During the middle of winter, water was running over my back
garden. Don Olson's crawlspace was full of(Vater. Sigve J
Helleren felt the high water table,was compounded by Welche s
run off. Arrangement's were made,byl.Welche to put in a drain
past Struchen's and Lyon's house. & Ir .. ;ejk
When push came to shove Welch was not agreeable,to helping
and Sigva worked out an easement with Doug Struchen for Don
Olson house. About noon one day [a Friday I believe] the pipe
was being covered over. My husband commented that it was not
being done in the manner agreed between Lyon,Struchen and
Sigva.Since only Sigva and Struchen had paper on the deal, my
husband was annoyed but very philosophicall'snookered again.
I phoned the Planning and Engineer's of Edmonds, later
Sigva's engineer came out and made them uncover the pipe and
put in the double pipe in a proper manner in a terrible rain
storm.
Sat. The roadway was flooding overdur yard and driveway were
small river's from the far back to the mailbox. I took
pictures of the rivers coming from Welch's across Don Olso�s
and onto Struchen's and Lyon's yards. On -Sat. Imoved
blueberry bushs and rhubarb plants and SigvW still ran over
some plants. My husband and I helped (1) since we needed to
get out of our driveway without flooding the engines to our
vehicles (2) Welch refused to help and (3) Struchen is not
able to do much.
The work was completed in a sloppy manner and chunk's of wood
and rocks were left in front (garden). Later, cement blocks
were left by the back driveway. Because the retaining wall
is only 1/2 or at best 2/3 done, the difference in yards will
mean that in a few years Struchen's will lose their driveway

The yard was left in a muddy mess.
The cement work was not finished off so that the water could

P.C. to plaAng — RE:new housels going in without adequate
drainoge. DalFimith assured me that Welche's houses drain
through Don Olson/Sigve system. Sigve say's he has it all
worked out with Doug Struchen. I remembered Doug gave
easement for the draingage of one house system, but not for
four houses.
Later: Doug S. says the attoney Jeff has the contract and is
taking action.
I talked to Welch Tuesday P.M. and he said that I am an
interfering old lady and he would flatten me if I were a man.
He has paid Sigve for the use of the drainage system that
goes to 84th avenue West. Welch has informed me that it is
all legal.,
I pointed out that the easement, as stated in the contract,
was for the one Olson/Sigve house and that he was taking
advantage of Doug.

RE: Problems with venting of your plumbing fixtures

The City's sewer cleaning records show that the home at this address is
experiencing problems with the venting of some of your plumbing fixtures
when the City crew is conducting cleaning operations of the City sewer line
in front of this address.
The City's cleaning operation is essential for both you and your
neighbors. It cleans debris in lines to prevent plugs, prevents corrosion
and potential future collapse, and achieves a better flow characteristic in
the public sewer lines. We need to do this often -- perhaps even 3 times a
year -- in some critical areas. The City's cleaning operation typically
involves the utilization of a hiqh pressure water jet.
The problem which occurs at the home is the result of a high pressure surge
through your internal plumbing system. A properly constructed plumbing
system is designed to easily vent this additional pressure without any
visible impact at your residence. An undersized venting pipe (or not
having enough vents) cannot handle the pressure surge, and the only release
that's available is then through your toilet (or another fixture). The
Uniform Plumbing Code typically requires a 2" vent, and further requires a
separate vent for each plumbing fixture which is connected to the sewer (a
toilet, a sink, a shower). Your home clearly does not have an adequate
venting system (you either ' have a 1-1/4" vent, or not enough of them) , and
you therefore may continue to experience the pressure surges.
The City does not have a choice as far as discharging its responsibility in
cleaning the public sewer line. It is therefore up to you to take
corrective measures as to how to properly vent your own plumbing system.
The City has come up with two options that will remedy your problem:
Option 1: Upgrade stack vents for toilets and other fixtures which
are experiencing problems to required sizes.

Option 2: Install a clean -out outside of house per attached
specifications. Enclose box so it can vent properly when
excess pressure is put on house lines. This option would be
the cheapest and simplest way of correcting this problem.
At the same time, it would allow access to sanitary sewer
lines if stoppage should occur. This vent clean -out would
allow a place for backup in lines to go before entering your
house and causing costly damage.
The City would appreciate your expeditious cooperation in this matter. The
City must continue proper maintenance of its sewer lines, but we obviously
do not wish to see continued problems occurring on your property because of
poorly designed vents. It is your responsibility to correct these
deficiencies.
We cannot keep notifying you each time we come out to clean the line. It's
up to you to have a plumbing system that conforms to code. Option 2 is a
relatively simple one to construct.
