Mr. Pederson repeated that the Board had to know what he intended to do in the way of lighting, screening and landscaping. Mr. O'Nei;ll said he hoped to have some idea as to what would be required minimums for improvement. Jim King, 713 Laurel, told the Board that he had recently noticed anarticle in the Eftnds paper which menticned the lack of parking available in downtown Edmonds. He remarked that there was a choice being given them here - they could have a parking lot that was controlled, or have the property continue being used as a junkyard or dumping ground for abandoned autos. He felt that Mr. Caplan was simply trying to control parking for the bank trustees on a temporary basis and Mr . King did not feel that Mr. Caplan could 7:nssibly "make a million" in two years,charaing 25 to 50C a day for controiled parking. if the Board members didn't ao something, he remarked, the lot would end up looking like Westgate area. Mr. Parsons said he was a little confused as to where the asphalt was to be. Mr. O'Neill responded that he would place the asphalt where the City required it; so far as he could deternine, the only portion that was required to be blacktopped was to comply with the Code and go back only 20 feet from the property line. The hearing was formally closed and brought back before the Board. Mr. Parsons said that in terms of the qravel lot they wanted to make sure that a weed killer was used to prevent vegetation from encroaching; he would like to see shorter pines substituted for the proposed Douglas firs; and bark must be used. He suggested making use of the oresent street lighting, augmented by a spotlight on the opposite side if necessary. MR, PARSONS MOVED, SECONDED BY MR. Ms. Elock noted that the subject proposal did not meet the area and height requirements of the zoning ordinance, although it did represent a reduction in total sign area. and the height could be made to conform to existing code. Further, she advised that the subject proposal did not conform to the landscaping requirement of Section 20.60.040(F) of the Code which states that: ."Each freestanding sign shall have a landscaped area twice the size of.the sign, at the base of the sign".
