trees can maintain root structure and canopy cover on
the slope as the new trees grow. After the new trees establish root systems on the slope, remove
the remaining three fir trees. In most cases, it takes two years to establish root systems.
Removing Class-3 plants like the English ivy and preserving existing ground cover can
reduce chances of erosion during the establishment period for new trees.
Planting new native ground cover like salal can reduce chances of future erosion.
Group-3 Trees
Trees in Group-3 have more space for root growth, but they do suffer from constraints.
Constraint that reduces vigor of the group or create conflicts include
• Over -planting or sprouting of trees
• The presence of Class-3 weeds
• Tree trunks too close to the retaining wall
In addition, the structure of the 11.75-inch DBH big leaf maple is weak where topping
occurred and now multiple codominant trunks attached to a point.
Removing suppressed and bent fir trees (Photo-6) near the cascara tree can alleviate
excessive numbers of trees and enhance retained trees.
Removing invasive plants under the canopy of the group benefits the site and reduces
risks of failures.
Removing trees adjacent to the retaining wall can reduce chances of damage to the wall.
The I 1.75-inch diameter maple represents the greatest imminent risk of damage at this time, but
as trees grow conflicts between trees and the retaining wall can increase.
Retaining well -spaced Douglas fir trees will provide the greatest benefit. Planting to
create a transitional canopy can reduce chances of runoff and erosion.
The site has room for deciduous trees tolerant of shade and smaller in mature stature than
the big leaf maples currently in the group. Mature cascara as the one already in Group-3 fits
these requires. Cascaras require less space than big leaf maples like those I observed in this
group.
Replacement Tree Locations
I recommend removal of three trees in Group- I and the eventual removal of nine trees in
Group-2. Since these trees are in tight quarters, the only location for medium stature trees is the
southern region of Group-2.

I also recommend removal of trees near the retaining wall bordering Group-3. Due to
confined space, locations for new trees are limited. To the south of Group-3 is a shaded and ivy
covered slope with no trees. This area does provide room for planting shade tolerant trees.
The slope above Pioneer Way covered with English ivy (Photo-7) is a potential planting
location. Removing English ivy and replanting the slope with native trees reduces Class-C
weeds and adds canopy on the property. It also provides an incentive to remove the ivy from the
western hemlock on the slope. This will improve the health of the tree, and reduce future failure
risks.
The greatest opportunity for home sunlight on the property comes from this area with few
trees. Planting deciduous trees can add canopy cover without creating a dark household
environment due to fall leaf drop.
Recommendations
Group-1
I recommend removing all three trees from Group -I along with invasive ground cover
(English ivy, Himalayan blackberry). Due to confined space, replace the trees with shrubs.
Native shrubs require less care and maintenance after establishment. In this case, tall Oregon
grape (Mahonia aquifolium) is a good selection in my opinion.
Group-2
Remove the northern six Douglas fir trees from Group-2, and retaining three firs on the
southern end of this group. Remove invasive ground cover and retain salal and sword fems.
Plant two shore pines (Pinus contorta) in the area cleared. Space the pine trees out but
leave the northern third of the triangular area clear of trees. Plant native shrubs such as salal,
Oregon grape, or sword ferns in the area cleared area where invasive plants have suppressed
shrub growth.
Monitor the new trees and keep them watered in the summer for the firs two years after
planting. After two years time, if the shore pines are in good condition, remove the remaining
three fir trees.
Group-3
Remove trees conflicting with the retaining wall. In addition, remove suppressed and
bent fir trees and invasive plants. I attach a map where I mark trees for removal with red X
marks (Figure-4).

With the exception of Fir- I and one madrone, the pattern provides a greater distance
between trunks and the retaining wall.
Inside boundaries of Group-3 plant three cascara trees. Replace invasive plants with
native shrubs such as salal, Oregon grape, or sword ferns.
In two years time evaluate the condition of Fir- I - If conflicts between the tree and
retaining wall increase, remove the tree.
Additional Work and Planting
Contact the City of Edmonds and find out the appropriate numbers of replacement trees
required due to 16 near term removals I recommend and the additional three removals after
establishment of the shore pines. I list five tree -planting recommendations above; this number
falls short of most replacement programs I know.
The open slope, shaded slopes covered with English ivy south of Group-3 is a good
location for additional planting. The second replanting location is the slope above Pioneer Way
covered with ivy (Photo-7). In both cases remove invasive plants to provide space for tree
planting and protect new trees from return of invasive plants.
The slope south of Group-3 is shaded. New trees like cascara like shaded environments.
Western red cedars also perform well in environments like this
The slope above Pioneer Way receives regular sun to partial shade. If you plant tall
deciduous trees, Gary oaks Quercus garryana) are a good choice. You can add conifers like
Alaska yellow cedars here (Chamaecyparis nootkatensis). Due to spacing requirements, limit
tall tree planting to two trees.
Here are some medium to small trees that may fit the area
• Service berry (Amelanchier alnifolia)
• Japanese snowbell (Styraxjaponicus)
• Hooker willow (Salix hookeriana)
The City of Edmonds may have other suggestions. In addition, you can talk to the
Washington Native Plant Society for other recommendations. Once established native trees and
shrubs require less care and maintenance than non -natives do.
In all cases place a water bag around each planted tree and keep the bag supplied with
water during summer months for the first two years. Young trees need to develop root systems,
and it takes time after planting before they can support themselves. You can find water or grow
bags at most nurseries.

I provide a description of planting techniques. Planting trees too deep is a major cause of
decline and poor structure.
Studies done on the effects of street trees show healthy well -spaced mature trees add to
property value and reduce risks of crime. Planting new trees in this location is a net gain for the
property.

rights by the owner of Lot B. This encroachment i s not consist -
ant with the developed roadway and is in flagrant disregard of
Shell Park II Community Association's freehold property rights.
Several conver I sations have taken place between myself and Mr.
Svig Helleren regarding the encroachment by lot B on lot 101.
Mr. Helleren has made verbal comittments to do whatever it takes
to restore lot 101 and to vacate the encroachment by July 21,
1986. The restoration to date consists of the spreading of
11some grass seed" and a "trust me, I can only give you my word".
Whether the encroachment consists of dirt, parked equipment,
rubbish Piles or construction waste, the owner of lot B and
their representives have not sought the permission of the
Community Association to use its Property and has no authority
use it.
The Community Association believes that it is unrealistic for the
developer to restore lot 101 to its original state but notes
also the builders disregard of the Community's property rights
ih completing his project at the Community's expenge.
In a discussion between your and myself at my residence on
July 26, 1986, the issue at hand was that of the vacation of
the encroac.-iment upon lot 101 by lot B. The Community Association
is willing to forgive the damage already done to lot 101
but will not tolerate a contin gg encroachment upon its property

rights by lot B, its owners and/or developers.
Shell Park -II welcomes its new neighbors in the spirot of
friendship and community good will. However, Lot B does not
carry ,./i-'-_A J.;_'..-, freehold ownership membership into the Shell Park
II Community Association. The owner would have to apply to
the existing membership for association with the group. As
for the issue of the Dotential of lot 101 being a beauty and
safty hazard and a constant maintenance problem to the homeowner
of lot B, the community can only respo nd that it maintains the
opinion that the presence of blackberry bushes does not present
a "clear and present danger to the public health of the community".
Enclosed.fbr your referance is a copy of a short plat as
performed by Reid'Middleton, dated August 23, 1985 and examined
by the City of Edmonds P.W. Department of Engineering Division
on September 25, 1985.
The Community Association has attempted to maintain contact with
Mr. Helleren regarding,this subject. In the past, he had
indicated that the gracV.ing of lot 101 was the fault of a sub-
contractor and further that he would vacate and reston-the
encroachment upon lot 101. The Community Association has been

paUent with Mr. Helleren and has allowed him to set his own
comittments. However, Mr. Helleren has not kept his comittment
to vacate and restore lot 101 as of this date.
The Community Association of Shell Park II respectfully demands
a specific comittment by the owner of lot B by a date not to
exceed August 10, 1986 at which time*the community will ianf6rc(b
its property rights and vacate and restore the encroachment,
erect a physical barrier to the lot 101 with all associated
costs passed on to the owner of lot B.

and accept full responsibility to restore said area to its original
state both concerning ground cover and drainage -top soil. This
shall be dealt with as soon as landscaping and construction on the
home being constructed reach the stage such finish work is feasible
which will be very shortly.
It is hoped the Association realizes the property west of the home -
site (small Triangle) may be a beauty and safetSr- hazard to the home-
owners on Lot B as well as a constant maintainance problem if left in
heavy blackberry bushes, etc. and secondly Miss Gail Yampol, the new
