comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.

The Fire Department has the following comments upon sprinkler plans:
1. Sprinklers shall be residential- or quick response -type heads.
(ECDC 19.75.075)
2. FDC location change away from building. LocateFDC as close to
property line as possible, adjacent to driveway. FDC shall be located
without interference or obstructions from fences, posts, plants, trees or
brush. (NFPA 13R A-2-1.3.2 iaw NFPA 13 A-4-7.2.1). Coordinate with
Fire Department for exact location.
3. FDC connection shall be located 18-48" above level of adjacent grade.
(NFPA 13 A-4-7.2)
4. FDC connection to be 2 1/2" MPT NST connection with plug & chain.
FDC'shall be so identified for "AUTOSPKR" (NFPA 13 4-7.2.3.4).

Fire Department intent regarding subject reference is that:
Group R buildings three or more stories in height, or containing five or more dwelling units and/or
guest rooms shall be sprinklered "throughout" with a UBC Standard 9-3/NFPA 13R system.
NFPA 13R-1 989 (UBC Section 3503) provides a "life -safety" standard for the Installation of
Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Heiaht.
ICBO review of group R buildings (within stated limitations) are to be conducted in accordance
with these reference standards.
Because NFPA 13R goal of "life -safety protection" is paramount to a "property protection" goal
as compared to NFPA 13, the following exceptions are made to the location of sprinklers in these
buildings:
"Sprinklers shall be installed in all areas.
Exception No. 1: Sprinklers are not required in bathrooms where the area does
not exceed 55 sq. ft and the walls and ceilings, including behind fixtures, are of
noncombustible or limited combustible materials providing a 15-min thermal baffier.
Exception No. 2: Sprinklers are not required in clothes closets, linen closets, and
pantries within the dwelling units where the area of the space does not exceed 24 sq.
ft and the least dimension does not exceed 3 ft and the walls and ceilings are
surfaced with noncombustible or limited combustible materials as defined by NFPA
220, Standard on Types of Building Construction.
Exception No. 3. Sprinklers are not required in any porches, balconies, corridors,
and stairs that are open (to outside atmosphere -John) and attached.
=> Exception No. 4. Sprinklers are not required in affics, penthouse equipment
rooms, crawl spaces, floorIcefling space, elevator shafts, and other concealed
spaces that are not used or intended for living purposes or storage."
(NFPA 13R Section 2-6)
Fire Department wishes to review sprinklering in attached garages on an individual basis, given
consideration of the garage location, size of garage and level of fire separation from
living/dwelling areas of the building.

This, is in response to ICBO's 6/04/96 review of the proposed fire protection sprinkler system at
the above referenced facility. Each comment will be addressed in turn.
The fire protection sprinkler system has been designed per U.B.C. Standard 9-3 (1994 ed.)
and NFPA #I 3R (1991 ed.) based on the understanding that no sprinkler system code tradeoffs
were incorporated into the building construction.
Note: Revised plans and calculations have been included with this response ammended per the
comments therein.
I . In accordance with the above cited standards the building is completely sprinklered.
Garages: The garages, located on the first floor, are individually specific to each unit and
separated from same by one -hour construction. Therefore, garage protection is not required.

2nd and 3rd flr. exit corridors: Firstly, the building is 2 story, consisting of a grade level
main floor with an upper Poor over. The "exit corridore', (grade level only), while within
the budding structure, are exterior and uncovered, and therefore, do not require sprinkler
protection. See NFPA #I 3R, paragraph 2-6, Exception No. 3.
Other: The exterior decks, small bathrooms, small closets and combustible blind spaces
do not require sprinkler protection per NFPA #I 3R, paragraph 2-6, Erceptions No. I thru
No. 4.
2. Again, to the best of our knowledge, no sprinkler system code tradeoffs were incorporated
into the building construction.
3. The original automatic, motor actuated, domestic shutoff valve has been replaced with 2,
power independent, automatic, hydraulically actuated, domestic shutoff valves arranged in a
parallel configuration. See revised calculations and plans and associated catalog sheets
regarding same.
4. . No response required.
5. Will comply. A sprinkler will be added to protect the valve room. See revised plans.
6. This work is by other. The requirement will be forwarded as advised.
7. The control valves on the backflow preventer will be sealed open. Further, the valve house
will be normally locked except during system servicing.

Fire Dept. 4/08/96.

The 1 inch (25mm) Model F540 Resi-
dential Domestic Shutoff Valve (Ref.
Figure A) is intended for use in dual-
purpose residential supply piping that
serves both domestic and NFPA 13D
residential fire protection sprinkler sys-
tem needs. When an automatic fire
sprinkler operates, the F540 Valve au-
tomatically shuts off essentially all
water flow to the domestic system and
diverts the available water supply to
the fire sprinkler system.
Surveys have indicated that residen-
tial domestic water usage can be ex-
pected to vary from 5 GPM (18,9 LPM)
to 20 GPM (75,7 LPM), all depending
on the city main pressure, the design
of the piping system, and the number
of water outlets. These levels of water
usage could impair the performance of
a residential fire sprinkler system, if
they resulted in a significant reduction
in the anticipated water supply pres-
sure to the fire sprinkler system.
Therefore, it is recommended that the
design of a residential fire sprinkler
system take into account the antici-
pated domestic water usage, unless
provision is made to shutoff essentially
all water flow into the domestic sys-
tem, upon operation of a fire sprinkler.
At a typical residual (flowing) pressure
of 40 psi (2,8 bar) at the inlet to the
F540 Valve, following operation of a
fire sprinkler, the flow into the domestic
system ' would automatically be re-
duced to less than 1/4 GPM (0,9 LPM).
Use of the Model F540 Residential Do-
mestic Shutoff Valve should be consid-
ered when either the water supply can-
not adequately provide for both the
possible domestic usage and fire
sprinkler flow demand, or it is desirable
to increase the effectiveness of the fire
sprinkler system by automatically
shutting off essentially all domestic
flow.
The F540 maximizes the effective use
of an existing water supply and, there-
fore, in areas with limited water sup-
plies, it may eliminate the need to add
costly pumps, pressurized reservoirs,
or electrically operated domestic shut-
off valves. The F540 has a built-in
check valve in the fire sprinkler system
outlet, which eliminates the need for a
separate check valve. Also, the F540
automatically resets, thereby eliminat-
ing the need for valve disassembly
after a fire sprinkler system test or op-
eraflon.
The Model F540 Residential Domestic
Shutoff Valve is listed by Underwriters
Laboratories Inc. and is suitable for
use in water supply arrangements for
residential fire sprinkler systems de-
signed per NFPA 13.D.

manufacturer should be contacted rel-

The 1 inch (25mm) Model F540..Resi-
dential Domestic Shutoff Valve is rated
for use at a maximum service pressure
of 175 psi (12,1 bar). The Valve dimen-
sions are shown in Figure B, and the I
inch NPT pipe thread connections are
threaded per ANSI Standard 131.20.1.
The year of manufacture is indicated
on the Body. I
The F540, as shown in Figure A, is to
be installed vertically with the Water
Supply Port at the bottom, the Fire
Sprinkler Port at the top, and the Do-
mestic Port at the side.
The nominal pressure losses in
pounds per.square inch (psi) versus
flow rate in U.S. gallons per minute
(GPM) for the F540 are shown in Fig-
ure C. Separate Curves are shown for
water flowing through the Fire Sprink-
ler and Domestic Ports.
The approximate friction loss through
the Fire Sprinkler Port, based on the
Hazen and Williams formula and ex-
pressed in equivalent length of Type L
copper tube with C = 150, is 4 feet of
3/4 inch tube or 14 feet of 1 inch tube.

In order for the F540 Valve to automat-
ically operate, once a fire sprinkler op-
erates, the fire sprinkler system from
the water main to the most hydrauli-
cally remote sprinkler must be de-
signed to provide a minimum single
sprinkler flow of 12.5 GPM (47,3 LPM),
when the supply pressure at the main
is at its minimum expected value.
NOTES
The minimum single sprinkler flow
rate of 12.5 GPM (47,3, LPM), re-
quired for use with the F540 Valve,
does not take precedence over any
more hydraulically demanding single
or multiple sprinkler flow rates.speci-
fied for the residential sprinklers
being utilized.
It is not necessary to take into account
the trickle flow through the F540
Valve By -Pass Restriction, into the do-
mestic system, when performing hy-
draulic design calculationsfor the fire
sprinkler system. -

The design of the F540 Valve is s.Uc.h
that if there is a fire sprinkler operation
while there is domestic usage, the
F540 Valve will automatically shut off
essentially all flow to the domestic sys-
tem and divert the available water sup-
ply to the fire sprinkler system, thereby
eliminating the lower sprinkler flow that
might otherwise be caused by a signif-
icant domestic water usage.
When the F540 Valve is in the normal
standby position as shown in Figure D,
the Poppet Assembly, assisted by the
Spring, is in the down position. With
the Poppet Assembly in the down po-
sition, the Fire Sprinkler Seat is sealed
and the F540 Valve performs as a con-
vential check valve. Also, with the Pop�
pet Assembly in the down position,
water is available on demand through
the Domestic Flow Passage and out
the Domestic Port.
When operation of the automatic resP

a water demand, the Poppet Assembly

moves upward. With the Poppet As-
sembly in the full up position, water
flow is diverted from the Domestic
Flow Passage to the Fire Sprinkler
Flow Passage. After the Poppet As-
sembly has moved to the full up posi-
tion, only a small amount of water is
permitted to trickle through the By -
Pass Restriction to the Domestic Port.
The trickle flow through the By -Pass
Restriction permits automatic resetting
of the F540 Valve, without draining of
the fire sprinkler system, after a sprink-
ler operation or test. When the Manual
Domestic Shutoff Valve is closed, the
By -Pass Restriction allows the Supply
�nd Domestic Port pressures to equal-
ize and the Poppet Assembly to move
back down to the standby position. The.
maximum flow rate through the By -
Pass Restriction, when the F540 Valve
is in the operated position is less than
1/4 GPM (0,9 ILPM) for a typical resid-
ual (flowing) pressure of 40 psi (2,8
bar) at the inlet. Consequently, it is not
necessary to take into account the
trickle flow through the F540 Valve By -
Pass Restriction, into the domestic
system, when performing hydraulic de-
sign calculations for the fire sprinkler
system.
The contours of the Poppet Assembly
have been specifically configured to
minimize its upward movement except
under the level of sustained fire sprink-
ler system flow resulting from opera-
tion of a fire sprinkler. However, be-
cause most fire sprinkler systems
contain air pockets, the Poppet As-
sembly will tend to move momentarily
upward if there is a surge in supply
pressure. The momentary opening
and reclosing of the Poppet Assembly
at the Fire Sprinkler Seat will trap a
portion of the pressureincrease within
the fire sprinkler system. The trapping
of pressure increases within the fire
sprinkler system will help to reduce the
possibility of a subsequent surge in the
supply pressure from causing the
waterflow detector to signal a false
alarm.
As indicated above, domestic system
usage may reduce the pressure avail-
able to the fire sprinkler system. How-
ever, when utilizing the F540 Valve, it
is not necessary to take into account
the complex hydraulic modeling of the
domestic system, that would otherwise
be required to determine the minimum
possible residual (flowing) pressure
which would be available to the fire
sprinkler system.
For operation of the F540 Valve, it is
only necessary to design the fire
sprinkler system, from the water main
to the most hydraulicaly remote sprink-
ler, to provide a minimum single sprink-
ler flow of 12.5 GPM (47,3 LPM), when
the supply pressure at the main is at its
minimum expected value.
NOTE
A fire sprinkler water supply connec-
tion to a public water supply is usu-
ally subject to local regulations con-
cerning metering and backflow
prevention requirements. Consult
with the local water authorities con-
cerning local requirements which
may apply to the arrangement of these
components in the fire sprinkler sys-
tem water supply.
Figure A illustrates a typical arrange-
ment using the Model F540 Residen-
tial- Domestic Shutoff Valve. The ar-
rangement may need to be modified to
meet the requirements of the authority
having jurisdiction; however, the
Model F540 Residential Domestic
Shutoff Valve must be installed in ac-
cordance with the following criteria:
NOTE
A spring loaded check valve is not to
be installed between the F540 Valve
and the fire sprinklers.
The F540 Valve is to be installed
vertically with the Supply Port at the
bottom, the Fire Sprinkler Port at the
top, and the Domestic Port at the
side. It is recommended that a suit-
able clamp be installed along the
water supply riser piping, to provide
support for the weight of the F540
Valve.
