I have been talking to 3 boys regarding the fire:Ryan Dooley/Villa Don Apt 31, Christopher Preston 8012 214th PI SW, and
Justin Randolph(victim of #15) living at Villa Don #34. All deny any involvement, BUT each has snitched on the other for
lighting things.on fire around the complex. All three point the finger at the other.
So, my plan is to involve all three and parents in the Fire Stoppers program. All parents were agreeable. Interviews will
start when I get back from vacation. All 3 have promised to not play with Matches or Lighters(and parents were told to
hide any in house).

In June, 1981 a letter was sent to all apartment owners
informing ther, of the adoption of a revision in the Community
Development Code. You were informed that all dwelling units
would be required to have an approved smoke detector installed
prior to July 1, 1982.
On June 29, 1982 a "Request for Verification of Compliance"
form was sent to you requesting the current status on three.
items.
1. Installation of smoke detectors in each
living unit.
The following will effect all apartments and condominiums with
two or more doors that open on a common area/corridor, balcony
or stairway.
2. Self -closures on all living unit doors.
3. Fire rated doors on all living units.
On August 11, 1982 a "second request" was sent to deter-
mine compliance with the aforementioned requirements. Todate
we have not received a reply.
I am required by Ordinance #2290 to enforce the revision
in the Fire and Life Safety Code. These requirements of the
code shall be complied with by October 25, 1982 or I will be
forced to turn the matter over to the city attorney.

Dear Mr. Freimark,
In June, 1981 a letter was sent to all apartment owners
informing them of the adoption of a revision in the Community
Development Code. You were informed that all dwelling units
would be required to have an approved smoke detector installed
prior to July 1, 1982.
On June 29, 1982 a "Request for Verification of Compliance"
form was sent to you requesting the current status on three
items.
1. Installation of smoke detectors in each
living unit.
The following will effect all apartments and condominiums with
two or more doors that open.on a common area/corridor, balcony
or stairway.
2. Self -closures on all living unit doors.
3. Fire rated doors on all living units.
On August 11, 1982 a "second request" was sent to deter-
mine compliance with the aforementioned requirements. Todate
we have not received a reply.
I am required by Ordinance #2290 to enforce the revision
in the Fire and Life Safety Code. These requirements of the
code shall be complied with by October 25, 1982 or I will be
forced to turn the matter over to the city attorney.

Dear Madam:
On May 22, 1975 the Fire Department advised you by letter that certain items
were in violation of City Ordinances or Fire Codes.
On Jun ' e 12, June 23, 1975 a reinspection of the premises was made. The
Fire Inspection has indicated that code violations remain uncorrected.
The Fire Department is aware that it may be difficult at times to comply
and to resolve such hazards immediately because of day to day commit-
ments or other valid -appearing reasons.
In the same respect, the Ordinances and Fire Codes were adopted by the
City of Edmonds to provide a min ' imum of equal protection forall its'
citizens and their valuable property.
It is not our wish nor desire to bring legal action against you to
obtain compliance, but that will be your choice.
The Fire Inspector will reinspect after July 7i 1975 to ascertain your
