4. Check with the Building Division at 771-0220 regarding proposed rockery to be constructed within the
building setback.

east end of the project. It appears that existing ground may be lower than the finished grade, so fill
will be required.
6. Provide minimum 12 inch cover over all storm drainage pipes.

The following analysis was prepared in response to the City of Edmonds' request for traffic
impact disclosure. We have discussed the proposed project with Gordy Hyde at the City of
Edmonds to determine the scope of analysis required for this project. This letter presents
the potential traffic impacts associated with the proposed 12-unit condominium project to
be located at 21309 76th Avenue W in Edmonds. The project would replace two existing
single family homes on the site.
Trip generation for the proposed project was determined using trip generation equations in
the Institute of Transportation Engineers' (ITE) Trip Generation, 5th Edition. Equations for
"Residential Condo/Townhouse" (Land Use Code 230) and "Single Family Detached <300
DU" were used. The two existing single family homes are estimated to generate 19 trips per
day and 3 trips during the PM peak hour (2 in, 1 out). The 12 proposed condo units are
estimated to generate 70 daily trips and I I PM peak hour trips (7 in, 4 out). The net
increase attributable to the proposed project would be 51 trips per day and 8 trips (5 in, 3
out) during the PM peak hour.
All project traffic would access the roadway network at 76th Avenue W. Based on review of
regional population and employment locations, it is estimated that 70 percent of the
project -generated trips would be destined to 1-5 and would use SW 220th Street to access
the freeway. The remaining 30 percent of the trips would be destined to SR 99 and would
be split between SW 220th Street and SW 212th Street. Based on these distribution
percentages, six (6) trips would impact the 76th Avenue W/SW 220th Street intersection
and two (2) trips would impact the 76th Avenue W/SW 212th Street intersection.
The addition of these trips would not degradethe levels of service at either intersection and
the majority of the new trips would be added to non -critical movements. Therefore, no
traffic mitigation would be required for this project.

plats, page 57, records of Snohomish County, Washington.

Approximately 0.72 acre
SOIL TYPE:
According to the Soil Conservation Service Soil Survey for Snohomish County, the soil
on this site is an Alderwood Gravely Sandy Loam. Field testing was not performed.
EXISTING CONDITIONS:
There is currently one single-family residence with a converted detached garage and
two sheds on the site. Vegetation on the site consist substantially of lawn east of the
residence and forest west of the residence. Upland areas entering the site include the
north adjoining condominium development.
PROPOSED CONDITIONS:
The proposed development is the construction of 12 condominium units with associated
driveways and utilities. All existing structures on the site will be demolished. It is
intended to capture runoff from all impervious surfaces proposed for the site and route
them to a detention tank to be installed under the driveway.
REPORT SCOPE:
The scope of this report is limited to the site grading, drainage facility construction and
road frontage improvements along the adjoining city roadway.

11. PRELIMINARY CONDITIONS SUMMARY
SURFACE WATER MANAGEMENT REQUIREMENTS:
The drainage facilities for this project are designed in accordance with the City of
Edmonds Ordinance Number 3013 as revised 2/17/95. Some methodologies and
recommendations outlined in the 1992 DOE Stormwater Manage Manual have also
been used in the design of drainage facilities. It is intended that 7rf pe water from all
impervious areas be directed to a stormwater detention facility.
/11. EXISTING ON -SITE AND OFF -SITE DRAINAGE ANALYSIS
The general drainage patterns for the site and project area are shown on Figures 2 and
3. A field survey of the on -site and off -site drainage areas was performed during
December of 1995.
ON -SITE DRAINAGE
The entire site generally slopes to the east on a grades of approximately 6%-10%. The
surface water is directed toward an existing catch basin located near the southeast
corner of the property.
,UP -STREAM DRAINAGE
The off -site drainage areas upstream from the property are shown in Figure 3. The
upstream area to the north consists of approximately 0.7 acres developed as
condominiums. Surface water from the upstream area is collected in storm drains and
piped through an 8" PVC pipe crossing the easterly end of the subject property.
DOWN -STREAM DRAINAGE
The off -site drainage down -stream from the property is shown in Figure 3. Surface
water leaves the subject property through the existing catch basin (station 0+00)
located and the southeast corner of the subject property. The drainage flow then
continues traveling south about 240 feet through an 12" storm drain to another catch
basin on 214th St. SW (sta. 3+40). The drainage flow then travels east along 214th St.
SW through 12" storm drains and five catch basins to 73rd Pl. W. (sta. 5+11). The
drainage flow then travels south along 73rd Pl. W. through 12" storm drains and five
catch basins to 216th St. SW (sta. 10+30). . The drainage flow then travels east along
216th St*. SW through a 24" storm drain to station 13+20 and the end of the required
path analysis. From this point the storm drains appear to continue easterly crossing
State Route 99 and out of the Edmonds City Limits.
All the downstream drainage facilities appeared to be functioning adequately. No
significant sedimentation, erosion or flooding problems were observed in the down-
stream drainage course. Development of the subject project will not permanently
increase the sedimentation, erosion or flooding in the down -stream drainage courses.

IV. RETENTIONIDETENTION ANALYSIS AND DESIGN
EXISTING SITE HYDROLOGY
Vegetation currently on the property was discussed in Section 1. Existing storm water
runoff drainage patterns were discussed in Section 111.
DEVELOPED SITE HYDROLOGY
Developed condition vegetation is assumed to be lawn; except for the new structures
and roadway areas. Calculations for existing and developed storm water flows were
calculated for the on -site basin that development is occurring within. Approximately
3064 sq. ft. of lawn east of the buildings will be unchanged before and after
development and is not included in the detention calculations. The calculations are
presented within the Appendix and are summarized below.

RETENTION/DETENTION SYSTEM
The subject development does not discharge directly or indirectly to a stream within the
1/4 mile downstream reach. Peak rate runoff controls are provided to restrict the flow
leaving the site to maintain the predeveloped condition peak runoff rate for the ten-
year, twenty-four hour and 100 year, twenty-four hour design storms.
Flood routing calculations were performed for the proposed system. The calculations
are in the Appendix.

V. CONVEYANCE SYSTEM ANALYSIS AND DESIGN
ON -SITE CONVEYANCE SYSTEM
An extensive conveyance system analysis for the on -site drainage facilities, ie.
backwater analysis for the storm drains is not necessary for this project due to the small
tributary areas for those lines. The Discharge pipe leaving the detention tank was
analyzed and found to be adequate for a 100 yr. storm event.
V1. OTHER PERMITS
Approval of condominium structural plans been identified as necessary for the
proposed development. This item is beyond the scope of this report.

V11. EROSIONISEDIMENTATION CONTROL DESIGN
Clearing for this project is limited to the area required to construct the required
improvements and necessary grading. Protection of downslope areas will be provided
by silt fencing installed along all downslope drainage paths. A Temporary Construction
Entrance will be installed prior to any construction activity.
