GENERAL DISCUSSION
Fire Safety Review
1. The S-2 (low hazard storage) occupancy must be supported by a listing of materials to be
stored along with flammability and combustibility descriptions.
2. A fire alarm system is not required. If one is provided, it must be installed per all
application standards (horns & strobes).
3. Provide Class A fire extinguishers. Each accessible within a 75-foot radius.
4. -Fire department vehicle access is adequate with the current Site Plan.

Building Department Review
6. Jeannine took - no'excep'tio* ns'to perusing, separate tenant -improvement and core & shell
permits along with over-the-counter demolition, roof, and site utility permits. Confirm that
the contractor provides an asbestos removal fee of $200.00 with the demolition permit
application.

7. There are no immediately identifiable code issues with the floor plan. Confirm that all
standards required by WAC 51-40 are met (accessibility code).
8. It was confirmed that both permit packages should take 3 to 4 weeks to review.
Utilities RevieW'
9. Confirm that required backflow prevention is provided at the water line. Provide for a new
water meter.
10. Gordy noted that a traffic analysis may be required. This may take one of two forms; 1) a
PM Peak Cover Trips analysis which Steven's may be able to provide using hi ' storical data
for the functions provided for this facility. This will probably result in mitigation fees. Or
2) A complete Traffic Analysis report which may result in mitigation fees. This can be at
the owner's pre ference.
This requirement is pursuant to whether SEPA review is required. If so, a traffic report is
required as well. Gordy will confirm this requirement within the next couple of business
days.
11. The parking stall layouts as shown are based on obsolete planning tables. Provide 90
degree stalls of 8-6" x 16-6". Diagonal stalls shall be planned so that a 8'-6" x 16'-6"
rectangle can be placed wholly within the stall. Gordy noted that in lieu of required wheel
stops the City directs that all sidewalks at the head of stalls be 7-feet wide. This accounts
for the required 5-feet of sidewalk and an additional 2-feet to substitute for wheel stops.
With this wheel, stops are note required.
12. The existing sidewalk along the front of the building may remain at 3'-4" wide so long as a
code conforming sidewalk is provided to accessible parking spaces.
13. Gordy noted that the southerly curb cut should be revised as follows: 1) Narrow the cut to
16-feet wide, 2) Reverse the direction of traffic flow so that this curb cut acts as an
entrance. This curb cut is not allowed to act as an exit because it is too close to an exit
curb cut serving the grocery store to the south. And 3) Coordination the installation of this
curb cut with the on going improvements along Hwy 99.
Note: Gordy reference Lyle Chrisman. He is the City of Edmonds Manager for the
Hwy 99 improvements. Lyle noted that the currently ongoing work at this location
can be modified via field correction leaving an opening for a curb -cut installation by
the Imaging Center contract. He requests additional coordination between the two
project in regards to utility connections at the highway. An overlay is scheduled for
the end of March. He requests that our utility work be completed by then. I noted
that this would require the work before we meet with the Architectural Design
Board and before a building permit is issued. An 'agreement of faith' between
Steven's and the Hospital would be required. WaterLeaf will investigate the
possibility.
14. Provide storm drainage as required for the new parking areas only. When calculating
impervious areas the existing building slab to be demolished cannot be used as a credit.
Pursuant to the coordination with Hwy 99 work noted above. It would be advisable to
connect additional storm sewers to the extension installed with the Steven's main parking
lot improvement. This storm sewer line run ' s along the north edge of our property.
Reference Don Feen at the City for further clarification as required.

Architectural Design Board
15. This project is a Minor Project.
16. The City requires a 15-foot wide perimeter landscaping barrier abutting all streets. This
requirement will not be applied so long as a good effort to maximize perimeter
landscaping along Hwy 99 as much as possible is rendered. Steve noted that the 6-f6ot
strip as shown would be adequate. Additional required landscaping shall match 7% of the
total vehicular area. The vehicular area is calculated using the paved areas including areas
represented by a full chamfered cut an inside 90 degree cornerg of paved areas. These
chamfered areas must count in the 'vehicular area' and can also be included in the 7% of
landscape area. Perim * eter landscaping areas cannot be included in the 7% landscape areas.
Provide a landscape plan with plant species at the,ADB application.
17. The existing free standing, illuminated pedestal sign may be re -used. If the colors or
graphics are changes, it must be included in the ADB application. If the colors and
graphics are retained, it may be covered in the building permit only.

beds, gumeys, free-standing, moveable pieces of equipment. No paper goods. No
mattresses. Non-combustible items.
• Applicant explained they have two structures — low bay wood frame structure along
street frontage and behind is pre-engineered storage building. Both structures will
have office space.
• Fire will look at storage items and classify by fire code to determine if anything
additional is required such as fire alarms, suppression systems, etc.
• Applicant expects to do substantial remodel — down to structural ' skeleton and rebuilt.
Some seismic upgrades expected. In last couple days the business square footage has
in creased to approximately 4,400 square feet, which is not reflected on plans..
Provide plans for complete proposal.
• If fire alarm system is installed, fire alarm permit will be required.
• Fire extinguishers required every 3,000 square feet for low hazard. Provide 2 - 51b.

• Considered a minor ADB project. SEPA not usually required for project of this size.
• Identify vehicle use area in parking. 7% of vehicle use area will need to have interior
landscaping.
• Design board application should include shot of entire lot.
• Completeness review will take 2-3 weeks; hearing scheduled within 4 weeks of
completeness review; decision made at hearing. Looking at early April to get started.
• Major changes in sign colors, size or location would require review by ADB.
