McConnachie, chairman Jack Whiteley Walt Payne Paul Hauge Allan Albers Fire Department Representative Jack McLellan Larry Trent Bernard Schuster - Plumber Max Muller - Applicant B-1-73 Mayor Harrison Harry Whitcutt - Building Official Perry Spanfelner - Building Inspector Ann Ellin - Secretary The meeting was called to order at 7:30 PM by Chairman McConnachie. 'Bernard Schuster. a local plumber, was in attendance to request assistance in eliminating the requirement for check valves which are mandatory on the water lines leading from the meter to the residence. This is necessary through the passage of Edmonds City Ordinance. A copy of this ordinance in part is attached for the records. Copy of letter from Mr. Schuster is also attached and made a part of these minutes. Per Mr. Schuster the surrounding communities do not use this device and it is a cost factor and noisy. Walt Payne made a motion that a recommendation be forwarded to Ron Whaley, CAO, to see if the elimination of this check valve could not be possible. Motion was seconded by Larry Trent and it carried. Mr. Schuster assured the board that he would be glad to meet with any group to help explain thin matter. B-I-m7l MAX MULLER - 21420 Highway 99. Mr. Whitcutt stated that Mr. Muller w anted to �use untreated shakes ith asbestos felt overlay. He recommended that the board approve this method. Mr. /,.11)cr:; made a motion to allow the above mentioned method as a satisfactory alternate to the code requirement. It was seconded by Walt Payne and the motion cdrried. RETAINING WALLS & RCMRIES Much discussion on whether the City should take on the responsibility of re ulating rockeries since the area is growing and so much of the new development will have to have rockeries in some nature because of the terrain. The Building Official reminded the board that if it becomes a safety measure than it becomes a part of the building department's inspections. Jack McLellan made a motion that any rookery 6 ft high and over need a permit which would be submitted to the building department for review. Mr. Albers seconded the motion and it carried. it was also discussed that perhaps a holc-harmless agreement might be attached to these permits. This recommendation is to be given to the CAD and the City Council for a possible ordinanc(.
