Mr. Nims requested us to meet him at the site to review the situation. Mr. Larry Schwantes from our firm was sent out and he reports the following conditions: Catch basin No. 1, as noted on the approved design plan, was not properly grouted or sealed in accordance with the applicable s * tandards, which allowed the water to flow out of its side to a depth of approximately 3 feet. As this was in a fill area ' the water caused a washing out of the fill em- bankment and on the property which lies to the east. The effect of the missing sea] was th6t:the retention system never filled properly to retain its designed 10-year storm water volume. In addition, the parking lot at the southeast corner was extended farther to the east than the plan indicates. The curb along the east side appears to not be at this design slope. We bring this to your attention, as there no doubt will have to be some type of correction-wark-on this system. We -have some interest in -this, as we did prepare the design drawi ngs and secured the approved by the City of Edmonds of the design itself. Unfortunately, to my knowledge, we were never requested toassist the contractor or.provide inspection services which would have allowed the contractor to correct these deficiences at that time.
