AMENITIES DESIGN BOARD
November 1, 1978
The regular meeting of the Amenities Design Board Was called to order by Acting
.Chai man Warren LaFon at 7:35 p.m. in the Council Chambers of the Edmonds Civic
Center.

Chairman LaFon welcomed the audience and.explained the make-up and functions of the.,
Board, the procedure Pf the hearings, and the method of appealing decisions off -the
Board.
APPROVAL OF MINUTES
Minutes of the regular meeting of October 4, 197.8 and of the sp,,ecial meeting of
October 9, 1978 had been distributed. MR. KINDERFATHER MOVED, ECONDED BY MR.

REPORT FROM STAFF
Mrs. Luster said the Staff had been directed to start to enforce the new Sign Code.
Letters are being sent to businesses i.n the City who do not have permits for signs
andhave nonconforming signs. Mrs. Luster said they will attempt to put as many of
these.as possible on the Consent Agenda.
Regarding.the ADB awards, Mrs. Luster said the Staff had reviewed those selected
by the Board and one of them has some doubtful characteristics, namely, excessive.
signage. It was agreed to discuss this at the end of.the meeting.
Chai man LaFon said he would like to have a special meeting to discuss Board problems
and procedures and so he could report on his meeting with the Council October 30. It
was agreed to set a date at the end of this evening's meeting.
CONSENT AGENDA
Regarding items on the Consent Agenda, Mrs. Luster said there was an exhibit on
display for ADB-115-78, an additional permit will be required*for a Street Use Permit
if the sign is approved for ADB-117-78, and blocks of wood and roof samples were on
display for ADB-4-78. MR. SELVIDGE MOVED, SECONDED BY MR. SPANFELNER, TO APPROVE THE
CONSE14T AGENDA WITH THE EXCEPTION OF ADB-117-78. NOTION CARRIED. Regarding ADB-117778,
Mr. Mattson asked the applicant if the sign would be professionally made. The applicant
responded.that a professional artist would make the sign. MR. SELVIDGE MOVED, SECONDED
BY MR. SPANFELNER, TO.APPROVE ADB-117-78 AS SUBMITTED. MOTION CARRIED. The Consent

�Mrs. Luster said the landscape plan had been reviewed by the City Staff
and Felix de Mello, Superintendent of Buildings and Grounds, had made
several suggestions to improve it. These were listed in a.memorandum
to the Board. Existing.trees were indicated in the plan. Trees had not
been removed from the ravine so the applicant was not asked to indicate
those. Mrs. Luster said she had discussed Mr. de Mello's suggestions
with John Walcker by telephone. John Walcker was in the audience and
said he did not thirik there would be any problem with the listed sugges-
tions. Mrs. Luster said she had located some nurseries who have larger
trees available, and one which has 40' cedar trees. She said the City
would like a two-year guarantee on all the planted trees. Chairman
LaFon said he had contacted a nursery and was advised that 24' was*the
largest that would be likely to survive. Linda Birch of Woodlake Dr.
provided photographs which reflected the.sizes of the trees which had
been removed. John Walcker said that at the September 14 m eeting he
had felt.it was understood that he said the trees around the center of
the site would have to come out, and he asked if anyone on the Board
had that understanding. Chairman LaFon said he remembered sitting at the
table and making the comment that there was some doubt that -the trees
proposed to be moved would survive. Dennis Walcker said they had dis-
cussed this in a small group but it was not in the minutes. Mrs. Luster
said some of the neighbors were present this evening and had looked at
the current plans prior to this meeting. Don Jeremiah, one of the
neighbors, said they would like to see it the way it was originally
planned, that the plans keep changing. Linda Birch of.1.400dlake Dr. -said
they felt the trees should be replaced by 35'- 40' trees to protect them
from the lights from the parking lot, the tall buildings, and sound.
She said also that the neighbors had a written agreement with Walcker
which she felt had been violated. Howard Wright asked if the buffer
-zone on the street side had been changed, as it appeared to him to be.
narrower. John.Walcker responded that none of the dimensions.had,.been
changed but the drawing had been done by a different draftsman and that
probably was the difference. Mrs. Luster said the buffer area is
essentially the same, but the Board could ask for more trees there.
She said the Staff was asking that no specifics be placed on the ravine
since no trees were removed from that area. Mr. Selvidge felt the firs
should be spaced 7' apart, not 7'- 10' a� indicated. Mr. Christofferson
said there were certain.trees indicated to be retained which had not
been retained and he felt the Board should try to achieve as close to
what was previously agreed as possible, which would call for some fairly
tall trees. He was not sure where they should go to assure the best
screening. Mrs. Luster noted tha . t the agreement with the neighbors wa's only
with those neighbors on Woodlake, and she thought the agreement had
called for 12'- 15'.high trees, 7'- 7�12' on center. She said when they
went out to the site with the new landscape plan some of the Staff felt
larger trees should be planted along 84th and 83rd. She said they realize
it is hard to transplant large trees and have them survive, and they could
die even after two years, so it may be more beneficial to plant smaller trees
with more likelihood of survival. She said the birch trees were recommended
to provide screening until the evergreens fill out, but the large trees
woul ' d have lessened the impact of - the large buildings. -Mr. Christofferson
said he would lean towards a m ' ix of sizes, possibly half of them 10'- 15'
and some 25'- 30' tall. He felt 40' trees would-be difficult to plant

and have: them grow, but he would like to try to get the site to look
something like it had; A lady in the audience -said they had not only
removed the trees but had moved the ground to make it more buildable.
She suggested that perhaps they should be asked to * lower the buildings
instead of planting tall trees. Mr. Christofferson said said the
original plans did.indicate..more leveling of the ground than what he
had thought there shouldbe and he had commented that t.he buildings
were not designed to fit the land. John Walcker responded, however,
that the trees were knocked down and the berry bushes removed, but no
ground had been moved. Jerry Hillis, attorney for JEDCO, said there
was an agreement with the neighbors which had been drawn after a lot of
effort, and that had been submitted to the City for approval, but the
Staff had wanted the buildings relocated. After much*more work the
final changes were submitted in August. He said two plans had been
submitted, one which was approved by the neighbors and the Walckers,
and one that.was approved by the Staff. He said it was not fair to
say that Walcker was being devious, as one of the . neighbors had charged.
He said the problem was that it had not been clearly indicated which
trees would be removed. He said if the present landscaping plan were
compared with the original one it would be apparent that the present one
is much more clear. Chai man LaFon commented that with something of
this nature neither party ever wins. Linda Birch again said their agree-
ment had been violated because they had said none of the trees would be
taken down on the west side of the buildings. She said again that the
trees had been taken down and the land graded. She asked to be told
where the parking lot would be and the garbage enclosures. Chairman
LaFon responded that the lightingin the parking lot had already been
reviewed from the standpoint of glare to the neighbors and the garbage
containers,will be enclosed and they also had been reviewed. He advised
her that those plans could be examined in the Planning Department. Mr.
Mattson noted that the rockery and the berm on the plan did not indicate
dimensions. MR. SPANFELNER MADE A.MOTION, SECONDE.D.BY MR. CHRISTOFFERSON,
THAT THE LANDSCAPE PLAN FOR ADB-51-78 BE APPROVED WITH THE.FOLLOWING

ADB-1.00-78 SVEN HELLEREN - Final review of landscape, site, and elevations for
six- and seven -unit townhouses at the southwest corner of 196th St. S.W.
and 80th Ave. W. (RML)
Mrs. Luster said this item had been reviewed in discussion only at a
previous meeting, and the minutes were furnished. The site plan as
revised met the Fire Department requirements for turning. The landscape
plan was submitted and Mrs. Luster felt.it was adequate but.that some
additional plantings Play be located along the south and west property
lines. A color board was submitted with chestnut col:ored stucco and
sample trim colors. There is a potential drainage problem on the site
and a drainage plan had been submitted * Adequate parking was provided
and the setbacks were adequate. There was some discussion as to location

of the trash enclosure for Building A. The applicant suggested putting
it by parking stall 13 where it could be screened by the berm. He.said
the electric meters will be on the back beside the individual'sliding
doors. Mr. Spanfelner said he would like to see higher and more dense
plantings between the adjacent duplex and the parking lot to eliminate
the light from the traffic. The applicant responded that there is a
6' fence on the adjoining-RS property which runs the length of his property.
After further discussion, MR. SPANFELNER MOVED, SECONDED BY MR. KINDER -
.FATHER, TO APPROVE ADB-100-78 WITH THE FOLLOWING CHANGES: (1) ADDI-

ADB-105-78 SVEN HELLEREN - Final review of four -unit apartments at 80th Ave. W. and
T18th St. S.W. .(RML)
Mrs. Luster sai d the site plan had been approved last month. She noted
that a comment had been made with regard to the poplar trees, that there
would be the option to retain them or remove them.* The landscape plan
indicated they would be kept on the site. The colors were to be the same.
as those submitted for ADB-100-78 and the same color board was used.
The utility boxes were not shown clearly. There were some changes in
the materials on the elevations. Mrs. Luster suggested that the Board
examine the Possibility of increasing the plantings. The parking and
setbacks were adequate. The Fire Department had made some s'uggestions
plan. Zoning on the side of the block where this site is located
.is RM but it is RS across the street. All property lines directly
,affected are RM. The applicant submitted a color chip of the chestnut
color for the stucco. fir. Spanfelner suggested another tree on the
parking lot side of the trash container, or possibly the use of some ivy.

Mr. Spanfelner asked to be excused from this hearing because of a possible
conflict of interest and.he left the rostrum. firs. Luster said this com-
plex will have access from 72nd Ave. W. The landscaping appeared t6,be
adequate. The Engineering Department had 'asked that access to the building
be left in temporary paving -material until the entire project is complete.
This was only one small portion of the entire site to be developed, and
further development would be reviewed and approved when presented'. The
parking was adequate. . Chairman LaFon indicated that the application was

not adequate for review. Mrs. Luster agreed, in that the site plan did
not conform to either the rezone lines or the subdivision lines of the
'property, or the previously, but minimally, discussed PRO plans for the.
property. She said the Engineering Department did not know what the
future'plans were for the site. Chairman LaFon felt that the overall
master,plan for the site should be submitted in order to give this item
logical.review. Dick Walker, representative.for this item, said this
building would go on a foundation that was approved previously 6r-a medical�.

ADB-1'13-78 PEOPLE'S NATIONAL BANK - Review of site, elevations, and landscaping. for
parking and teller stations at 140 4th Ave. (BC)
Mrs. Luster said there is an existing house on the site which will be
removed. The bank is changing the parking in order to accommodate the
addition of some drive-in teller stations. The landscaping plan was
adequate. Much of the existing vegetation will remain. The applicant
submitted an example of the proposed lighting. The Engineering Department
felt the traffic circulation had a good layout., The only Staff suggestion
was to increase the amount of landscaping at the entrance of the parking
areas to screen them from Dayton St. The owners of the neighboring
property (Quintana Roo Restaurant) had inquired what would be done with
the west parking line of an 11-car parking lot. A Mr. Matt was present
to represent the Quintana Roo owner, and he said they were very satisfied
with the landscaping. Mr. Christofferson commented that it.appeared a
great deal of care was being taken in transplanting materials and saving
some of the trees on the site, and he commended the applicant. George
Hazen, architect forthe project, said Roberta 'Whiteman was the landscape
architect who.had saved all the trees, and Mr. Christofferson asked that
appreciation be conveyed to her. A question was asked regarding the light
standard and Mr. Hazen said the existing one would be used and that each
of the individual lamps in it is adjustable. Chairman LaFon asked if the
light level at the drive-ins would bother the adjacent property owners

the applicant would like to add an -additional sign which would put him
over the allowable.signage. Tile current sign from the previous restaurant
which says "Deli, Dip and Omelette'! will be removed and the applicant's
intent was to replace that with an -identification sign saying "Restaurant'.'
directly under the name,of the establishment. He intended the suppleme'ntal
sign�to. be the same size as that giving the name, but that would put him

It was agreed tha-t a.special meeting to discuss consistency of Board actions and
the Chairman's interpretation of the feelings of the City Council would be held
on Wednesday, November 8, at Sebastian's Restaurant, at 12:00 noon. For those who
cannot attend, there will be a review one-half hour prior to the next regular meeting.
The ADB awards were again discussed and it was agreed that an award could not be
given to a development which currently was exceeding the al,lowable signage. Mrs.
Luster was advised to�eliminate that project, but to follow through with-bring-ing
it into conformance with the Sign Code. There was no further business to come before
the Board, and the�meeting was adjourned at 10:50 p.m.

1. Where poss'ible, maintain natural veg-
etation for silt control.
2. Temporary siltation and detention.ponds
to be constructed by placing straw bales
across swales.
3. All temporary siltation and detention
ponds,shall be maintained in a satis-
factory condition until such time that
clearing and/or construction is com-
pleted and the perranent drainage fac-
ilities are operational. -
4. Return siltation control areas to ori-
ginal ground conditions.
