Traffic Control in the Cily Right-of-Wa
All signs, barricades and related equipment and their use must be in accordance with
Part IV, "Traffic Controls for Highway Construction and Maintenance Operations," of
the Manual on Uniform Traffic Control Devices, as prepared by the National Joint
Committee on Uniform Traffic Control Devices and per the City of Edmonds
Developmental Standards. Reasonable accommodations shall be made for distance
requirements in signage for geometrical conflicts. Coordination with the City
Inspector prior to all work.
Particular attention should be made to the following items:
There shall be at all times reasonable pedestrian and vehicular access to and
egress from the properties adjacent to the project, so far as possible. Contact the
affected homeowners directly to prevent conflicts.
The Public Safety Department (police and fire), 771-0200 and 771-0215,
Community Transit (Al Silva 348-7191), and the Edmonds Public Works
Department 771-0235 shall be notified 24 hours prior to the construction.
Proper provisions shall be made for public convenience, safety and travel.
Any asphalt concrete pavements, crushed surfacing, gravel base or water
required for maintaining traffic during the life of the project shall be placed by
the contractor immediately upon request by the engineer and/or inspector.
All unattended excavations shall be properly barricaded so as to prevent
accidents.
Construction along or across the City right-of-way shall be as per the contract
documents, City of Edmonds Standards, or as directed by the engineer and/or
inspector.
Traffic Control Plan approved for Shell Valley Rd and Pioneer Way. If
work includes cut across Bowdoin Way, those plans have not been approved
for traffic control and coordination with a City Project. Please contact

SUBJECT: SNOW CONDITIONS

This letter is in response to your request at the January 8, 1991 Council
Meeting. The City had several roads which were blocked off during the heavy
snow conditions. The reason we do this is because of steep grade conditions
and the dangers of potential hazards if vehicles were to use these roads. When
road conditions are hazardous the City does not want to take the risk of trucks
loosing control and hitting houses at the bottom of the hill. The question on
steep grades will need to be addressed to the City Engineer,Bob Alberts. He
has been with the City 6 years and was not here when Shell Valley was being
developed.
We will make a major effort to place and remove the barricades and sand once
the snow starts to melt. The City will plow the hill as soon as possible as
not to place anyone in danger.
The second sand pile was placed at the request of a resident. The resident
stated he would spread the sand as it made it easier to walk down the hill. I
will have the Street Division hand salt the hill as to increase the melting -of
the snow and ice.
Arrangements were made with the Post Office to deliver mail via the park
access. They will not go past a street closed sign. We have also made
arrangements for the Fire and Aid car as well as the police to enter through
the park to handle any emergencies. When road condition are hazardous the City
must make decisions for the safety of the community even when residents request
service.

We are presently working to extend the Shell Valley Road to Main Street which
will allow excess during bad weather condition and emergencies year around.
Until a resolution is resolved, the park access will be used for emergencies
only.
If you need additional information on sanding, street closure, and sand being
