Edmonds, WA. 98020 Dear Mr. Wise: As an observer of traffic patterns at the intersection of 216th St. S.W. and Highway 99, 1 saw a situation that alarmed me. Drivers of vehicles southbound on Highway 99 are using your parking lot as a deceleration lane and cutting the corner through Standard Brands property as they make a right turn onto westbound 216th St. S.W. I am particularly concerned that a Standard Brands patron who has parked in the angle parking space on the south side of your building will not be seen by a driver of a turning vehicle. Given the speed w ' ith which some drivers negotiate that turn, a resulting collision could be very severe. I feel the situation can be almost entirely alleviated with the creation of a planter island in the southeast corner of your property. The island would have a three -fold benefit: 1) It would cause the drivers of turning vehicles to slow down to make the turning movement. 2) It would protect the people parking on the south side of your building. 3) It would create a positive visual impact for your property and the intersection as well. HAHN DIRECTOR The City of Edmonds would like to insure that the following items are clearly reviewed during the SEPA review process regarding the proposed Edmonds Associates Office/Warehouse facility on the southeast corner of 212th St. S.W. and 72nd Ave. W. The items are: 1. Clear discussion on the amounts of grading that will be done on the site. A grading plan showing before and after contours should be submitted for review. Included in the plan should be plans for temporary and permanent erosion control measures. 2. Traffic impacts on the adjacent streets should be clearly reviewed. Attached is a memo from the City Engineer's office discussing this topic. 3. Concern has been expressed by nearby residences about noise impacts from truck traffic and on site work activities. Consideration should be given to reviewing hours of operation and amount of truck traffic that will utilize 72nd Ave. W. 4. A coordinated review of the storm drainage system by the County and City be required. Any plan should include mitigating pollution control measures. I would suggest that the environmental checklist that has been submitted by the applicant be expanded to address the above concerns. S.W. and 72nd Avenue West (Allied Roofing) our review of this project site plan and proposed use is based upon information provided by the applicant's architect, Thomas Sconzo and traffic engineers, Centrac Associates. Their report is entitled "Traf f ic Impact Analysis for Allied Roofing Warehouse Developement" dated March 1987. This report shows the entrance for delivery vehicles on 212th Street to the east side of that parcel's frontage. An area wide traffic study has indicated that there may be a need to restrict all left turns f r om and onto 212th Street in the future due to their detrimental impact on through movement capacity. One way to lessen that impact would be to implement a two -way -left -turn lane as part of a widening project. A project of that sort would be difficult to accomplish, given the constraints of the area. The area wide study also shows the eventual need to signalize the intersection adjacent to the project s i 1%. e. At such time, there would be the need to provide separate I ef t turn pockets on 212th Street. In recognition of the existing peak hour congestion on 212th Street and the projected trip generation patterns of this particular project , the safer and more logical . route for delivery vehicles was deemed to be via 216th Street and the southerly drive located on 72nd Avenue. This route would require fewer left turns across the already busy multi -lane roadway of . 212th Street and the signal at Hiway 99 and 212th Street, which already functions at level of service '�P d u r i n o peal, hours. The Washington State DOT is already looking into th; installation of a signal at 216th and Hiway 99 in the forseeable future. Use of this route would require some expense in terms of minor widening on 72nd Avenue and some curb radius improvements to accomodate the turning movements of both trucks and busses . A review of existing and expected noise levels along this route should be conducted. T�e on -site noise levels, as it would r e 1 a t e to surrounding propert ' ies should be reviewed. Storm drainage and pollution control devices should meet the current a p p I i c a b 1 e standards. The storm drainage engineer will check plans submitted for compliance. He will also examine the plans relating to sanitary sewer holding and pumping facilities., Should a determination be made that 72nd Avenue W. access is not environmentally acceptable, then the larger delivery trucks would, be prohibited from using the southerly driveway on 72nd Ave. f or ingress or egress.
