SUBJECT: KRUGER CLINIC TRAFFIC STUDY
Following review of the subject study, I have determined that this
development should be responsible for mitigating its impacts on the
212th St. S.W./72nd Ave. W. intersection, using the same criteria and
formulas applied in the College Place Study done by Bell -Walker
Associates.
Local street improvement mitigation is not applicable to this project,
as both 216th St. S.W. and Highway 99 currently have curbs and the
developer is proposing sidewalk where it does not presently exist.
I feel that the contribution for the light at 72nd Ave. W./212th St.
S.W. should only be based on the number of P.M. trips generated by this
development that would impact that intersection. The number supplied
by the developer's traffic engineer is 24 P.M. peak hour trips. Using
Bell -Walker's impact fee of $114 per trip results in a mitigation fee
of $2,736.

ADB 3,5149: Exit onto 238th cannot be relocated and must be improved
with curb, gutter and sidewalks to match existing road
section. Southerly driveway approach off of 99 must be
signed as entrance only. Planter island can be enlarged.
ADB 77-89: Parking lot must be designated two-way. Slopes, cross
sections and driveway centerline profile must be
provided. Also, worst case parking stall.
ADB 36-89:
ADB 69-89: Need cross section of site. Need slopes, not just
grades. Need worse case parking stall detail. Alley
must be designated one-way for this project to take
primary access.
ADB 70-89: Need grades, need centerline of driveway profile.
Off -alley parking should be perpendicular to alley.
ADB 71-89 Need grades, centerline of driveway profile and worst
case parking lot slopes.
ADB 41-89 Driveway width can be reduced to 24'.
