The developer desires to create a total of about 12,000 square feet of impervious area tributary to the drainage system. The original calculations allowed about 10,500 square feet. To be conservative, I have evaluated the change on the basis of 13,000 square feet, which is about 0.3 acres. The primary method of runoff disposal in the original design was by infiltration. The underlying system has an infiltration trench capable of dealing with all the project runoff. At the time of plan approval, the City staff was concerned that the underlying water table might prevent the infiltration system from working.. To mitigate that possibility the developer agreed to provide a pump system to remove excess water and deliver it to the street drainage system at the site frontage. Since the pump had a capacity (at the design head) of only 94 gallons per minute, and the 100 year runoff rate from the design storm was 300 gallons per minute, a storage area was needed to hold the excess water while the pump "caught -up". The storage was provided in the form of a ponding area, with a required volume of 3500 gallons. (The plan ' s erroneously showed this as 3500 cubic feet.) The grading and finish floor design elevations allowed for a maximum water surface elevation of 487.5. The calculated water surface elevation was 487.2, based on the design pond geometry. When the model was reviewed using the higher impervious cover of 0.3 acres, the resulting net increase in calculated water surface was 0.1 feet, indicating the design is adequate even with the larger impervious area. The developer has stated he would like to construct the pond with a different shape than that shown in the design. This should not be a problem as long as it meets the new volume requirement of 4000 gallons without the water surface rising above elevation 487.5. He could in fact provide the same volume in a drywell or underground tank if he chose to do so. This should resolve the issues raised in the plan review. Please call if there are other questions. The design is based on the City of Edmonds Storm Water Management ordinance No. 3013 effective 3/31/95. Since the receiving drainage system for site eventually drains into a natural creek, the ordinance requires post development runoff rates to match the predevelopment runoff rates for the 2-year, 1 0-year, and 1 00-year 24-hour storms. By the code provisions, the assumed "existing" condition for establishing allowable release rates is meadow with an average SCS curve number of 85. The soil type is assumed to be hydrologic group C, based on the SCS soil survey. The project area is about 1.0 acre, including the three new homes and the existing home. The proposal includes 150 feet of 12 foot wide road with a 20 foot turn -around stub, and 3 new single family homes, with an assumed impervious area of 2,800 sf each. Since the existing home is required to be detained and since the first new home already has a detention facility (making it the equivalent of an "undeveloped" parcel) there are in effect 3 house lots and 1 "vacant" lot, so the total impervious cover (CN 98) is assumed to be 0.24 acres. The remainder of the developed site is assumed to be grass lawn (CN 86). The site gently slopes to a closed depression in the back yard of the southeasterly lot. The times of concentration assumed for the predeveloped and post developed condition are assumed to be 20.48 minutes (calculated) and 10 minutes (assumed) respectively. Rainfall characteristics include a hydrographic shape of an SCS Type 1A storm, and total precipitation (interpolated from SCS isopluvial charts) as follows: 1 00-year 24-hour storm 3.0 inches 10-year 24-hour storm 2.1 inches 2-year 24-hour storm 1.5 inches DISCUSSION OF DRAINAGE OPTIONS The site topography prevents a gravity drainage system from serving any of the site. The closed depression in the SE corner of the site has no practicable options for establishing a gravity connection to any surrounding drainage system. it is hydraulically isolated from the property to the east by a landscape berm. The lowest ground elevations on properties and.ROW to the north west and south all appear higher than the project. This leaves two alternatives for dealing with stormwater runoff --infiltration and pumping out to the 96th Avenue right-of-way. Love I I-Sauerland and Associates Page 2 vz*" Infiltration. The City's drainage ordinance (Section 18.30.060) states: "... BIVIPs shall utilize infiltration to the fullest extent practicable only if site conditions are appropriate and ground water quality is protected. Due to high ground water tables in large portions of the City and a landslide complex in the Meadowdale area (where high ground water increases the slide hazard), there are few sites within the City where infiltration should be considered." Percolation tests and observation during the New Year's storm (Dec 96-Jan 97) by the owner show that there is ample capacity for the ground to absorb the estimated project runoff. Although the tests were performed in late summer, the test holes (and the depression in general) did not reveal any evidence of a high water table during the storm. Also, soils in the test holes showed no evidence of mottling, which would be an indicator of high ground water. Given the high capacity for the site soils to percolate water, and given that the total water on the site is not being increased by the development (only redistributed and concentrated), the development itself will have no impact on the level of a water table if one exists. The water table would exist over a much broader area and now be affected by the intensity of development, since there would be no more water entering the site (and the water table) in the developed condition than enters it in the undeveloped condition. If there is a high water table condition in the general area of the site, it should have been evident during the recent wet period, which has been identified as a significant storm event. Based on these observations, it is my opinion that infiltration is practicable for this site. Pumping, From discussions with City staff, the City remains concerned that infiltration is not an appropriate solution on this site. The developer has offered to install a pump to deal with potential excess water. If the infiltration continues to work as proposed, the pump will remain idle. If ground water elevations rise to the surface, the pump will act to dewater the low area of the site. It is proposed to use shallow surface ponding in the low area of the short plat, in conjunction with a pump. The ponding area would be located in a grassy area and would have an under drain to a sump. The sump would also serve as a pump housing. The under drain would also serve as the primary infiltration system. The pump design information is provided on an attached spreadsheet. Drywells are proposed to be installed where appropriate to intercept or slow runoff which may otherwise run overland to the surface ponding area,. The homes and roadway improvements are higher than the proposed ponding area, and in well drained soil. The drywells would allow runoff from higher elevations of the site to percolate into the ground. If there is a high water table in the area, the water would eventually end up in the pump sump, but will have.been slowed. If there is not a high water table, then pump system will not deal with that additional load. DETENTION STORAGE CALCULATIONS Calculations were performed using an SCS-SBUH method to estimate hydrologic performance. The basin runoff rates for each basin were calculated using WaterWorks release 2.8. The infiltration rates and pump performance were calculated using the attached spreadsheets. It is expected that infiltration will remove all runoff, but this installation provides a pump discharge capacity which exceeds the 1 00-year SCS runoff, and Y2the Rational -method calculated runoff. The 2.5 inch line also provides capacity to upgrade the pump if such an upgrade is determined necessary in the future. Based on the SCS model, the maximum water surface would be 487.30, given the hypothetical -shape rainfall event and no infiltration. Two cases are included, the 10- and the 1 00-year using one size of pump, and a 2-1/2 inch discharge line diameter. The required flow rate used in the pump models was based on an SCS calculation which gave a peak rate of discharge of 0.67 cfs for the 1 00-year storm, which differs somewhat from the WaterWorks results due to a variance on the time increment used. The results show a ponding volume of 3,000 gallons and 3,800 gallons for the two storms. Based on the present design, this would result in,maximum water surface elevations of 487.20 to 487.30. These calculations completely neglect the effect of infiltration, and any infiltration would reduce the load on the pump and storage area. They also neglect the possible reduction in flows due to longer times of concentration than what is assumed, particularly the delaying effect of discharging roof drains to dry wells, which would also reduce the total volume load on the system.
