I performed a site investigation on 16 Dec 2002. The site investigation involved a review of the surrounding area, excavation of three test pits, and review of known occurrences, of soil related earthquake damage in the area. The proposed use for the site is the construction of two, two story residential buildings with the associated parking, utilities, landscaping and other appurtenances. The site is located on the plateau east of the steep hill system along the Puget Sound. The site currently is developed -with a one story house and a shed with a gravel driveway. The existing structures are around 50 years old and in poor repair. The existing house is supported on a CMU perimeter strip foundation. The back half of the property has several large douglas fir trees. The tree roots are extensive in the upper 2 feet of the soil. The site also has some grass, bushes and shrubs. An inspection of the existing structure and surrounding improvements did not identify any signs of soil stability related problems. The e7dsting foundation bears at 8'*' below the ground surface on a footing consisting of an unreinforced grout bed around V thick and 8" wide. There is no signs of movement or soil instability in the foundation and no visible cracking at any location. There were no visible soil stability problems in the adjacent streets or structures. A review of documented earthquake damage in this area did not reveal arty cases on sites situated on the soil strata like that near the surface of this site. . Test holes were excavated to mess the soil type and conditions, refer to the attached site plan for locations of test holes. USGS OFR 93-233 Geological Map of Surficial Deposits in the Seattle 3Vx6V Quadrangle maps the soils as Vashon TiM (Qvt). This is consistent with the soil observed in the test hole& This is a very dense soil with low permeability and a very high bearing strength when undisturbed because of the high overburden pressure during the glacial period. The site soils have little cohesion and little to no day content. Ile sand content is fine to very fine sands. Appearance of the soil in the holes indicates a probable high perched seasonal water level of approximately 30" below surface. The perched groundwater table appears to be greatest towards the west and migrates east. The large douglas fir trees on the site contribute to the drying of the soil on the eastern half of the lot resulting in the dry soil condition observed in this area. After these trees are removed the perched groundwater will become more significant in this area. The soil strata appear to be consistent over the entire site except for the moisture content. The site slopes to the east with approximately four feet of fall. UQUEFAMON There is no liquefaction potential at this site. The soil density, grain size and condition are not conducive of liquefaction, Liquefaction does not need to be considered in designing the proposed structure and parking lot pavements. CHARACTERIZATION OF EARTHQUAKE HAZARD There are no soil related conditions at this site that would pose an increased risk in an earthquake. No special recommendations or actions are required for earthquakes. RECOMMENDED BEARING STRESSES AND SEISMIC LOADING For wood framed shear wall construction the seismic base shear for a structure at this site is: V=3.00a/ R = 0.1%W for LRFD, divide by 1.4 for ASD. where: Ca 0.36 for Zone 3 profile SD W weight of building R = 5.5 for light framed bearing walls with plywood shear panels If other construction type is used the value of R shall be adjusted accordingly. Constructing the foundation in this fashion will protect the structure from soil settlement. 1. The foundation should be a shallow type system utilizing strip footings and pier pads. Any found ation element should bear a minimum of Y-6" below the existing ground surface on firm undisiturbed soil. There is no special design or construction features warranted for the foundation construction. 2. Disturbed soils shall be compacted to 9517o of the maximum density as determined by ARM method D-1557. The contractor may need to add water (or dry during the winter) to achieve proper compaction. 3. The contractor shall remove any unsuitable materials from under any slabs on grade and pavement. T1-d6 is estimated to be approximately 10" from the existing ground surface. The existing soils below the unsuitable layer may be used for structural fin but will require special compaction methods and effort to achieve adequate compaction - PAVEMENT RECOMMENDATIONS The unsuitable upper site soils (about 8" to 127) of the existing site soils shall be removed from the areas to receive pavement The site subgrade should be compacted to a minimum of 957o of the maximum density as determined by WSDOT test method no. 609 or ASTM D-1557. Selected material may be existing materials or existing blended with imported granular fill free of wood or other deleterious materials. Utility trenches over 4' deep shall be either shored or sloped back at 1:1. High groundwater may be encountered when excavating utility trenches during the winter or spring. The contractor shall be responsible for dewatering or otherwise stabilizing the utility trenches to permit the excavation and installation of the utilities. EROSION AND SEDIMENT CONTROL The proposed improvements will require erosion and sediment control in accordance with City of Edmonds requirements. The soils are moderately erodible and have some cohesion and can be easily transported from the site. The soils are poorly drained so that direct runoff win occur with medium sized rain events. Special runoff controls should not be required during construction but may become necessary if site work is performed in the winter.. The following shall be observed and performed at the site during constructiow. I . During construction all haul equipment and transport vehicles shall be kept on the hard surfaces or special gravelled areas so that soil is not transported from the site. 2. Catch basins shall be protected from sediments from the site. 3. A low area of approximately 200 sf and I foot deep should be left near the eastern end of the site to collect any site runoff during construction. 4. Site soils are moderately erodible. Excavated soils shall be stockpiled so as to prevent soils from eroding and being transported from the site. This may require covering soil stock piles. 5. She considers this crossing unsafe because of the speed of drivers making right hand turns on the red light at 220th St. S.W. and their tendency not to come to a complete halt before turning right. Therefore, Laura requests that the City of Edmonds install tactile domes on the north wheelchair ramp crossing at 216th St. SW. and 76th Avenue West. There are 2 wheelchair ramp crossings at 216th St SW. By placing the tactile domes on the north crossing, Laura will not have to navigate a second crossing on 216th St. SW. Also, there is no audio pedestrian signal on the 216th St. SW crossing signal. Laura says that she can hear the traffic stop, but we think that in storm conditions, an audio pedestrian signal will be far safer. I'm seeing a discrepancy on size of the 36" N12 pipes along the west property line. The plan size of pipe diameter is correct. The driveway profile has been changed to show 36" N12 pipe and also the pipe table for pipes P5 and P8 in has been changed to 36", not 24" N12 pipe. This will make the detention volume to meet the required volume. Because the pipe size was reconfigured, my design calculations have been changed for the.36" pipe and are attached. The elevations & sizing of orifices now agree with that shown on revised sheet 1/4 (attached). With this change noted above, the volume of detention provided in the driveway connector pipe of 8" diameter, 44 If of 36" N12 pipe in north sideyard and 82' altogether of 36" pipe along the west property line with catch basin and manholes is more than enough to meet design requires shown in the TIR of November of 2002 on page 4 of Appendix A for 349' of 24" pipe. R. is submitted along with the four construction plans for the drainage/grading of a 6 unit apartment complex in the City of Edmonds addressed as 21501 80th Av W for Charlie Nathan of Nalund Construction Co. This SEPA grading permit application is to comply with City of Edmonds grading, requirements and the drainage is to comply with City Development Code, Chapter 18.30 and City of Edmonds drainage ordinance requirements. Part I The Project Proposal A. Existing Conditions This project is to obtain permits for grading 'and providing storm drainage and utility improvements for an apartment complex site just west of the Edmonds-Woodway High school field. The site is a single family residence with about 25 tall fir trees in the backyard and which is fenced with 14' high laurel hedge and accessed with a circular gravel driveway. The existing home will be removed to make way for the development. It is situated on the east side of 80th Av W about 200' north of 216th St SW. The site slopes from west to east about 5' feet in about 150' or at 3.3% slope. To fit the two triplex units on the site, the foundations will be lowered about 3' into the sloping hill. Mr Tony Shapiro of ADS Architects is the architect and applicant for this project. This apartment complex will take access off 80th Av W using a central driveway that will drop down to make access to the common level garages which front onto the east/West driveway. To provide grade accommodations, three 3' rockeries or retaining walls will be used along the front of the development, go half way along the north and south property lines and at the east end of the driveway to match grade at the east property line. A SEPA checklist for this development will be submitted by ADS Architects. A review of the site shows a hill sloping east away from 80th Av. The neighboring lot to the south is a dental office building and the lots north and across the street are residential, single family developments of the last 40 years. Eightieth Av W rises going north to about 160' south of 212th St Sw centerline to a crest and from there a number of catch basins on the west side of 80th provide provide drainage which continues past site to 216th St and then goes east on 76th Av; south in 76th to 220th, east in 220th under Hwy 99 4F . 0 and into Halls Lake ravine. A number of 24" detention pipes line the central driveway and also front the west property line along 80th Av W. The foundation drains will bypass the restrictor manhole on the south to join the proposed outlet pipe downstream of the detention system and then cross 80.th Av to join an existing CB. The drainage easement will encumber the full access driveway where a double detention pipe is located. Also 10'of the 15'plus front setback is also for placing and servicing the detention/storm drain system. The apartment configuration is this - that the first floor is at elevation 102.0 and drops 6 inches into the garage. From the living space the patios will be accessed with 3 steps of 6" to a common patio elevation of 100.5. The backyard of all units will be flat at elevation 100.5 to provide venting air space. As can be seen in Section B-B drainage going east along the natural grade drops further over an approximate 3 to 4' retaining wall which extends into the front face of both apartment buildings as seen in page 4b. The backyards will be flat except for the east end of the east units to drain into the east property line. B. Offsite Analysis The upstream area will be discussed in Part 11 Section B for Conveyance Analysis. Going downstream from the site, the existing storm drain goes south along the east side of 80th Av W and goes subsurface in a 12" pipe to an existing CB, called CB#2 as shown on DHA plan #1/4 The proposed detention system will drain west and south to the existing CB#2, then continue south in the existing system. After joining one more CB at the north side of 215th PI, it goes diagonally southwest to begin a storm drain trunk in the center of the road and continues south. In the next major intersection of 80th with 216th St SW, there are two manholes which redirect flows east along the centerline of 216th St. There are about 19 catch basins north of the site and one manhole which make up the storm drain system north of the site leading up to 212th St SW. There is a north/south crest about 200' west of 80th Av and this system picks up storm flows as seen in the DHA Drainage Basin Map on page 1 B. In other words per the map about 4 acres of residential yards and about 14 houses are picked up. From the crest the maximum flow time is for sheet flow from the northwest to the 213th PI intersection, and then drains south in the approximate 20 catch basins and manhole which then meets the existing CB in about 643.5 feet of pipe. In this reach the storm drain continues east as a trunk along the centerline of 216th St SW using about 7 manholes about 5 to 6' deep. This drainage system services the football field and the cul de sac streets that are south of 216th st. The field visit and "popping" of manhole covers showed flow in 76th Av W continuing south to 220th St and the City of Edmonds utility map shows flow going east in 220th across Highway 99 to join the Creek leading to Halls Lake. As a result of this the City's Ordinance #18.30 was adhered to and a detention system that detains the 2, 10 and 100 year-24 hour storms is provided here. See Part 11, Section A for the detention system design. The soils map as shown on page 2a by SCS shows that the site is mostly in type C soil and is typed as Alderwood Urban Land Complex, 2 to 8% sloping. The soil is drainable, but is only shallow to about 24 to 36" deep before the soil consolidates into glacial till. Part 11 Drainage Design for the Grading Plan A. Detention Design Calculations A calculation of impervious surfaces for both existing and developed conditions to determine the detention volume for the 2, 10 and 100 year storm for the apartment development is shown on page 213, the Hydrograph Input Calculation Table. The above noted table shows that the impervious will include the driveway, apartment buildings and street improvement areas and that the existing condition involves second growth forest of alders with no impervious surface other than the existing house. The area of the frontage improvements including sidewalk and street widening was determined by Autocad. Also on this table the storm intensities for the City of Edmonds is listed. The curve numbers of 98 and 81 for impervious and second growth forest were used here. After development the Cn rises to 90 for 50 to 75% grass on this type C soil. The route that water travels on site is indicated on page 1 of Appendix as sheet flow from the west property line of the site going somewhat on a diagonal and east to the east property line for 160 feet through second growth forest at 3.1 % slope. The actual flow time for this small site becomes 38 minutes by the time it gets to the east property line. The Waterworks software determines the peak 100 year storm peak flow on site in Basin A by creating 3 4P 0 six hydrographs See page I and 2 of Appendix A. The Waterworks calculations shows that there is about 0. 14 cfs increase in the 100 year - 24 hour peak in storm flow. It should be noted that the time for concentration for developed conditions will have a higher impervious area and therefore, developed flows will be faster off site than the existing conditions. With the minimum standard time of 10 minutes, the hydrograph for the developed conditions is maximum and will provide the greatest possible difference and amount of storm flow to detain to protect the existing downstream structures. The calculation of detention calls for 349' of 24" diameter pipe; therefore, the 324' of 24" diameter pipe provides 1018 cu. Ft and the volume in the three type 11 manholes which is not included in the Waterworks calculations provides the remaining 75 cu ft needed to fulfill required volume. The 3 type 1 L catch basins volume would also provide more volume and provides a little more safety factor for this system. B. Culvert Conveyance Analysis To check available capacity of the pipe going from the existing CB#2 south, the full developed 100 year-24 hour storm flow of 0.23 cfs is combined at CB#2 to test that downstream pipe. Also the complete system of 3 pipes is checked to make sure that the flows in these pipes will not overflow CB rims of in the culverting system. The upstream area which contributes flow to the storm drain system is the 4.06 acres of residential area along both sides of 80th av W and west for about 150'. The onsite flow of Al 00dev of 0.23 cfs is added at CB#2 to test the downstream pipe, P1. . , A Waterworks Software network of pipes was made up and are seen on page 4B. Pipe P2 goes from C132 to CB4 and pipe, P2A, goes from CB#3 to CB#2. These two flow basins combine to test pipe, P1, with 2.33 cfs. The parameters that were used here are for future development. Full developed conditions was used which requires a Cn of 90 for C type soil and goes to 98 for impervious areas. A time of concentration of 10 minutes was used in the study. This provides a flow of 2.33 cfs and test pipe of 12" at 2.14% slope shows only 38% of capacity used. This piping system through the 80th Av W storm drain should be more than adequate at !2" diameter and as laid out. Note that on page 3 of appendix B, the hydraulic grade line, HGL1 and 2 show that all four CBs will not be overtopped with the combined 1 00yr-24hr storm flows; therefore this system is adequate. ESC minimum Requirement - Construction Access Route. Construction vehicle access shall be, whenever practical, limited to one route. Access points shall be stabilized with quarry spalls or crushed rock to minimize the tracking of sediment onto public roads. Sediment shall be removed from roads by shoveling or sweeping and be transported to a controlled sediment disposal area within 24 hours. Street washing shall be allowed only after sediment Is removed in this manner. 2. ESC Minimum Requirement - Stabilization of exposed areas. All'soils e)posed by land disturbing activities shall be stabilized by suitable application of BMPs, Including, but not limited to, sod, hydroseeding, or other vegetation, plastic covering, or mulching All BMPs shall be selected, designed and maintained in accordance with the manual. The exposed soils shall be stabilized according to an approved timetable. (Typically, no soils shall remain exposed for more than two days from October I through April 30 and no more than seven days from May 1 through September 30). 3. ESC Minimum REquirement - Protection of Adjacent Properties. Adjacent properties shall be protected from sediment deposition by appropriate use of vegetative buffer strips, sediment barriers or filters, dikes or mulching, or by a combination of these measures and other appropriate BMPs. 4. ESC Minimum Requirement - Maintenance. All erosion and sediment control BMPs shall be reqularly inspected and maintained by the owner to ensure continued performance of their Intended function. All maintenance and repair shall be conducted in accordance with the manual. 5' ROCKERY 5. ESC Minimum Requirement - Other BMPs. As required by the city, other appropriate BMPs to mitigate the effects of increased runoff shall be applied. 6. Erosion and Sediment Control Requirement - Underground Utility Construction. The construction of underground utility lines shall specifically address the following: a. erosion control for excavated and stockpiled materials; b. The placement of excavated material where consistent with safety and space considerations shall be placed on the uphill side of trenches; c. Trench dewatering'systems (must discharge into sediment traps, sediment ponds, or other acceptable means); d. Tracking and spilling of materials on streets due to hauling; e. Daily cleanup and street maintenance. 7.Additional ESC Minimum Requirements for Larger Developments. All new development and redevelopment that includes land disturbing activities of greater than, or equal to, one acre in addition to meeting the minimum requirements set forth above shall comply with ESC requirements listed below: 8. ESC Minimum Requirement - Delineate clearing and easement limits. In the field, mark clearing limits and/or any easements, setbacks, sensitive/critical area and the buffers, tree and drainage courses. 9. ESC Minimum Requirement - Sediment Trapping. Prior to leaving the site, storm water runoff shall pass through a sediment pond or sediment trap, or other appropriate BMPs. Seclimen . t ponds and traps, perimeter dikes, sediment barriers, and other BMPs intended to trap sediment on -site shall be constructed as a first step in grading. These BMPs shall be functional before land disturbing activities take place. Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion. In addition, slopes shall be stabilized in accordance with ESC Requirement No. 2. 11. ESC Minumurn Requirement - Controlling Off -site Erosion. Pruperties and water ways downstream from development sites shall be protected from erosion due to increase in the volume, velocity, and peak flow rate of storm water runoff from the project site. 12. ESC Minimum Requirement - Stabilization of Temporary Conveyance Channels and Outlets. All temporary on -site conveyance channels shall be designed, constructed and stabilized to prevent erosion from the expected velocity of flow from a two-year, 24-hour frequency storm for the developed condition. Stabilization adequate to prevent erosion of outlets, adjacent stream banks, slopes and downstream reaches shall be provided at the outlets of all conveyance systems. 13. ESC Minimum Requirement - Storm Drain Inlet Protection. All storm drain inlets made operable during construction shall be protected so that storm water runoff shall not enter the conveyance system without first being filtered or otherwise treated to remove sediment. 14.
