CONDITIONS OF MITIGATION
HOMESYLE HOMES BUILDING PERMIT
This determination of nonsignificance is subject to the following
conditions:
1. All excavation and grading shall comply with Chapter 70 of the
Uniform Building Code, 1989 edition.
2. The Applicant shall obtain a building permit from the Building
Department and comply with all conditions of permit approval.
3. The applicant shall submit a drainage plan to the City
Engineering Division and follow the required guidelines.
4 The applicant shall retain all existing landscaping within 15
feet of the stream during construction.
5. The applicant shall use a filter fabric fence along upslope
boundary of the required landscaping along the stream during
construction in order to prevent sedimentation of the stream
and to prevent distruction of the required landscaping.
6. The applicant is to make every possible effort to keep dust
controlled and to keep the streets clear of dirt and debris.

Subject: Sight obstruction in right-of-way adjacent to siubject address
Dear Resident:
A number of complaints have been received by the City regarding the obstruction
caused by the laurel bushes on the 7th Ave. side of your property. As you may
know, some accidents have occured at this location. A site inspection shows
that it could be hazardous for drivers at the stop on 7th Ave. S. entering onto or
crossing Maple St. because of the sight obstruction created by the bushes.
I have enclosed a copy of the applicable section of the Edmonds Community
Development Code. As you can see, the laurel hedge is not allowed to exceed
three feet in height. An alternative, slower growing hedge may be preferable.
Your cooperation in bringing these bushes into compliance is appreciated, The
Street Maintenance workers will be instructed to do the necessary trimming if
you are not able to accomplish it by August 1, 1996.

A. A fence permit shall be required for any
fence over three feet in height which is also
within 10 feet of any street right-of-way or
access easement or within 30 feet of any cor-
ner.Height shall be measured from the top of
the fence to the lowest original grade.
B. A fence permit shall be required for any
fence within a critical area or its buffer.
C. Unless a variance is first obtained, no
fence or hedge shall be more than six feet in
height as measured from the top of the fence to
the lowest original grade.
D. When a retaining wa ' 11 three feet in
height or greater is contiguous to and below a
proposed fence, the proposed fence may be
constructed for the purposes of safety not
greater than four feet above the top of the
retaining wall or the finished grade, whichever
is less, without the necessity for a variance.

A. Streets and Comers. Height shall nor-

property will be created, the city engineer may
approve a fence or hedge of up to six feet in

structed or maintained if it creates a hazard to

CONSTRUCTION OF A FILTER BARRIER
Filter Barrier: This sediment barrier may be constructed using
standard str ngth synthetic filter fabric. It is designed for low
or maderate flows not exceeding 1 c(s.
1. The height of a filter barrier shall be a minimum of 15 Inches and
shall) riot exceed 18 Inches.
2. standard strength synthetic filter fabric shall be purchased
in a cont inuous roll and cut to the length of the barrier to avoid
the use of joints (and thus improve the strength and efficiency of
the barrier).
3. The stakes shall be spaced a maximum of 3 feet apart at the barrier
location and driven securely Into the ground -(minimum of 8 inches).
4. A trench shall be excavated approximately 4 inches wide and 4 inches
deep along the line of stakes and upslope from the barrier.
5. The filter material shall be stapi e deto the wooden stak%eand 8
it.ches of the fabric shall be extend d into t he t ren ch. avy duty
. Ire staples at least 1/2-inch long shall be used. Filter material
shall not be stapled to existing trees.
6. The trench %hall be backtilled and the soil compacted over the filter
material.
7. If a filter barrier is to be constructed across a ditch line or Swale.
the barrier shall be of sufficient length to eliminate e4d flow.
and the plan configuration shall resemble an arc or horseshoe with
the ends oriented upslope
8. Filter barriers shall be removed when they have served their useful
purpose. but not before the upslope area has been permanently stabi-
lized.
Maintenance
1. Silt fences and filter barriers shall be inspected imnedlately after
each rainfall and at least daily during prolonged ral4fall. Any

required repairs shall be made Immediat _ ly.
2. Should the fabric on a silt fence or filter barrier decompose or
become ineffective prior to the end of the expect ed utable life and
the barrier still be necessary. the fabric shall be replaced promptly.
3. Sediment ftosits should be rarooved after each storu event. They .
must be rawyed when deposits reach approximately or",half the height
of the barrier.
4. Any sediment deposits remaining In place after the silt fence or
filter ba"ier is no longer required shall be dressed to conform
with the existing grade, prepared and seeded.
