MOTION CARRIED. Architectural Design Board Meeting Page 5 August 19,1998 - 01: Boardmember Oaklief stated that he feels the roof is well modulated. He asked the applicant to review the building materials. The applicant stated that there is a gray -green metal roof, light ochre wood siding and red brick at the base. He said that the applicant looked at several buildings to determine the color pallet, and all the colors are used in Edmonds; for instance, the yellow is used on the Frances Anderson Center. Boardmember Goodrick complimented the applicant on the color scheme and said that her main concern was landscaping. The Board discussed the potential for landscaping on the south side of the building given the limited space. Chair Pierce suggested that the applicant consider using a climber or trellis greenery to soften that elevation for the neighbors to the south. The applicant stated that they intend to landscape but do not know how much room they will have to work with at this time. Boardmember Rubenkonig complimented the applicant on their presentation stating that they went above and beyond in providing the Board with adequate information to make a decision. She stated that she would like to see some landscaping to soften the parking area. The applicant explained that there was nothing they could do with the seven parking spaces on the alley, but the covered parking could potentially incorporate some screening. He also stated that there is a proposed fence between the seven alley parking spaces that will provide some visual buffer. Senior Planner Bullock stated that the applicant has withdrawn their sign proposal at this time and Chevron will be resubmitting a total sign package under a separate application. He explained that the application was for a Chevron gas, convenience store, car wash, point of sale kiosk, and espresso stand on the property located at 21420 Hwy 99. This property recently went through a three -lot short plat, creating two lots that front on Hwy 99 and one lot that fronts on 72nd. One of the two lots on Hwy 99 is a McDonalds, which has already been approved by the Board, and the other is the proposed Chevron project. Mr. Bullock explained that the proposed project is located in a General Commercial zone district, which encourages this type of use. The three buildings, the canopy for the gas islands, and the Architectural Design Board Meeting Page 13 August 19,1998 0 'A"i kiosk, which are the main structures, are similar in form and texture. The applicant has used several different types of materials and in different combinations to tie them together. The one structure on the property where the materials are not indicated on the plan is the trash enclosure, and that is something the Board will need to have the applicant clarify. Mr. Bullock stated that the proposal meets the requirements of the landscaping code except on the south property line, which is only three feet in width, but that bed is actually in conjunction with a plating bed on the McDonald's site, so ultimately it will be a ten -foot wide planting bed. One thing still required from the applicant is an indication of what they plan on doing with that planting area. Staff feels the proposed project meets the goals and policies of the comprehensive plan, the bulk standards of the zoning code, and with the modification to the southern landscape bed from three to five feet and addressing the materials to be used on the trash enclosure, it complies with the ADB criteria. Mr. Flasher confirmed that the sign issues are going to be addressed separately. He also reference the planting bed on the south property line stating that the intent is that the bed approved on the McDonald's site be continued into that area. He concluded by stating that the trash enclosure is intended to be split - face CMU to tie in with the rest of the buildings. Audience comments — none. LU Lui Boardmember Raflo asked for clarification on the landscaping and asked if the rest of the landscaping is coordinated with the landscaping on the McDonalds site. The applicant stated that the landscaping has been designed separately, except for the center connecting bed, which will coordinate. What has been constructed is Shaker Town cedar siding on the front of the building and a board and batten type siding on the back and the detached garages. Mr. Bullock stated that the Board would need to review the new siding. The other issue is the sign that was added to the building as shown on the first elevation in the packet. Introduction: The applicant is proposing to construct a new Chevron gas station, convenience store, car wash, point of sale Mosk and Espresso stand located at 21420 Highway 99, at the old Alan BMW site. This site has recently gone through a 3 lot short -plat which created 2 lots that front on Highway 99. The southern of those two lots will be developed with a McDonalds, which the ADB has already reviewed and approved. This project will occupy the northern of those two lots and will actually share a driveway with McDonalds at their shared property line. D. Background: 1. Zoning: The property is zoned General Commercial (CG) which allows the proposed use. 2. Environmental Review: The proposal is not exempt from the State Environmental Policy Act (SEPA). The applicant has subn-dtted an environmental checklist. The City has issued a Mitigated Determination of Nonsignificance. Therefore, the City and the applicant have complied with the requirements of the State Environmental Policy Act. 3. Issues: The applicant has addressed the design of the building, site, and landscaping in their proposal, and the Architectural Design Board must determine the appropriateness of the proposal, E. Building Design: Three buildings, a canopy with three gas islands and small kiosk are the main structures that are proposed for the site. All three of the buildings, the convenience store, car wash and espresso building will be simple in form and texture. This is an appropriate design z concept for the Highway 99 corridor and a good job has been done to tie the site together through the similar shapes of buildings and the repetition of colors. The convenience store is given added importance by the fact that it is the only building that has a pitched roof and a metal standing sed,m cc hip roof over the front doors. Based on the chart below, the proposal falls within the allowed area but it is over the allowed height. This being the case, the ADB cannot approve the signage on the canopy, as it will require a variance before it may exceed 14 feet in height. This being the case, the applicant will need to reduce the size of their sign and its height, or apply for a variance to get it approved as proposed. Although the ADB cannot approve the signage as proposed, the board may wish to pass on a recommendation to the Hearing Examiner regarding the appropriateness of the proposed signs should the applicant choose to apply for a variance. The proposed landscaping appears to meet the minimum standards for buffering, except along the southerly property line, where a 3-foot planting bed is proposed. Although a 5-foot perimeter bed is required, the proposed bed actually connects with and is part of a landscape bed on the adjacent property which is 7.5 feet wide. Together, the two areas actually create a planting bed greater than 10 feet wide. That being the case, planning staff has no more concern other than the fact that the landscape plan leaves this area empty. It seems as though, at minimum, a note should be made that that area should be planted with materials consistent with the adjacent bed. With the ADB's approval of the reduced landscape bed on the south property line, the rest of the landscape plan is consistent with ECDC 20.12 3. Technical Review: a) Engineering Division 0 Project to be consistent with S-98-44 and the engineering department conditions in it. b) Building Division 0 Compliance with the ADA requirements must be met. * Civil Engineered Drawings must match the architectural drawings. d) Public Works Division Trash Enclosure: Materials: The structure shall be constructed of solid screening at the height of 6'. (It may be built higher to screen the compactor unit, depending on finished height of particular unit.) Compliance with criteria: In order for the ADB to approve this item, the Board must make the following findings: 1. Boardmember Chalupnik disclosed that he worked for the McDonald's Corporation as a consultant several years ago to do a study on noise at one of their restaurants. 0 Board Chairman Pierce asked if the applicant, any Boardmembers or members of the audience felt that Boardmember Chalupnik should abstain from participating in the public consideration of this application. Boardmember Sullivan suggested that because a quorum was present at the meeting, it might be appropriate for Boardmember Chalupnik to be excused. John Bissell presented the staff report and explained this proposal is for a new fast food restaurant on a site previously occupied by an auto dealership. The proposal is not exempt from SEPA. The applicant has submitted an environmental checklist and the City has issued a Mitigated Determination of Nonsignificance. Architectural Design Board Meeting Page 6 June 3, 1998 X Dayid DeFrank corrected the information presented in the staff report, and stated the sip is made of a panoflex material with a matte finish, rather than being plastic faced. He explained the applicant plected this material because it does not cause a glare and the internal illumination is not as bright with this type of material. Mr. DeFrank stated this new logo sign would be the only sign on ;.he site and is smaller than the area allowed. He also pointed out there will be no freestanding sips'on the property and that the fascia behind the letters will be repainted to match the building. Boardmember Rubenkonig asked staff to clarify whetherthe City makes any allowance for considering the variance when the roadway is at a higher elevation than the business. John Bissell stated the Code does not allow allowances for differences in topography but could be considered in the variance request review process,.under the special circumstances criteria, Boardmember Oaklief asked staff about the basis for other sign height variances granted in the area. Z Z Mr. Bissell commented the Hearing Examiner relied heavily on the reviews and recommendations of the LU W� ADB when considering previous variance applications. Because there are other over height signs in the area, he could not deny this proposal on that basis alone, however. There were no audience comments on this proposal. Boardmember Goodrick agreed with the comments made by Boardmember Chalupnik. Boardmember Oaklief stated the proposal meets the City's criteria because there are mitigating factors in that the sign:is located far away from the roadway. He commented that he is in favor of recommending this proposal for approval by the Hearing Examiner. 0 ; I I I Boardmember Rubenkonig agreed and commented that the motion should also include the specific materials to be used and that the fascia will be repainted to match the background. She pointed out this new proposed sign is more in keeping with ECDC Section 15.15.030.B.5.b which states that signs should be kept simple and rely on symbols to avoid clutter when possible. Boardmember Sullivan stated the proposed sign fits the architecture of the building. and is an improvement over the existing signage. He also clarified with staff that additional ADB approval would not be required if the applicant submitted a specific color for the necessary background painting for jg— consideration, as long as the color did not require a significant change. The fast food restaurant has been submitted as a separate application, and will be reviewed as ADB-98-60. Both proposals are located on the property currently addressed as 21420 Highway 99, and previously occupied by Alan BMW. The site is located on the west site of Highway 99 north of 2 1 Oh Street Southwest. D. Background: 1. Zoning: The property is zoned General Commercial (CG) which allows the proposed use. 2. Environmental Review: The proposal is not exempt from the State Environmental Policy Act (SEPA). The applicant has submitted an environmental checklist. The City has issued a Mitigated Determination of Nonsignificance. Therefore, the City and the applicant have complied with the requirements of the State Environmental Policy Act. 3. Issues: The applicant has addressed the design of the building, site, and landscaping in their proposal, and the Architectural Design Board must determine the appro riateness of the proposal, p E. Staff Analysis: 1. Building Design: The applicant has proposed four buildings: a small drive -up espresso booth, a convenience store, an automated, drive through car wash and a gas pump island canopy. The convenience store, the espresso sales booth and the gas pump island canopy have a flat roof with a metal fascia band with an illuminated reveal below the fascia. The gas pump island has no walls, while the convenience store and the espresso sales booth use Dryvit siding with anodized aluminum framed store front type windows. The drive -through car wash uses a standing seam pitched hip end roof with and C.M.U. block walls. The car wash building also uses anodized aluminum framed store front typewindows. b) Lighting: The applicant has proposed internally illuminated signage for the convenience store and the gas pump island canopy. The applicant has also proposed seven light standards throughout the site. In addition, lighting will be provided for the gas -pump area beneath the proposed canopy. The ADD-97-94 applicant has not provided photornetrics plan to indicate light spill on adjacent properties and on the does not indicate off -site light spillage. The applicant should indicate the extent of the off site light spillage at the time of the hearing. C) Colors: < The applicant has proposed gray for the body of the buildings with illuminated yellow trim. d) Signing: The applicant has proposed internally illuminated signs for the gas pump island canopy, for the gas pumps, and for the convenience store. The information submitted by the applicant indicates to Lul that the canopy signs will exceed the allowable height limit, and that the convenience store sign (n will meet the allowable height limit. The applicant has not provided sufficient information to determine compliance with the area requirements for the wall mounted signs; however it is W likely that the proposal meets the maximum sign area standards. Because the proposed gas pump island sign is to be over height, staff recommends that the Board approve the proposed signage contingent upon the application and approval of a variance for sign height. U. CI U) It should also be noted that the applicant has not proposed a freestanding sign, or a gas pricing z i— z i— z sign. Since most gas stations provide that type of signage, the applicant should be aware that freestanding signs must be approved by the ADB prior to the application for a sign permit. M W! 2. Site Design: 01 a) Access / Parking: 0, 0 The applicant has proposed vehicle and pedestrian access from Highway 99, and from 72d 01— Avenue West via the proposed fast food development. The provided site plan and landscape W W X plan do not indicate any pedestrian access separate from the vehicle access. However, the building elevations for the espresso booth indicate a walk-up window and employee entry on U_ 0 z the east side of that building. Therefore, the site plan should be modified to allow for entry to the espresso both without destruction of the landscaping. 0 b) Landscaping: z The applicant has proposed a wide variety of landscaping throughout the site that includes ground cover, lawn, shrubs and trees. The proposed landscaping appears to meet the minimum standards for buffering, except on the north and south sides of the proposed espresso booth. That building indicates asphalt to the edge of the building. A five-foot buffer is required by ECDC section 20.12 at the perimeter of all parking lots. 3. Technical Review: a) Engineering Division 0 Curbing is required to separate paving areas from landscaped areas. 0 Parking plan will be required to meet the requirements of the ECDC. 0 The project must comply with storm water quality and quantity requirements per Ordinance 3013. Pole mounted transformers are not allowed. Provisions for power transformer must be made. The site plan for this proposal and that presented in ADB-98-60 differ in several items relating to ADB-98-60. Those items must be resolved to create a site development that conforms to the requirements of the Edmonds Community Development Code. A site plan that has been stamped by a Professional Engineer must be submitted and approved by the City Engineer prior to building permit issuance. ECDC section 20.60 limits the height of wall mounted signs to 14 feet. Since the ceiling of the proposed canopy will be approximately 14 feet, the proposed sign will be located at a height greater than 14 feet. G. Summary: 1.
