Dear Mrs. Castle:
Your letter requesting consideration of reduction in your
mother's utility bill.was very moving. Rules and regulations
af-'e fine for most situations, but when there are truly unusual
circumstances, as in the case of your mother, we human beings
must use common sense and take care of each other.
I have received the permission of Mayor Harrison to re-
duce your mother's future bills by one-half. Your next bill
will show the amount of water actually consumed, but will show
and charge for half of it and will charge for half the sewer
rate as well as half the tax. You need pay only what is shown
on the bill. If you have any questions, please call.
Please let me know how your mother is doing. We care.

SUBJECT: UTILITY CHARGES
We received the attached letter asking for assistance with
utility charges. Since it is very difficult to read we have
transcribed it to the best of O;ur abilities. This seems to
be a prime example of the kinds of cases we need to provide
for. I hesitate to suggest special provisions lest we set
a precedent, yet here is an obvious example of someone who
cannot ' even go anywhere to fill out a form. After talking
to Mrs. Castle on the phone I,am convinced that only the
very extreme circumstances forced her to swallow her pride
and ask for help for her mother.

Dear Mr. Herzberg
First I want to thank you for being so courteous to me
on the telephone. However as I explained my mother

has just had her leg amputated at the thigh then she had three
strokes now she lives in another world & I have brought her
home to her place & I just don't see how she can keep paying
more than she has for her water as her income is only Social
Security 223.20 + 84.50 & a vet check she gets which makes the
total income 307.70 so I do hope you will find some way that
she will not have to pay more in water as now that she has no
control or even knows when she has any bowel or urine control
it creates lots of washing up after. So I hope after 3 -32
months in Stevens now that we have her home we can keep the
bills paid. The disposal people helped her wonderfully & a
nurse comes there twice a week to check her heart and blood
pressure. I thank God for that. So I am hoping you can help
us a little in some way if possible.

the only one left to help her & I'm 63 & only able to keep my
bills pd & give her a little help like her sewer amount and
