There are many small group meetings (10-15 people) held at St. Alban's These consist of prayer groups, bible study, vestry committee meetings etc. The Parish Hall in the main church is too large, and too expensive to heat for most of these meetings. Also, the Parish Hall does not accomodate two different groups meeting on the same evening. Therefore two or three small meeting rooms are required. At present, the only storage space available is a small attic above the church office space. This space is generally full of items used on a seasonal basis; Christmas, Easter, etc., leaving little room for materials used on a more regular basis such as bible study and Sunday school. Zoning Ordinance The subject property and surrounding area is all zoned RS -8. As conditioned, the proposed use will be consistent with the purposes of the zoning ordinance and the RS -8 zone. E. Not Detrimental As conditioned, the proposed use should not be significantly detrimental to the public health, safety and general welfare nor to nearby private property or improvements. Description of Proposed Action and Surrounding Area The applicant is proposing to add two portable buildings to the church property at 21405 82nd Place West. The portables are approximately 12' X 36'. Exhibit 3 describes their proposed use. F Surrounding development is all single family residential. B. Official Street Map_ Proposed R/W Existing RJ4! North - 82nd Place West 60' 60' C. Comprehensive Plan The proposed use does not appear to conflict with the goals and policies of the Comprehensive Policy Plan. D. Zoning Ordinance The subject property and surrounding area is all zoned RS -8. As conditioned, the proposed use will be consistent with the purposes of the zoning ordinance and the RS -8 zone. E. The Applicant has requested approval of a conditional use permit for the purpose of locating two portable buildings at 21405 - 82nd Place West, Edmonds, Washington, and more particularly described as set forth above. 2. Currently at the location of the subject property is a ' church that has a legal non -conforming use. It is the intention of the Applicant to expand the church facility on the subject property and in order to do so the Applicant must obtain the conditional use permit. 3. The comprehensive plan designation for the above described property is low density residential. 4. The surrounding development of the subject property is single family residential. 5. Subject property and the surrounding area are zoned RS -8 as established in the Edmonds Community Development Code. • 6. The Planning Department of the City of Edmonds submitted that with conditions the proposed expansion of the church facility would not be significantly detrimental to the public health, safety and general welfare, nor to nearby properties or improvements. . And it will be consistent with the purposes of the zoning ordinances and the RS -6 zone. 7. The Planning Department recommended that the conditional use permit, if granted, should be transferable. 8. The Planning Department recommended that the conditional use permit as requested be approved subject to the following conditions: a. Applicant must obtain approval of the architectural design board for the building. b. Applicant must obtain the necessary building permits and comply with all state and local building regulations. C. The conditional use permit should be transferable. 9. The Planning Department submitted that the proposal generated no comments from the Public Works Department of the City of Edmonds. The Building Department agreed with the proposal as long as the necessary building permits are secured. In addition, the Building Department would require that all state regulations be met. 10. The proposed portable buildings will meet all set back standards in the City of Edmonds. 11. No other testimony was received in this matter. FINDINGS/DECISION - 2 A CONCLUSION 1. The application is for approval of a conditional use permit for the purpose of locating two portable buildings at 21405 - 82nd Place West, Edmonds, Washington, and more particularly described in the attachment to this document. 2. The subject property is on RS -8 zone and has a comprehensive plan designation of low density residential. 3. The portable buildings are not a permitted use within the RS -8 zone and the applicant must secure a conditional use permit in order to locate them. 4. The requested conditional use permit will be consistent with the comprehensive plan of the City of Edmonds if certain conditions are met. 5. The requested conditional use permit will be consistent with the RS -8 zoning ordinances of the City of Edmonds if certain conditions are met. b. With conditions, the requested conditional use permit will not be detrimental to the public health, safety and welfare, and will be in conformity with the adjoining properties and improvements in the area. 7. The Planning Department of the City of Edmonds has recommended approval of the conditional use permit subject to the conditions listed in Finding number 8. 8. The conditional use permit should be transferable. Using the findings and conslusions as the basis of the decision the Hearing Examiner of the City of Edmonds hereby orders the conditional use permit requested by St. Albans Episcopal Church, for the purpose of locating two portable buildings at 21405 - 82nd Place West, Edmonds, Washington, and more particularly described in the attachement to this document, granted. The granting of the conditional use permit is subject to the following conditions: a. The Applicant must obtain approval from the architectural design board of the City of Edmonds for the paint of the buildings and any other requirements that the board deems necessary. b. The Applicant must obtain the necessary building permits from the City of Edmonds and must comply with all state and local building regulations. C. The conditional use permit is transferable. d. The portable buildings must meet all building set backs within the City of Edmonds.
