The Comprehensive Plan designates the site as Mixed Use Commercial with the Medical/HighWay 99 Activity Center overlay. The site is zoned RM — 1.5, Multiple Residential. Design Review Process and Criteria Due to the location and type of project (SEPA determination not required), district -based design review by staff is required according to Edmonds Community Development Code (ECDC) 20.12.030.B (a Type I decision). According to ECDC 20.12.070.B,'the proposal must be reviewed against the design standards contained in ECDC 16.60 along with the general urban design standards as well as the policies specific to the Medical/Highway 99 Activity Center contained in the Comprehensive Plan. Analysis 1. Comprehensive Plan Compliance. a. Goals and Policies. Goals and policies for the Medical/Highway 99 Activity Center are located on pages 61 — 67 and are intended to encourage the development of high quality, well -designed projects that reflect the values of the citizens of Edmonds. The proposal satisfies the intent of following goals and policies of the Comprehensive Plan: i. "New development should be high -quality and varied— not generic —and include amenities forpedestrians andpatrons." (page 66) ii. "New development should be allowed and encouraged to develop to thefullest extent possible while assuring that the design quality and amenities provided contribute to the overall character and quality of the corridor.". (page 66) b. Design Objectives. General urban design objectives are found on pages 92 — 98. "The development ofparking lots, pedestrian walkways and landscaping features is an integralpart of how a building acts with its site and its surrounding environment. Good design and site planning improves access by pedestrians, bicycles and automobiles, minimizes potential negative impacts to adjacent development, reinforces the character and activities within a district and builds a more cohesive physical environment. The proposed accessory structure will be located interior to the site in an area of existing parking stalls, two of which will be removed by placement of the structure. An existing walkway will provide access to the structure from the existing building. ii. BuildingForm. "Building height and modulation guidelines are essential to create diversity in buildingforms, minimize shadows cast by taller buildings upon the pedestrian areas and to ensure compliance withpolicies in the city's Comprehensive Plan. Protecting viewsftom public parks and building entries as well as street views to the mountains and Puget Sound are an important part ofEdmonds character and urbanform. " The simple structure is slightly less than 10' tall and will not cause shadows or impact views. iii. Building Facade. "Building Faqade, objectives ensure that the exterior of a building —the portion of a building that defines the character and visual appearance of a place — is of high quality and demonstrates the strong sense ofp1ace and integrity valued by the residents of the City of Edmonds. " - The proposed structure is a free-standing, pre -manufactured metal and glass shelter with partially enclosed walls. It is composed of structural elements with a bronze anodized aluminum finish covered by a standing seam brown metal roof and clear tempered glass sides — see Attachment 1. The interior will be lit and a seating bench is included. 2. Compliance with ECDC 16.60.030 — Design Standards for the CG zone. I a. Site Design and Layout (3)(a). "All lighting shall be shielded and'directed awayftom adjacent parcels. This may be achieved through lower poles at the property lines andlorfull "cut ofi"fixtures." The proposed structure has lighting mounted under the roof which will be cast downward, not outward. b. Building Design and Massing (1). "Buildings shall convey a visually distinct "base " and "top. " A "base " and "top " can be emphasized in different ways, such as masonry pattern, more architectural detail, step - backs and overhangs, lighting, recesses, visible "plinth " above which the wall rises, storeftont, canopies, or a combination thereof They can also be emphasized by using architectural elements not listed above, as approved, that meet the intent." The proposed structure has a visually distinct top and base — see Attachment 1. It is of simple construction designed for weather protection and light outdoor use. The permit should be transferable. 11. FINDINGS OF FACT AND CONCLUSIONS A. SITE DESCRIFTION 1. Site Development And Zoning: a. Facts: (1) Size: The subject property is approximately 197,496 square feet in area with approximately 633-fect of frontage along 72nd Avenue West. (see attachment 3). (2) Land Use: The site is currently developed with a 41,514 conversant hospital building. (3) Zonin : The zoning of the subject property is RM 1.5, (Residential, Multiple Family, 1,500 square feet of lot area required for each dwelling unit), (see Attachment 1). (4) Terrain and Vegetation: The subject property has been landscaped with ornamental landscaping including perimeter landscaping and internal parking lot landscaping. (5) Parkin The subject site currently provides 59 parking stalls. Instalation of the proposed tem,porary building will elliminate three (3) parking stalls, leaving 56 stalls after the installation is complete. The total development will require 53 parking stalls after the installation of the temporary building. b. Conclusion: As conditioned, the proposed development should not be detrimental to the site, and it does appear to be compatible with the current development and use of this property. 2. Neighboring Development And Zoning: a. Facts: Properties to the north, South and east are zoned CG. Conclusion: The proposed site development is compatible with tile surrounding development and zoning. C. EDMONDS COMMUNITY DEVELOPMENT CODE (ECDC) COMPLIANCE 1. Compliance with RM 1.5 Zoning Standards a. Facts: (1) The fundamental site development standards pertaining to development in a Multiple Family Residential Zone District are set forth in Chapter 16.30. (2) The applicant is proposing to locate the proposed building in compliance with the RM 1.5 zone district standards. 1). Conclusion: Tile proposal appears to comply with all bulk standards for RM 1.5 zones as set forih in Chapter 16.30. 2. Compliance with requirement for a Conditional Use Permit a. Fact: Section 20.05.010 of the ECDC states tile criteria by whicivall Conditional Use Permits applications arc to be reviewed. These include that (lie proposal conform to both tile Comprehensive Plan and the Zoning Code, and that the proposal mill not be detrimental to the public health, safety, and welfare. b. Conclusion: As conditioned, the requested Conditional Use Permit would be consistent with the criteria of ECDC Section 20.05.0 10. D. TECHNICAL COMMITTEE 1. Review by City Departments a. Facts: (1) Engineering Division: One portable fire extinguisher will be required in the unit. All electrical connections must meet tile electrical codes. (2) No other City Departments submitted comments for this application. b. Conclusion: The applicant must follow the requirements of all City Departments. E. COMPREHENSIVE PLAN (ECDC) 1. Comprehensive Plan Designation a. Fact: The subject property is designated as High Density Residential. b. GEOTECHNICAL ENGINEERING STUDY Proposed Physical Therapy Addition Aldercrest Convalescent Center 21400 - 72nd Avenue West Seattle, Washington This report presents the findings and recommendations of our geotechnical engineering study for the site of the proposed physical therapy addition to the existing Aldercrest Convalescent Center in Edmonds. We were provided with preliminary plans developed by Coates Design Architects, dated October 23, 2012. The plans included a floor plan and section drawings. Based on these plans, we understand that a new addition for physical therapy will be constructed in the landscaped area immediately west of the administrative offices in the central portion of the existing Aldercrest facility. The north wall of the addition will adjoin the southern wall of the existing therapy room, and the eastern wall of the new addition will parallel the western wall of the existing 'administration offices. The addition is planned to be one-story, with a slab -on -grade floor. New columns may also be added inside the existing therapy room, as the interior of that space is to be reconfigured. If the scope of the project changes from what we have described above, we should be provided with revised plans in order to determine if modifications to the recommendations and conclusions of this report are warranted. SITE CONDITIONS SURFACE The Vicinity Map, Plate 1, illustrates the general location of the site in Edmonds. The existing Aldercrest Convalescent Center is located on the western side of 72nd Avenue West. The site includes frontage along 72nd Ave West to the east, and is bordered to the south by a similarly sized property developed with an assisted living center. To the west are multi -family apartment buildings. The subject Site is mostly developed with the Aldercrest facility; which consists of three interconnected wings and surrounding parking lots. The central portion of the facility includes the main entrance, administration offices and therapy rooms. The western and eastern wings contain. patient rooms. Small, grass lawn areas and landscaping beds surround the building. The overall site slopes gradually down to the east-southeast. A short, moderate slope exists on the southwestern corner of the site. During our site investigation, signs of extensive settlement, including sloping and cracked slabs, cracked foundation walls, and tilted framed openings, were observed throughout the entire eastern wing, with significant settlement noticed in the northern portion of this building. Extendicare-Aldercrest Health and Rehabilitation November 9, 2012 SUBSURFACE JN 12340 Page 2 The original test pits conducted before the current building was constructed were somewhat inconclusive about the subsurface conditions in the area of the proposed addition. The observed settlement in the eastern wing made these old explorations even somewhat more suspect. During an initial visit to the site, we conducted two hand-augered borings in the area of the addition, and found fill soils to the maximum 4-foot depth that was explored. To better assess the subsurface conditions below this fill, we oversaw the drilling of four test borings at the approximate locations shown on the Site Exploration Plan, Plate 2. Our exploration program was based on the proposed construction, anticipated subsurface conditions and those encountered during exploration, and the scope of work outlined in our proposal. The borings were drilled on November 5, 2012 using a small track -mounted, hollow -stem auger drill. Samples were taken at 5-foot intervals with a standard penetration sampler. This split -spoon sampler, which has a 2-inch outside diameter, is driven into the soil with a 140-pound hammer falling 30 inches. The number of blows required to advance the sampler a given distance is an indication of the soil density or consistency. A geotechnical engineer from our staff observed the drilling process, logged the test borings, and obtained representative samples of the soil encountered. The Test Boring Logs are attached as Plates 3 through 6. Soil Conditions The test borings were drilled in the landscaped area west of the main entrance. The test borings generally encountered native silt beneath a layer of topsoil or fill. This upper layer of loose soils was 3 to 6 feet thick. The fill contained varying amounts of silt, sand, organics, and gravels. Beneath the fill and topsoil, we found native silt that varied in its density. In Borings 1, 2 and 4, the silt was very stiff, but it was quite soft to a depth of approximately 15 feet in Boring 3. No obstructions were revealed by our explorations. However, debris, buried utilities, and old foundation and slab elements are commonly encountered on sites that have had previous development. We observed a storm catch basin in the west side of the planned addition area, with a pipe leading toward the west from the catch basin. Groundwater Conditions Perched groundwater was observed in the upper, loose fill and topsoil in all of the test borings. This is water that has percolated downward until it reaches the low permeability silt. Deeper groundwater seepage was also observed beneath approximately 15 feet in three of the four test borings. The test borings were left open for only a short time period. Therefore, the seepage levels on the logs represent the location of transient water seepage and may not indicate the static groundwater level. Groundwater levels encountered during drilling can be deceptive, because seepage into the boring can be blocked or slowed by the auger itself. It should be noted that groundwater levels vary seasonally with rainfall and other factors. The stratification lines on the logs represent the approximate boundaries between soil types at the exploration locations. The actual transition between soil types may be gradual, and subsurface conditions can vary between exploration locations. The logs provide specific subsurface information only at the locations tested. The relative densities and moisture descriptions indicated GEOTECH CONSULTANTS, INC. Extendicare-Aldercrest Health and Rehabilitation JN 12340 November 9, 2012 Page 3 on the test boring logs are interpretive descriptions based on. the conditions observed during drilling. CONCLUSIONS AND RECOMMENDATIONS GENERAL THIS SECTION CONTAINS A SUMMARY OF OUR STUDY AND FINDINGS FOR THE PURPOSES OF A GENERAL OVERVIEW ONLY, MORE SPECIFIC RECOMMENDATIONS AND CONCLUSIONS ARE CONTAINED IN THE REMAINDER OF THIS REPORT. ANY PARTY REL YING ON THIS REPORT SHOULD READ THE ENTIRE DOCUMENT. The test borings conducted for this study encountered stiff native silts at approximately 8 to 15 feet beneath the existing ground surface on the northern side of proposed addition, near the existing therapy room, and at shallower depths of approximately 3 feet along the south edge of the addition. It appears that the competent, stiff native soils slepe rather steeply down toward the north. Due to the significantly loose condition of the upper fill soils, and the varying depth to competent native soils, we recommend that thq entire new addition be supnorted on a deep foundation system. Due to the relatively small footprint and work area, trying to utilize conventional footings for just the south side of the new construction is likely not practical. Deep foundatlons should also support the new floor, and be planned for any new foundations constructed inside the existing building. Several different deep foundation types are feasible for the site conditions. Considering the size of the project, depth to competent native soils, and limited working room, we believe that small - diameter §teel I�ip�_ piles or helical anchors are likely the most feasible foundation elements. Typically, small -diameter steel pipe piles are less expensive than helical anchors. However, the piles are driven to a refusal criteria set by resistance met during driving; and due to their small diameter, pile lengths can sometimes be significantly greater than the required depth of helical anchors. Also, the piles are driven using a hydraulic impact hammer, causing considerable noise. Helical anchors are screwed into the ground using a hydraulic motor, resulting in a quieter installation process. Both of these foundation systems can be installed inside the existing therapy space to support new loads. It is likely that some settlement of the ground surrounding and beneath the pile -supported addition will occur over time. In order to reduce the potential problems associated with this, we recommend the following: Connect all in -ground utilities beneath the floor slabs to the pile -supported floors or grade beams. This is intended to prevent utilities, such as sewers, from being pulled out of the floor as the underlying soils settle away from the slab. Isolate on -grade elements, such as walkways or pavements, from pile -supported foundations and columns to allow differential movement. GEOTECH CONSULTANTS, INC. Extendicare-Aidercrest Health and Rehabilitation JN 12340 November 9, 2012 Page 4 The near -surface soils will be soft and muddy, and difficult to work on. It would be prudent to place a layer of clean crushed rock, quarry spalls, or railroad ballast on the excavated subgrade to reduce construction difficulties and to limit the potential for silty runoff leaving the excavation. The erosion control measures needed during the site development will depend heavily on the weather conditions that are encountered. We anticipate that a silt fence will be needed around the downslope sides of any cleared areas. Soil stockpiles should be covered with plastic during wet weather. Following rough grading, it may be necessary to mulch or hydroseed bare areas that will not be immediately covered with landscaping or an impervious surface. Additional erosion control measures may be necessary to address the conditions encountered during the actual construction process. Geotech Consultants, Inc. should be allowed to review the final development plans to verify that the recommendations presented in this report are adequately addressed in the design. Such a plan review would be additional work beyond the current scope of work for this study, and it may include revisions to our recommendations to accommodate site, development, and geotechnical constraints that become more evident during the review process. We recommend including this report, in its entirety, in the project contract documents. This report should also be provided to any future property owners so they will be aware of our findings and recommendations. SEISMIC CONSIDERATIONS In accordance with the International Building Code (IBC), the site soil profile within 100 feet of the ground surface is best represented by Site Class Type D (Stiff Site Class). As noted in the USGS website, the mapped spectral accelerari-o'n--valo6lor —a0.2 second (S,) and 1.0 second period (Si) equals 1.20g and 0.42g, respectively. The site soils that will support the foundation and floor slabs have a T,6­wpoten Fia-10-Ei6ismic liquefaction because of their dense nature. PIPE PILES A 2-inch-diameter pipe —pile driven with a minimum 90-pound jackhammer or a 140-pound Rhino hamme-r-t-o-a `Tfinal penetration rate of 1-inch or less for one minute of continuous driving may be assigned an allowable compressive load <�ns. Extra -strong (Schedule 80) steel pipe should be used for 2-Inch diameter piles. Three-inch diameter pipe piles driven with a 650- or 800- or 1, 1 00-pound hydraulic jackhammer to the following final penetration rates may be assigned the following compressive capacity. Extendicare-Aldercrest Health and Rehabilitation November 9, 2012 JN 12340 Page 5 vibratory hammer or a hammer that is hard -mounted to the installation machine, numerous load tests to 200 percent of the design capacity would be necessary to substantiate the allowable pile load. The appropriate number of load tests would need to be determined at the time the contractor and installation method are chosen. For 3-inch diameter piles, a minimum Schedule 40 pipe should be used. The site soils should not be highly corrosive. Considering this, it-i—s—duropi—ni8n that standard "black" pipe can be used, and corrosion protection, such as galvanizing, is not necessary for the pipe piles. Since the piles are installed to specific final driving rates, it is difficult to accurately estimate required pile lengths, especially in fine-grained soils. Based on the test borings, it is likely that the piles on the northern side of the addition will be deeper than the southern piles.. Pile lengths of approximately 30 to 35 feet may be required on the northern side, while the southern piles could be 20 to 25 feet in length. Pile end caps and capped couplers could be used to help limit required pile lengths. Pile caps and grade beams should be used to transmit loads to the piles. Isolated pile caps should include a minimum of two piles to reduce the potential for eccentric loads being applied to the piles. Subsequent sections of pipe can be connected with slip or threaded couplers, or they can be welded together. If slip couplers are used, they should fit snugly into the pipe sdctions. This may require that shims be used or that beads of welding flux be applied to the outside of the coupler. Lateral loads due to wind or seismic forces may be resisted by passive earth pressure acting on the vertical, embedded portions of the foundation. For this condition, the foundation must be either poured directly against relatively level, undisturbed soil or surrounded by level, structural fill. We recommend using a passive earth pressure of 250 pounds per cubic foot (pcf) for this resistance. If the ground in front of a foundation is loose or sloping, the passive earth pressure given above will not be appropriate. We recommend a safety factor of at least 1.5 for the foundation's resistance to lateral loading, when using the above ultimate passive value. HELICAL ANCHORS Helical anchors consist of single or multiple helixes that are rotated into the ground on the end of round or square metal shafts. These anchors can be used to support both compression and tension loads, but their lateral capacity is negligible due to the relatively small diameter of the metal shafts, The design capacity of single helix anchors is the allowable soil bearing capacity on the helix area. Multiple -helix anchors are typically assumed to have a design capacity equal to the sum of the allowable bearing capacity on each helix, if they are separated more than three helix diameters. Buckling of the shaft may limit the design load, and we recommend that the shaft be analyzed for buckling assuming no lateral soil support, as the installation of the anchor will disturb the soil in the vicinity of the shaft. The minimum diameter of a single helix anchor is 8 inches. The ultimate capacity of the anchor in tension or compression can be estimated roughly by multiplying the installation torque by 10. We recommend that the helix be installed at least 10 feet into medium stiff to stiff native silt soil. We estimate that an allowable axial compressive capacity of at least 6 tons can be achieved using an 8-inch single helix. Higher capacities can be obtained by using multiple helixes or single helixes with larger diameters. The anchors should be installed by a specialty contractor familiar with design and installation of chance systems. The contractor can assist with refining the anchor design and details and estimating capacities for different soil and anchor conditions. GEOTECH CONSULTANTS, INC. Extendicare-Aldercrest Health and Rehabilitation JN 12340 November 9, 2012 Page 6 We recommend that anchors at the south end of the addition extend no less than 10 feet below the existing grade, and at least 15 feet below existing grade on the north wall of the addition. The anchors may have to extend deeper to reach refusal. However, if anchors reach effective refusal sooner than these recommended depths, it can be reviewed in the field by the geotechnical engineer. PERMANENT FOUNDATION AND RETAINING WALLS Retaining walls backfilled on only one side should be designed to resist the lateral earth pressures imposed by the soil they retain. The following recommended parameters are for walls that restrain level backfill:. PARikMETER VALUE Active Earth Pressure * 40 pef Passive Earth Pressure 250 pcf Soil Unit Weight 120 pcf Where: (I) pcf is pounds per cubic foot, and (11) active and passive earth pressures are computed using the equivalent fluid pressures. * For a restrained wall that cannot deflect at least 0.002 times Its height, a uniform lateral pressure equal to 10 psf times the height of the wall should be added to the above active equivalent fluid pressure. The values given above are to be used to design only permanent foundation and retaining walls that are to be backfilled, such as conventional walls constructed of reinforced concrete or masonry. It is not appropriate to use the above earth pressures and soil unit weight to back -calculate soil strength parameters for design of other types of retaining walls, such as soldier pile, reinforced earth, modular or soil nail walls. We can assist with design of these types of walls, if desired. The values for friction and passive resistance are ultimate values and do not include a safety factor. We recommend a safety factor of at least 1.5 for overturning and sliding, when using the above values to design the walls. Restrained wall soil parameters should be utilized for a distance of 1.5 times the wall height from corners or bends in the walls. This is intended to reduce the amount of cracking that can occur where a wall is restrained by a corner. The design values given above do not Include the effects of any hydrostatic pressures behind the walls and assume that no surcharges, such as those caused by slopes, vehicles, or adjacent foundations will be exerted on the walls. -if these conditions exist, those pressures should be added to the above lateral soil pressures. Where sloping backfill is desired behind the walls, we will need to be given the wall dimensions and the slope of the backfill in order to provide the appropriate design earth pressures. Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of a wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Wall Pressures Due to Seismic Forces The surcharge wall loads that could be imposed by the design earthquake can be modeled by adding a uniform lateral pressure to the above-recom mended active pressure. The GEOTECH CONSULTANTS, INC. Extendicare-Aldercrest Health and Rehabilitation November 9, 2012 JN 12340 Page 7 recommended surcharge pressure is 7H pounds per square foot (psf), where H is the design retention height of the wall. Using this increased pressure, the safety factor against sliding and overturning can be reduced to 1.2 for the seismic analysis. Retainina Wall Backfill and Waterproofin Backflll placed behind retaining or foundation walls should be coarse, free -draining structural fill containing no organics. This backfill should contain no more than 5 percent silt or clay particles and have no gravel greater than 4 inches in diameter. The percentage of particles passing the No. 4 sieve should be between 25 and 70 percent. The on -site soils are not free -draining, and should not be used for wall backfill, except in the upper 12 to 18 inches. The purpose of these backfill requirements is to ensure that the design criteria for a retaining wall are not exceeded because of a build-up of hydrostatic pressure behind the wall. The top 12 to 18 inches of the backfill should consist of a compacted, relatively impermeable soil or topsoil, or the surface should be paved. The ground surface must also slope away from backfilled walls to reduce the potential for surface water to percolate into the backfill. The subgrade beneath pervious surfaces, such as pavers and permeable pavement, must also slope away from foundatlon walls. It is critical that the wall backfill be placed in lifts and be properly compacted, in order for the above-recom mended design earth pressures to be appropriate. The wall design criteria assume that the backfill will be well -compacted in lifts no thicker than 12 inches. The compaction of backfill near the walls should be accomplished with hand -operated equipment to prevent the walls from being overloaded by the higher soil forces that occur during compaction.. The section entitled General Earthwork and Structural Fill contains additional recommendations regarding the placement and compaction of structural fill behind retaining and foundation walls. The above recommendations are not intended to waterproof below -grade walls, or to prevent the formation of mold, mildew or fungi in interior spaces. Over time, the performance of subsurface drainage systems can degrade, subsurface groundwater flow patterns can change, and utilities can break or develop leaks. Therefore, waterproofing should be provided where future seepage through the walls is not acceptable. This typically includes limiting cold -joints and wall penetrations, and using bentonite panels or membranes on the outside of the walls. There are a variety of different waterproofing materials and systems, which should be installed by an experienced contractor familiar with the anticipated construction and subsurface conditions. Applying a thin coat of asphalt emulsion to the outside face of a wall is not considered waterproofing, and will only help to reduce moisture generated from water vapor or capillary action from seeping through the concrete. As with any project, adequate ventilation of basement and crawl space areas is important to prevent a build up of water vapor that is commonly transmitted through concrete walls from the surrounding soil, even when seepage is not present. This is appropriate even when waterproofing is applied to the outside of foundation and retaining walls. We recommend that you contact a specialty consultant if detailed recommendations or specifications related to waterproofing design, or minimizing the potential for infestations of mold and mildew are desired. GEOTECH CONSULTANTS, INC. Extendicare-Aidercrest Health and Rehabilitation November 9, 2012 FLOOR SLABS A 12340 Page 8 The building floors should be constructed as structural slabs on pile supported grade beams. Even where the exposed soils appear dry, water vapor will tend to naturally migrate upward through the soil to the new constructed space above it. This can affect moisture -sensitive flooring, cause imperfections or damage to the slab, or simply allow excessive water vapor into the space above the slab. All interior slabs -on -grade should be underlain by a capillary break or drainage layer consisting of a minimum 4-inch thickness of gravel or crushed rock that has a fines content (percent passing the No. 200 sieve) of less than 3 percent and a sand content (percent passing the No. 4 sieve) of no more than 10 percent. As noted by the American Concrete Institute (ACI) in the Guides for Concrete Floor and Slab Structures, proper moisture protection is desirable Immediately below any on -grade slab that will be covered by tile, wood, carpet, impermeable floor coverings, or any moisture -sensitive equipment or products. ACI also notes that vapor retarders, such as 6-mil plastic sheeting, have been used in the past, but are now recommending a minimum 1 0-mil thickness. A vapor retarder is defined as a material with a permeance of less than 0.3 perms, as determined by ASTIVI E 96. It is possible that concrete admixtures may meet this specification, although the manufacturers of the admixtures should be consulted. Where vapor retarders are used under slabs, their edges should overlap by at least- 6 inches and be sealed with adhesive tape. The sheeting should extend to the foundation walls for maximum vapor protection. If no potential for vapor passage through the slab is desired, a vapor barrier should be used. A vapor barrier, as defined by ACI, is a product with a water transmission rate of 0.01 perms when tested in accordance with ASTIVI E 96. Reinforced membranes having sealed overlaps can meet this requirement. DRAINAGE CONSIDERATIONS Foundation drains should be used where (1) crawl spaces or basements will be below a structure, (2) a slab is below the outside grade, or (3) the outside grade does not slope downward from a building. Drains should also be placed at the base of all earth-retainlng walls. These drains should be surrounded by at least 6 inches of 1-inch-minus, washed rock and then wrapped in non -woven, geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At its highest point, a perforated pipe invert should be at least 6 inches below the bottom of a slab floor or the level of a crawl space, and It should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. A typical drain detail is attached to this report as Plate 7. For the best long-term performance, perforated PVC pipe is recommended for all subsurface drains. Underslab drainage should also be provided where (1) a crawl space will slope or be lower than the surrounding ground surface, (2) an excavation encounters significant seepage, or (3) an excavation for a building will be close to the expected high groundwater elevations. We can provide recommendations for interior drains, should they become necessary, during excavation and foundation construction. As a minimum, a vapor retarder, as defined in the Slabs -On -Grade section, should be provided in any crawl space area to limit the transmission of water vapor from the underlying soils. Also, an outlet drain is recommended for all crawl spaces to prevent a build up of any water that may bypass the footing drains. GEOTECH CONSULTANTS, INC. If seepage is encountered in an excavation, it should be drained from the site by directing it through drainage ditches, perforated pipe, or French drains, or by pumping it from sumps interconnected by shallow connector trenches at the bottom of the excavation. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Final site grading in areas adjacent to buildings should slope away at least 2 percent, except where the area is paved. This includes the subgrades for pervious surfaces. Surface drains should be provided where necessary to prevent ponding of water behind foundation or retaining walls. LIMITA TIONS The conclusions and recommendations contained in this report are based on site conditions as they existed at the time of our exploration and assume that the soil and groundwater conditions encountered in the test. borings are representative of subsurface conditions on the site., If the subsurface conditions encountered during construction are significantly different from those observed In our explorations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. Unanticipated conditions are commonly encountered on construction sites and cannot be fully anticipated by merely taking samples in test borings. Subsurface conditions can also vary between exploration locations. Such unexpected conditions frequently require making additional expenditures to attain a properly constructed project. The existing trees on the site are to be preserved and building design has been around the trees. There are off -site prol)lerns to be screened off so they are planning to use maple and types of pine trees which will be 6 to 10 feet when planted. Lighting will be for safety and security with very little outside lighting. The outside lighting is the tyoe that is required by the Enqineering Department. Mini -bus service will be provi led to take residents shopping, etc. Because of th� age group in the apartments there will be virtually no cars. Mr. Wallis noted that this corrolex will be one-half block from Highway 99 which will undoubtedly be a future bus route in the city. This was a net of $266,281.25 as first payment from 'IUD for its acquisition ' of the property. Ile reminded Council that the original agreement st,ated a purchase price of $360,000 and the City will be required to match the $266,281.25 with V/ $93,718-75. The transaction is in escrow. The contract gives June 6th as completion date for closing. Ile stated that these funds are now avail- able,.and that it would be po-s.sible,for the City to gain $2,000 by June lst by investing the,-;e funds on a short term basis. He said he had discussed this with CAO Ron Whaley, reviewed a reported prepared by Bill Nims in May, 1.972 and had preliminary diccussion with two architectural firms concerning utilizing profensional help on a limited basis. Based upon information presently available he recommends a study of the short term and long term space needs for the city be conducted in parallel.
