Grease Monkey at 2112176 th Ave West Edmonds wa 98026 need to upgrade their existing 2g gsm cell communicator on
their fire panel, this fire panel is not required, let me know if that has changed. The 2g needs to go to a 4g because of
the phone companies upgrading all of their systems.
What do I need to do in order for this to happen? Do you require plans to be submitted for approval? I look forward to
hearing from you.

Exposure to vapors generated at 40OF at levels 400 times' the TLV for
oil mists (5 mg/m3), then cooled to room temperature, resulted in no
significant adverse effects.
--- SUBCHRONIC TOXICOLOGY (SUMMARY) ---
Representative Mobil formulations have been tested at the Mobil
Environmental and Health Sciences Laboratory by dermal applications
to rats 5 days/week for 90 days at doses significantly higher than
those expected during normal industrial exposure. Extensive
evaluations, including microscopic examination of 1�nternal organs
and clinical chemistry of body fluids, showed no adverse effects.
--- REPRODUCTIVE TOXICOLOGY (SUMMARY) ---
Dermal exposure of pregnant rats to representative formulations did not
cause adverse effects in either the mothers or their offspring.
--- CHRONIC TOXICOLOGY (SUMMARY) ---
The base oils in this product are severely solvent refined and/or
severely hydrotreated. Chronic mouse skin painting studies of
severely treated oils showed no evidence of carcinogenic effects.
These results are confirmed on a continuing basis using the Mobil
Modified Ames Test.
--- SENSITIZATION (SUMMARY) ---
Representative Mobil formulations have not caused skin sensitization in
guinea pigs.

--- OTHER TOXICOLOGY DATA ---
Studies have shown that mice developed skin cancer after repeated
application of used gasoline engine oil to the skin for the lifetime
of the animals. No effort was made to wash the oil off between
applications. Used oil from diesel engines did not produce this
effect. Because of the effects observed in the laboratory tests,
service station workers, engine mechanics, and all persons who
regularly handle used motor oil should take precautions to minimize
contact with the oil. Good personal hygiene practices, including
washing any skin contact areas and removing oil soaked clothing,
should be followed.

has tested representative synthetic base stocks to assess their
potential adverse effects on human health. Assessment of human
health effects was based on acute oral, dermal, and inhalation
toxicity; eye and skin irritation; subchronic dermal toxicity and
reproductive studies; guinea pig sensitization; and mutagenicity
and chromosomal damage assays. None of these base stocks appears
to pose a health hazard to humans under conditions of expected
use.

INHALATION: Remove from further exposure. If respiratory irritat'ion,
dizziness, nausea, or unconsciousness occurs, seek immediate
medical assistance and call a physician. If breathing has
stopped, use mouth to mouth resuscitation.
INGESTION: Not expected to be a problem. However, if greater than 1/2
liter(pint) ingested, immediately give 1 to 2 glasses of water
and call a physician, hospital emergency room or poison control
center for assistance. Do not induce vomiting or give anything
by mouth to an unconscious person.

NOTIFICATION PROCEDURES: Report spills as required to appropriate
authorities. U. S. Coast Guard regulations require immediate
reporting of spills that could reach any waterway including
intermittent dry creeks. Report spill to Coast Guard toll free
number (800) 424-8802. In case of accident or road spill notify
CHEMTREC (800) 424-9300.
PROCEDURES IF MATERIAL IS RELEASED OR SPILLED: Adsorb on fire
retardant treated sawdust, diatomaceous earth, etc. Shovel up
and dispose of at an appropriate waste disposal facility in
accordance with current applicable laws and regulations, and
product characteristics at time of disposal.

--- SUBCHRONIC TOXICOLOGY (SUMMARY) ---
Severely solvent refined and severely hydrotreated mineral base oils
have been tested at Mobil Environmental and Health Sciences
Laboratory by dermal application to rats 5 days/week for 90 days
at doses significantly higher than those expected during normal
industrial exposure. Extensive evaluations including microscopic
examination of internal organs and clinical chemistry of body
fluids, showed no adverse effects.
---CHRONIC TOXICOLOGY (SUMMARY) ---
The base oils in this product are severely solvent refined and/or
severely hydrotreated. Chronic mouse skin painting studies of
severely treated oils showed no evidence of carcinogenic effects.
These results are confirmed on a continuing basis using the Mobil
Modified Ames Test.

13. DISPOSAL CONSIDERATIONS

WASTE DISPOSAL: Product is suitable for burning in an enclosed,
controlled burner for fuel value or disposal by supervised
incineration. Such burning may be limited pursuant to the
Resource Conservation and Recovery Act. In addition, the product
is suitable for processing by an approved recycling facility or
can be disposed of at any government approved waste disposal
facility. Use of these methods is subject to user compliance
with applicable laws and regulations and consideration of product
characteristics at time of disposal.
RCRA INFORMATION: The unused product, in our opinion, is not

specifically listed by the EPA as a hazardous waste (40 CFR,
Part 261D), nor is it formulated to contain materials which

Acute:
Eyes:
May cause irritation, experienced as mild discomfort and seen as slight
excess redness of the eye.
Skin:
Brief contact may cause slight irritation. Prolonged.contact, as with
clothing wetted with material, may cause more severe irritation and dis-
comfort, seen as local redness and swelling.
Other than the potential skin irritation effects noted above, acute (short
term) adverse effects are not expected from brief skin contact; see other
effects, below, and Section 11 for information regarding potential long
term effects.
Inhalation:
Vapors or mist, in excess of permissible concentrations, or in unusually
high concentrations generated from spraying, heating the material or as
from exposure in poorly ventilated areas or confined spaces, may cause
irritation of the nose and throat, headache, nausea, and drowsiness.
Prolonged or repeated overexposure may result in the absorption of
potentially harmful amounts of material.
Ingestion:
Contains ethylene glycol and/or diethylene glycol, which are toxic when
swallowed. A lethal dose for an adult is 1-2 ml per kilogram, or about 4
ounces (one-half cup). Symptoms include headache, weakness, confusion, diz-
ziness, staggering, slurred speech, loss of coordination, faintness, nausea
and vomiting. increased heart rate, decreased blood pressure, difficulty
breathing and seeing, pulmonary edema, unconsciousness, convulsions,
collapse, and coma. Symptoms may be delayed. Decreased urine output and
kidney falure may also occur. Severe poisoning may cause death.
Aspiration may occur during swallowing or vomiting, resulting in lung
damage.

Repeated ingestion may cause kidney damage.
Medical Conditions Aggravated by Exposure:
Repeated overexposure may aggravate existing kidney disease.
Because of its irritating properties, repeated skin contact may aggravate

4. FIRST AID MEASURES
Eyes:
Immediately flush eyes with plenty of water for at least 15 minutes. Hold
eyelids apart while flushing to rinse entire surface of eye and lids with
water. Get medical attention.
Sk i n:
Wasn skin with plenty of soap and water for several minutes. Get medical
attention if skin irritation develops or persists.
Ingestion:
If person is conscious and can swallow, immediately give two glasses of
water (16 oz.) but do not induce vomiting. If vomiting occurs, give fluids
again. Have physician determine if condition of person will permit
induction of vomiting or evacuation of stomach. Do not giveanything by
mouth to an unconscious or convulsing person.
Inhalation:
If irritation, headache, nausea, or drowsiness occurs, remove to fresh air.
Get medical attention if breathing becomes difficult or respiratory
irritation persists.
Other Instructions:
Ethylene (Diethylene) Glycol poisoning may initially produce behavior
changes, drowsiness, vomiting, diarrhea, thirst, and convulsions. End
stage signs of poisoning are renal damage/failure with metabolic acidosis.
Immediate treatment, supplemented with hemodialysis if indicated, may limit
the progression and severity of toxic effects. Intr ' avenous Ethanol in
sodium bicarbonate solution is a recognized antidotal treatment; other
antidotal treatments also exist for Ethylene (Diethylene) glycol poisoni . ng.
Contact a Poison Center for further treatment information.
Aspiration of this product during induced emesis may result in severe lung
injury. If evacuation of stomach is necessary, use method least likely to
cause aspiration, such as gastric lavage after endotracheal intubation.

Ventilate area. Avoid breathing vapor. Wear appropriate personal
protective equipment, including appropriate respiratory protection. Contain
spill if possible. Wipe up or absorb on suitable material and shovel up.

Oral administration of ethylene glycol to pregnant experimental animals
has been shown to cause birth defects in the offspring. These effects were
not seen when ethylene glycol was administered by dermal application or by
inhalation.
Continuous ingestion of a diet contaning 1% or 2% ethylene glycol for two
years produced liver and kidney damage, and bladder stones in rats.

Waste Disposal Methods
This product has been evaluated for RCRA characteristics and does not meet
the criteria of a hazardous waste if discarded in its purchased form.
Under RCRA, it is the responsibility of the user of the product to deter-
mine at the time of disposal, whether the product meets RCRA criteria for
hazardous waste. This is because product uses, transformations, mixtures.
processes, etc. may render the resulting materials hazardous.
Remarks
To prevent contamination of drinking water supplies, and poisoning of
children, aquatic life, wildlife, and farm and domestic animals, ethylene
glycol products such as used antifreeze solution, regardless of quantity,
should never by discarded onto the ground, into surface waters, or into
storm sewers.

PRECAUTIONARY MEASURES
-Use only with adequate ventilation.
-Avoid breathing vapor, mist, or gas.

FIRST AID
Eye Contact:
Immediately flush eyes with plenty of water for at least 15 minutes. Hold
eyelids apart while flushing to rinse entire surface of eye and lids with
water. Get medical attention.
Skin Contact:
Wash skin with plenty of soap and water for several minutes. Get medical
attention if skin irritation develops or persists.
Ingestion:
If person is conscious and can swallow, immediately give two glasses of
water (16 oz.) but do not induce vomiting. If vomiting occurs, give fluids
again. Have Physician determine if condition of person will permit
induction of vomiting or evacuation of stomach. Do not give anything by
mouth to an unconscious or convulsing person.
Inhalation:
If irritation. headache, nausea, or drowsiness occurs, remove to fresh air.
Get medical attention if breathing becomes difficult or respiratory
irritation persists.
Note to Physician:
Ethylene (Diethylene) Glycol poisoning may initially produce behavior
changes, drowsiness, vomiting, diarrhea, thirst, and convulsions. End
stage signs of poisoning ane renal damage/failure with metabolic acidosis.
Immediate treatment, supplemented with hemodialysis if indicated, may limit
the progression and severity of toxic effects. Intravenous Ethanol in
sodium bicarbonate solution is a recognized antidotal treatment; other
antidotal treatments also exist for Ethylene (Diethylene) glycol poisoning.
Contact a Poison Center for further treatment information.
Aspiration of this product during induced emesis may result in severe lung
injury. If evacuation of stomach is necessary, use method least likely to
cause aspiration, such as gastric lavage after enclotracheal intubation.
Contact a Poison Center for additional treatment information.
FIRE
Ir case of fire, use water spray. dry chemical, foam or carbon dioxide.
Water may cause frothing. Use water spray to cool fire -exposed containers.
If- more than 1 pounds of product is spilled, then report spill

In response to your review of this project, I am resubmitting
plans with appropriate corrections. This is my written reply to
your review. I will follow each item in order, so you may find it
helpful if you refer tothe memo to Jerry Saterlie dated August 7,
1989.
Grease Monkey
1. As now shown on page A-2 of the Grease Monkey plans, we will
provide a plywood cover for the pit openings, to be used whenever
the building is closed.
2. A 1 1/2 hour door with closer has been provided at the entrance
to the oil storage room.
3. As now shown on page A-2 we are providing two basement pipe
inlets per N.F.P.A., Section 3807 (d) requirements.
4. As now shown on page A-2 the intake and exhaust air is supplied
through ducts in the building wall.
5. It is our intent to provide continuous exhaust air for oil
storage room. Shop drawings will be provided to the city for
review before installation.
Car wash
1. With the exception of the hot water heater, (which vents
directly through the roof) there is no heat producing equipment
contained in the equipment room. Therefore there.is really no
need for a vent fan in the equipment room. If you would like

After review, the Fire Department has the following requirements:
1. Provide covers for the pit openings from the main floor.
2. The 1 1/2 hour door into the oil tank room shall be provided
with a self -closure.
3. Provide two basement pipe inlets as indicated on the re-
viewed print.
N.F.P.A., Section 3807(d) Detailed Requirements:
All basement pipe inlets shall be of cast iron, steel,
brass or bronze with lids of cast brass or bronze.
The basement pipe inlet shall consist of a sleeve not
less than 8 inches inside diameter extending through
the floor and terminating flush with or through the
basement ceiling and shall have a top flange recessed
w-ith an inside shoulder to receive the lid. The top
flange shall be installed flush with finish floor
surface. The lid shall be a solid casting and have a
lift recessed in the top. This lid shall be.provided
with a cast -in sign reading: "FIRE DEPARTMENT ONLY, DO
NOT COVER." The lid shall be installed in such a
manner to permit its easy removal from the flange
shoulder.
4. Indicate on the reviewed prints where the make-up air comes
from.
5. Provide continuous exhaust for oil storage room.

b. The hydrant location and portable fire extinguisher installations.

3. For your informati " on, the oil storage area in the basement appears
to qualify as an inside liquid storage room. A tow hour occupancy separation
is provided between this room and the remainder of the building. See
nonstructural comment 7. If you determine that this is an H-2 occupancy
because of the used oil, then the room should be provided with an automatic
fire extinguishing system. Section 3802(f)2.

1. The storage, lounge and customer waiting areas (132 occupancy) should
be separated from the.13-1 service area by a one hour occupancy separation.

2. All openings in the one hour occupancy separation walls should be
protected by one hour fire resistive assemblies. Section 503(c)4. This
would include the access door to the heater area. See A/A4.
3. The floors of the restrooms should be of a hard, smooth, nonabsorbant
material such as ceram.ic tile. The walls with the water closet area should
have the walls similarly finished to a height of 4'. Section 510. These
restrooms are relatively small and may get only occasional use. You may
want to approve of the materials indicated on the plans. This is left
for your determination4
4. The entire oilery building should be noncombustible, fire -retardant
treated wood or of one hour fire resistive construction. Section 702 (b) .
5. All floor drains (oilery) and trench drains (car wash) should drain
to an approved oil separator. Section 702 (b) . This should be shown
on the plans.
6. The exact amount of mechanical ventilation for the service area should
be shown on the plans. Section 705. The exhaust fan shown on sheet
M1 appears to be sized for the basement only.
7. Installation of the oil tanks should be approved by your fire department.
Normally motor oil is classified as a class III-B liquid. However the waste
oil may not be.

8. The lower floor should be considered as a basement. Section 1703
would ordinarily require separation of the basement and the service area
with one hour construction and openings protected with solid core doors.
You may want to treat the two areas as one floor. See the attached interpretation.
9. The east wall of the car wash should be provided with a parapet
with a 3011 minimum height at all locations. Section 1709. The minimum
height appears to be 26".
10. The fabric canopy should not be installed on the east wall of the
car wash. Projections in areas where openings are not permitted should
be of one hour construction and limited to 12". Section 1710.
11. We would probably exempt the fabric canopy from other requirements
similar to a window awning. Section 301(b)10. However, this is left
for your determination.
12. 1 am also enclosing an interpretation on the protection of the pit
openings with an approved barrier. It appears that the easiest solution
is to keep the public out of this area and have the employees drive the
car in and out of the service area.
13. The flame spread and smoke density of the insulation should be
specified. All insulation materials including facings, such as vapor barrier
or breather papers installed within roof/ceiling assemblies and walls should
have a flame spread rating not to exceed 25 or a smoke density not to
exceed 450. Section 1713(c) .
14. The roof framing of the car wash will probably be exposed to continuous
high moisture contents. In our opinion, all wood should be of a type
approved for exterior use and all fasteners should be corrosion resistant
(galvanized) .
15. The single ply roofing on the car wash should be an approval fire
retardant covering. Section 3202.
16. How is the roof of the car wash drained? Section 3207. 1 don't
see any provisions on the plans.
17. The maximum threshold height for all doors should be 1". Section
3304(h) . The threshold for the doorway for the oil storage area appears
to be approximately 9". If you require this area to be considered as
a liquid storage room then a open grate drain should be provided at this
location instead of the raised threshold.
18. The maximum rise for the stairs should be specified on the plans.
Section 3306(c).

19. The 8" rise for the stairs in the car wash appear to be okay since
this is for acoess to equipment only.. Section 3306(a).
20. The glazing in the doors and the glazed panels adjacent to the doors
in the lounge and the customer waiting area should be safety glazing.

MECHANICAL
1. The heater in the oilery should be approved for the enclosed location.
Where is the combustion air (if required) taken from?
2. The heating and cooling load calculations should be submitted prior
to the issuance of a building permit. The location and size of the HVAC
equipment should be shown on the plans. Section 407 WEC.

STRUCTURAL
Car Wash
1. The wall reinforcement for the car wash does not appear to be consistent
with the calculations. The calculations require 2 #4 at 4811 o.c. horizontal.
2. Actually, the wall should be designed for a wind load of 19 psf minimum.
This is an open -structure. Wind load = (17)(.7.)(1.6) = 19.
3. Uplift ties, such as H2 ties, should be provided for the trusses.
The A35 shown on detail 8/S2 has little uplift capability as installed.
Oilery
1. The maximum vehicle weight that can safely be supported on the
service floor framing systems should be posted. The single 2000 lbs concentrated
load is a code minimum only.
GENERAL
1. The assumed soil bearing pressure of 2000 psf should be verified.
